{"id":2882,"date":"2008-02-14T15:06:00","date_gmt":"2008-02-14T21:06:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2008\/02\/guv-will-call-special-session-for-health-care-reform\/"},"modified":"2008-02-14T15:06:00","modified_gmt":"2008-02-14T21:06:00","slug":"guv-will-call-special-session-for-health-care-reform","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2008\/02\/guv-will-call-special-session-for-health-care-reform\/","title":{"rendered":"Guv will call special session for health-care reform"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/R7StcHrNjgI\/AAAAAAAAE94\/VZXa_q4gors\/s1600-h\/Richardson,+Bill.jpg\"><img decoding=\"async\" style=\"margin: 0pt 10px 10px 0pt; float: left; cursor: pointer;\" src=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/R7StcHrNjgI\/AAAAAAAAE94\/VZXa_q4gors\/s200\/Richardson,+Bill.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5166945371109035522\" border=\"0\" \/><\/a>Gov. <a href=\"http:\/\/governor.state.nm.us\/\" target=\"_blank\">Bill Richardson<\/a> will call a special session for health-care reform, and says it could begin as early as Monday but he\u2019s willing to work with legislative leaders on the timing.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> made the announcement, in a speech that was highly critical of Senate leaders, shortly after the regular legislative session ended today.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWhile we had some major accomplishments during this year \u2013 tougher domestic-violence penalties and progressive energy-efficiency legislation \u2013 I\u2019m not going to sugarcoat my feelings about this session,\u201d <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said, according to prepared remarks released by his office. \u201cAfter five hugely successful sessions, this is the least productive session since I have been governor. The results are mediocre, at best.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said he is the voice for 400,000 New Mexicans who don\u2019t have health care, and praised those representatives who worked toward compromise and House approval of his health-care plan during the regular session. The Senate didn\u2019t even consider his plan.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cBut I\u2019m not giving up. I said I will call legislators into special session (if his health-care bill wasn\u2019t approved), and that is what I will do,\u201d <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said. \u201cMy preference is to do it immediately, but I am willing to work with the leadership on the timing. I have directed my staff to start preparing the proclamation declaring a special session.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">If the session is held immediately, <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:City> will have the leverage of potential capital-outlay vetoes. He doesn\u2019t have to act on the capital-outlay bill for 20 days. Every legislator is up for re-election this year, creating an added dimension to the dynamic of a special session.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Less than an hour after Senate leaders put out a news release saying the session was successful because the funding bills were approved and are fiscally responsible, <st1:place st=\"on\"><st1:city st=\"on\">Richardson<\/st1:city><\/st1:place> said New Mexicans \u201cexpect more from us\u201d than funding state government and \u201cpork projects.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cUnfortunately, a handful of senators, including certain members of the Senate leadership and the Senate Finance Committee, were more focused on power, turf and personal agendas,\u201d Richardson said. \u201cWe heard it and saw it throughout the session. These senators were more interested in regaining power they feel they have lost to me during the past five years. They were more interested in blocking my proposals than working for what\u2019s best for New Mexicans. The result was no effective leadership in the Senate.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said that is why other important legislation including domestic partner benefits, a regional transit district, stem-cell research and an ethics commission failed during the regular session.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWe can still pass health-care reform. We will pass health-care reform,\u201d <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said. \u201cI will not stand by while 400,000 New Mexicans continue to struggle day-to-day without access to health care.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Gov.
