A 2007 change, approved unanimously by lawmakers and signed by the governor, got rid of the second provision, and was designed to increase the power of those who control the major parties.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The bill <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> signed today, <a href=\"http:\/\/legis.state.nm.us\/lcs\/_session.asp?chamber=S&amp;type=++&amp;number=1&amp;Submit=Search&amp;year=08\" target=\"_blank\">Senate Bill 1<\/a>, sponsored by Majority Leader <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=286&amp;Submit=Search\" target=\"_blank\">Michael Sanchez<\/a> of Belen, takes effect immediately and reverts to the law that was in effect before the 2007 change.
