But, fortunately, the governor recognized that he needed to stick to the role laid out for him in the state constitution for signing or vetoing bills,\u201d Senate President <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=267\" target=\"_blank\">Tim Jennings<\/a>, D-Roswell, said in the release.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/3.bp.blogspot.com\/_IabUCQmoheQ\/R7Scj3rNjfI\/AAAAAAAAE9w\/5wK_6UDD_bc\/s1600-h\/Sanchez,+Michael.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/3.bp.blogspot.com\/_IabUCQmoheQ\/R7Scj3rNjfI\/AAAAAAAAE9w\/5wK_6UDD_bc\/s200\/Sanchez,+Michael.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5166926812555349490\" border=\"0\" \/><\/a>Senate Majority Leader <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=286\" target=\"_blank\">Michael Sanchez<\/a>, D-Belen, said it was disappointing that Richardson \u201cchose to veto some of the funding that the Senate felt was important \u2013 and even critical \u2013 for meeting many of our local and statewide needs,\u201d but said \u201cthat is how the process works.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cStill, we passed lots of important legislation \u2013 and some of the funding we felt was important was left in place \u2013 and, if nothing else, the governor recognized that the legislative process involves two branches of government, each with their own duties and responsibilities,\u201d he said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Jennings<\/st1:place><\/st1:city> said the session was difficult, but successful \u201cfrom the standpoint of the state citizens\u2019 overall interests.\u201d And Senate Finance Chair <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=288&amp;Submit=Search\" target=\"_blank\">John Arthur Smith<\/a>, D-Deming, said the Legislature approved the budget in a fiscally responsible way.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/R7ScjXrNjdI\/AAAAAAAAE9g\/E-9b0FV-OVI\/s1600-h\/Smith,+John+Arthur.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/R7ScjXrNjdI\/AAAAAAAAE9g\/E-9b0FV-OVI\/s200\/Smith,+John+Arthur.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5166926803965414866\" border=\"0\" \/><\/a>In an interview, Smith said the governor\u2019s staff released a revenue forecast on Monday that wasn\u2019t as positive as previous forecasts. He said there is some dispute about it, but the reality is that \u201cthe risk is much greater than what it\u2019s been in the past.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWe are in recession and I\u2019m real concerned on the gross-receipts and the personal-income-tax side, and I think the governor\u2019s real concerned about that as well,\u201d Smith said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Because of that, he said he will be encouraging the governor to veto some of the funds approved in <a href=\"http:\/\/legis.state.nm.us\/lcs\/_session.asp?chamber=S&amp;type=++&amp;number=471&amp;Submit=Search&amp;year=08\" target=\"_blank\">Senate Bill 471<\/a>, the final capital outlay bill, and he also hopes the governor will hold off, at least for now, on calling a special session for health-care reform so lawmakers and the governor\u2019s staff can better analyze the current financial situation.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Smith said there is some dispute about the cost of <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city>\u2019s health-care plan, and the Senate will need some better data before its members are willing to consider the bill.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In a news release, leaders of the state Senate say the session that just ended was at least partly successful, pointing to the approval of funding bills and making reference to battles with Gov.
