{"id":2942,"date":"2008-03-04T08:56:00","date_gmt":"2008-03-04T14:56:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2008\/03\/loss-of-starchaser-a-blow-but-not-fatal-for-spaceport\/"},"modified":"2008-03-04T08:56:00","modified_gmt":"2008-03-04T14:56:00","slug":"loss-of-starchaser-a-blow-but-not-fatal-for-spaceport","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2008\/03\/loss-of-starchaser-a-blow-but-not-fatal-for-spaceport\/","title":{"rendered":"Loss of Starchaser a blow, but not fatal, for spaceport"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/R81jYaYDs4I\/AAAAAAAAFJI\/vA-ATqo-VBI\/s1600-h\/Spaceport+america.gif\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/R81jYaYDs4I\/AAAAAAAAFJI\/vA-ATqo-VBI\/s200\/Spaceport+america.gif\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5173900817966805890\" border=\"0\" \/><\/a><st1:state st=\"on\">New Mexico<\/st1:state>\u2019s fledgling spaceport took another hit last week when <a href=\"http:\/\/www.starchaser.co.uk\/\" target=\"_blank\">Starchaser Industries<\/a> decided to scrap plans for a theme park in <st1:city st=\"on\">Las  Cruces<\/st1:city> and look instead to the <st1:country-region st=\"on\">United  Kingdom<\/st1:country-region> and <st1:state st=\"on\"><st1:place st=\"on\">Florida<\/st1:place><\/st1:state> for operations.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">But as long as <a href=\"http:\/\/www.virgingalactic.com\/\" target=\"_blank\">Virgin Galactic<\/a> is still on board with <a href=\"http:\/\/www.spaceportamerica.com\/\" target=\"_blank\">Spaceport America<\/a>, and if <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename>  <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> voters approve a gross receipts tax increase next month, the project is a go.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Starchaser told the <a href=\"http:\/\/www.abqjournal.com\/biz\/289473business03-01-08.htm\" target=\"_blank\">Albuquerque Journal<\/a> last week that the state\u2019s Spaceport Authority was too focused on Virgin Galactic and didn\u2019t keep its promise to consult the company on spaceport planning. The company also complained about what the Journal paraphrased as \u201crepeated run-ins with local bureaucracies in <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city>, including zoning problems and a city land deal that failed after city officials requested more company financial information.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The situation in <st1:city st=\"on\">Las Cruces<\/st1:city> came up in 2006 when the city was trying to give land at the <st1:place st=\"on\"><st1:placename st=\"on\">East<\/st1:placename> <st1:placename st=\"on\">Mesa<\/st1:placename> <st1:placetype st=\"on\">Industrial Park<\/st1:placetype><\/st1:place> to Starchaser. The city asked for financial information that Starchaser refused to provide, saying it had already provided it. Talks with the city fell apart.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">About the same time, the company replaced all North American staffers \u2013 all of them based in <st1:city st=\"on\"><st1:place st=\"on\">Las   Cruces<\/st1:place><\/st1:city>. And a deal to purchase land near Hatch for an astronaut training facility never came to fruition.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Starchaser resurfaced in 2007 when it bought land west of <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city> for a rocket manufacturing and astronaut training facility that was to be co-located with a tourist stop that would include retail, lodging and entertainment areas.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">So much for that. The company\u2019s CEO complained to the Journal that Starchaser invested more than $700,000 in New Mexico \u201cand didn\u2019t get anything back,\u201d and said if Starchaser had spent that money in Florida or the United Kingdom, \u201cwe\u2019d be a lot further along than we are today.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The state told the newspaper that it did all it could to accommodate Starchaser. But that\u2019s some bad press that isn\u2019t going to do anything to help Spaceport <st1:country-region st=\"on\"><st1:place st=\"on\">America<\/st1:place><\/st1:country-region>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Other upcoming events will give a much clearer picture of the future of the spaceport. Most important is <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place>\u2019s April 22 vote on whether to raise the gross receipts tax to help fund the spaceport. Approval of the tax would generate some revenue and free up $49 million from <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename>  <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place>\u2019s tax. Rejection of the tax would be a huge blow to the spaceport because the <st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename> money can\u2019t be spent unless the <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> tax is approved.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">And the spaceport facility currently being planned wasn\u2019t for Starchaser. It\u2019s for Virgin Galactic. That company\u2019s plans are most important to the spaceport. While the others are startup companies, it\u2019s a well-financed, huge corporation. Its commitment to <st1:state st=\"on\">New  Mexico<\/st1:state> still isn\u2019t set in stone, but it has made clear its intentions to locate here and is helping design Spaceport <st1:country-region st=\"on\"><st1:place st=\"on\">America<\/st1:place><\/st1:country-region>, a process that is nearing completion.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Final approval of the spaceport\u2019s FAA license should also come soon.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Also keep an eye in the next few months on the <a href=\"http:\/\/www.rocketracingleague.com\/\" target=\"_blank\">Rocket Racing League\u2019s<\/a> plans. The league broke ground in January on its first hangars at the <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city> airport. Delay after delay in the league\u2019s plans may finally be coming to an end.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Then again, the delays may not be coming to an end.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">But the <st1:place st=\"on\"><st1:placename st=\"on\">Sierra<\/st1:PlaceName>  <st1:placetype st=\"on\">County<\/st1:PlaceType><\/st1:place> tax vote and Virgin Galactic\u2019s plans are most important for the spaceport becoming a reality. If <st1:placename st=\"on\">Sierra<\/st1:PlaceName> <st1:placetype st=\"on\">County<\/st1:PlaceType> approves the tax and Virgin Galactic follows by signing a formal lease for the spaceport facility, Spaceport <st1:country-region st=\"on\"><st1:place st=\"on\">America<\/st1:place><\/st1:country-region> will be headed in the right direction.
