One of two candidates for municipal judge in <st1:place st=\"on\"><st1:placename st=\"on\">Sunland<\/st1:PlaceName>  <st1:placetype st=\"on\">Park<\/st1:PlaceType><\/st1:place> has failed that test miserably.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Horacio Favela was charged by the Do\u00f1a Ana County Sheriff\u2019s Department on Friday with a fourth-degree felony count of voter fraud after he allegedly voted in 2004 both in <st1:city st=\"on\">El Paso County<\/st1:City>, <st1:state st=\"on\">Texas<\/st1:State> and in <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:PlaceName>  <st1:placename st=\"on\">Ana<\/st1:PlaceName> <st1:placename st=\"on\">County<\/st1:PlaceName><\/st1:place>. According to the criminal complaint, both 2004 votes were cast by absentee ballot. In <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:PlaceName> <st1:placename st=\"on\">Ana<\/st1:PlaceName> <st1:placename st=\"on\">County<\/st1:PlaceName><\/st1:place>, Favela voted using an address for a small trailer located next to a tortilla business in which he is a partner, the Sun-News reported.
