Add in one governor and one lieutenant governor, and you can get 114 officials\u2019 viewpoints of what was or wasn\u2019t accomplished in any particular legislative session.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/R7XquXrNjlI\/AAAAAAAAE-g\/oZnXDtk7FIY\/s1600-h\/Denish,+Diane.jpg\"><img decoding=\"async\" style=\"margin: 0pt 10px 10px 0pt; float: left; cursor: pointer;\" src=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/R7XquXrNjlI\/AAAAAAAAE-g\/oZnXDtk7FIY\/s200\/Denish,+Diane.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5167294229827653202\" border=\"0\" \/><\/a>One thing we\u2019ll all agree on is this: The work can be tough and frustrating, but the goal is always to do what\u2019s right for <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Even so, there are bound to be winners and losers, and our just-completed session was no different. Here are just a few:<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><span style=\"font-weight: bold;\">Winner: Pre-K.<\/span> The voluntary Pre-Kindergarten program I have actively supported received a $5.6-million expansion above its $14-million budget, so that 1,300 more 4-year-olds can take advantage of early-childhood education.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">These programs are largely in under-served areas of the state, and the majority of participants are Hispanic or Native American, making this a key component of shrinking the \u201cachievement gap\u201d between children of different ethnicities. Early research indicates that participants chart gains in reading and math well beyond those whose parents don\u2019t or can\u2019t enroll them.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">As of next year, 5,000 <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state> schoolchildren will get this boost toward becoming part of a productive workforce.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><span style=\"font-weight: bold;\">Loser: Kindergarten Plus.<\/span> In 2003, the Legislature expanded the kindergarten school year by 25 uninterrupted days. It worked so well that, last year, legislators extended it through the third grade to nearly 7,000 children. This year, teachers told us the program deserved to reach even more students.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">So legislators tucked $3 million into their budget to reach another 3,000 children. Unfortunately in this tight budget year, the money was vetoed. Investing in Pre-K only makes sense if we continue the investment in subsequent grades. We\u2019ll keep pushing for this program in future sessions.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><span style=\"font-weight: bold;\">Winners: Urban Indians. <\/span>A new Off Reservation Native American Health Commission will be created in <st1:place st=\"on\"><st1:placename st=\"on\">Bernalillo<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> to work on getting medical services to people who\u2019ve left their tribal lands. The goal is to reverse some of the worst health outcomes in the nation and help people remain productive citizens.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">This bill is a historic first step to improving access to health care for tribal members living away from the reservation.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><span style=\"font-weight: bold;\">Losers: Domestic partners.<\/span> Governor <a href=\"http:\/\/governor.state.nm.us\/\" target=\"_blank\">Richardson<\/a> and I both supported extending legal protection to adults in relationships who either cannot or choose not to be married. This effort has failed in years past, but that won\u2019t discourage supporters. It\u2019s a simple matter of equality for all.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><span style=\"font-weight: bold;\">Winners: <\/span><st1:place style=\"font-weight: bold;\" st=\"on\"><st1:placetype st=\"on\">University<\/st1:placetype>  of <st1:placename st=\"on\">New Mexico<\/st1:placename><\/st1:place><span style=\"font-weight: bold;\"> athletics.<\/span> University Stadium, where the championship New Mexico Bowl football game has been played the last two years, will get a $2-million upgrade, while The Pit gets a $1-million facelift. Go Lobos!<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><span style=\"font-weight: bold;\">Losers: Small farmers.<\/span> A veto of $150,000 stopped the expansion of a pilot program that puts <st1:state st=\"on\"><st1:place st=\"on\">New   Mexico<\/st1:place><\/st1:state> farmers\u2019 produce onto schoolchildren\u2019s cafeteria trays. Not only do the farmers lose a stable buyer, but students lose out on the fresher and healthier fruits and vegetables the program provides.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><span style=\"font-weight: bold;\">Winner: Senate President <\/span><a style=\"font-weight: bold;\" href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=267\" target=\"_blank\">Tim Jennings<\/a><span style=\"font-weight: bold;\">.<\/span> Taking the reins of Senate leadership after the passing of our beloved Ben Altamirano, <st1:city st=\"on\"><st1:place st=\"on\">Jennings<\/st1:place><\/st1:city> had big shoes to fill and a sometimes unruly session to oversee. With his many years of experience and a healthy dose of good humor, the Roswell Democrat managed his duties with the sort of fairness that typified his successor.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">That he did so during his wife Patty\u2019s struggle against cancer heightens his commitment to this state and its people.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><span style=\"font-weight: bold;\">Losers: 400,000 uninsured people.<\/span> I entered this session with a vow to reform our health-coverage system after a year-long study and innumerable negotiation sessions. Regrettably, the effort proved too much for the 30-day session.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">We cannot give up. People who lack insurance end up costing every one of us in higher premiums, rising co-payments, backed-up emergency rooms and untreated health problems that keep children from learning and workers from sustaining our economy.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Health care is a basic human right, and our humanity calls on us to care for one another.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">You can help. I encourage you to call the governor and your legislators and ask them to work together on a plan that will address this problem \u2013 most likely in the special session that Governor Richardson has vowed to call.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">For whatever this legislative session did not accomplish, the good news is this: There\u2019s always another one headed your way.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-style: italic;\" class=\"MsoNormal\"><a href=\"http:\/\/www.ltgovernor.state.nm.us\/\" target=\"_blank\">Denish<\/a> is the state\u2019s lieutenant governor.
