Eric Griego was right on in <a href=\"http:\/\/www.nmpolitics.net\/index\/2011\/04\/bills-that-could-have-softened-the-blow-for-most-vulnerable-weren%e2%80%99t-heard\/\" target=\"_blank\">a recent commentary<\/a> to criticize state lawmakers who refused to discuss, debate and vote on\u00a0raising revenues during the 2011 legislative session.<\/p>\n<p>Why did these senators and representatives take their stand against raising revenues? Because their agenda is to protect the richest New Mexicans and corporations. More progressives like Sen. Griego will win\u00a0N.M. Senate and House seats\u00a0in 2012, and\u00a0the\u00a0Land of Enchantment\u00a0will\u00a0start moving again.<\/p>\n<p>As for\u00a0New Mexico\u00a0being on the take, as Sen. Griego\u2019s critics blogged on\u00a0NMPolitics.net, well, ever since conquistadors crossed the Rio Grande back in the day, that\u2019s been the case. But, let\u2019s take a closer look at what\u2019s happening now.<\/p>\n<p>First things first: Read the N.M. State Constitution, Article 12, Section 2.\u00a0The Permanent School Fund is\u00a0a savings account mandated by the U.S. Federal Government in 1910 as a\u00a0condition for statehood in 1912. Today, the\u00a0School Fund is worth $9 billion. It\u2019s one of the world\u2019s largest public education endowments.<\/p>\n<p>But, it\u2019s not invested in New Mexico\u2019s public schools, colleges and universities. Instead, New Mexico\u2019s lawmakers transfer the fund to New York City\u2019s\u00a0Wall Street\u00a0for investment in the \u201cfree\u201d market (AKA capitalism).<\/p>\n<p>A very small percentage of the fund\u2019s return on investment is\u00a0folded\u00a0into the general fund, and mixed by these conservative Democrats and right-wing Republicans with other\u00a0income tax and\u00a0sales tax revenues. Then, lawmakers\u00a0dump the\u00a0result\u00a0into the state equalization education funding formula, and distribute\u00a0dollars\u00a0equally to K-12 school districts in the form of\u00a0student-unit\u00a0values.<\/p>\n<p>But these conservative Dems and right-wing Republicans continue to defund the student-unit value. How come?\u00a0Because they\u00a0voted to reduce revenues for education by cutting\u00a0state income taxes\u00a0in 2003, by refusing to close out-of-state\u00a0corporate income tax\u00a0loopholes, by voting to give corporations incentives worth\u00a0millions of dollars,\u00a0and by failing to\u00a0supplement\u00a0the student-unit value decline with\u00a0money from the $9 billion Permanent School Fund.<\/p>\n<h3>Falsely claiming to be friends of education<\/h3>\n<p>These lawmakers falsely claim to be friends of education. In fact, they\u00a0<a href=\"http:\/\/www.abqjournal.com\/santafe\/08232198921north04-08-11.htm\" target=\"_blank\">defunded the student-unit value<\/a> again\u00a0during the 2011, 60-day session completed in mid-March. NMPolitics.net readers and bloggers can see the 2011 voting record of their\u00a0state senators\u00a0and representatives for themselves:<!--more--><\/p>\n<ul>\n<li><a href=\"http:\/\/www.nmlegis.gov\/Sessions\/11%20Regular\/bills\/house\/HB0002SVOTE.pdf\" target=\"_blank\">Senate Final Vote &#8211; House Bill 2, state budget<\/a><\/li>\n<li><a href=\"http:\/\/www.nmlegis.gov\/Sessions\/11%20Regular\/bills\/house\/HB0002HVOTE.pdf\" target=\"_blank\">House Final Vote &#8211; House Bill 2, state budget<\/a><\/li>\n<\/ul>\n<p>\u201cYes\u201d votes in Senate and House were votes to cut the state budget and\u00a0defund the student-unit value by $126.<\/p>\n<p>Most, if not all, right-wing Republicans in the House voted no on HB 2, but not because they opposed defunding student-unit values. They said they voted no because the HB 2 cuts weren\u2019t deep enough.<\/p>\n<p>Indeed, New Mexico\u00a0may be\u00a0poor, as these conservative Dems and right-wing Republicans argue. But, if that\u2019s true, it\u2019s only because\u00a0the people\u2019s\u00a0resources are exploited by private,\u00a0out-of-state interests, which are aided and abetted by these\u00a0politicians who were so aptly criticized by Sen. Griego in his recent\u00a0NMPolitics.net\u00a0commentary.<\/p>\n<p>The\u00a0interests of these conservatives and right-wing lawmakers\u00a0are feeding state\u00a0funds to out-of-state capital markets\u00a0(AKA \u201cfree\u201d market).\u00a0They don\u2019t give a hoot about sufficiently\u00a0funding public education\u00a0with public dollars. Their record of\u00a0public school funding\u00a0since 1983 proves it.<\/p>\n<h3>Not all of us are fooled all of the time<\/h3>\n<p>Conservative Dems and right-wing Republicans are the biggest problem facing New Mexico. When the 2012\u00a0primary elections\u00a0roll around, most voters will have figured this out. By then, the people\u00a0will have gotten\u00a0President Lincoln\u2019s comment about how some of us are fooled some of the time, but not\u00a0all of us are\u00a0fooled all of the time.<\/p>\n<p>Consistent with the political economy of feeding out-of-state\u00a0capital interests\u00a0with New Mexico\u2019s public funds, these conservative Dems and right-wing Republicans in the N.M. Senate and House also oppose restoring\u00a0personal state income tax rates\u00a0on the wealthiest New Mexicans. They oppose closing out-of-state corporate income tax loopholes, too.<\/p>\n<p>In 2003, when these lawmakers cut\u00a0income tax rates\u00a0for the richest New Mexicans from 8 percent to 4 percent, they told the people that the rich would use their savings to create jobs in New Mexico. Ha! The joke\u2019s on us: New Mexico has the highest\u00a0unemployment rates\u00a0since the 1940s.<\/p>\n<p>Conservative Democratic Sens. Phil Griego, George Mu\u00f1oz and John Sapien joined with right-wing Republican lawmakers and voted against requiring out-of-state corporations to pay taxes on profits made in New Mexico (<a href=\"http:\/\/www.nmlegis.gov\/lcs\/_session.aspx?Chamber=S&amp;LegType=B&amp;LegNo=6&amp;year=11\" target=\"_blank\">SB 6<\/a>) in committee. They falsely claim out-of-state corporations like Wal Mart will leave New Mexico if they\u2019re required to pay state income taxes on profits made in the Land of Enchantment.\u00a0Phil Griego, Mu\u00f1oz, and Sapien\u00a0should be fired for this committee vote alone.<\/p>\n<p>In Texas, Arizona, Colorado and\u00a0California\u00a0\u2013 where state lawmakers closed the same\u00a0income tax loopholes\u00a0for their out-of-state corporations \u2013 Wal Mart, Target, Lowes, and Home Depot\u00a0didn\u2019t leave, and they\u2019re still racking-up profits in those states.<\/p>\n<p>Adding more salt to the wound, conservative Dems and right-wing Republicans in Congress\u00a0also\u00a0voted during the Bush presidency to cut\u00a0federal personal income tax rates\u00a0for the richest Americans. The rich\u00a0were supposed to create jobs in America with their federal tax savings. Ha! The joke\u2019s on us again: 14 million Americans are now unemployed, and U.S. corporations are creating jobs,\u00a0but in Red China.<\/p>\n<h3>Voter have come to our senses<\/h3>\n<p>We voters have come to our senses,\u00a0finally. We\u2019re no longer fooled by conservative, right-wing spin about how the rich and the corporations create jobs in New Mexico and the United States with state and federal tax benefits, incentives and\u00a0tax revenue\u00a0giveaways. Recent polls\u00a0show a majority wants state and federal lawmakers to restore tax rates on the rich (right-wingers falsely\u00a0label it\u00a0soaking the rich) and make corporations (General Electric and Yates Petroleum) pay taxes on profits.<\/p>\n<p>The most startling\u00a0<a href=\"http:\/\/www.mcclatchydc.com\/2011\/04\/18\/112386\/poll-best-way-to-fight-deficits.html\" target=\"_blank\">Marist poll finding is that a majority of Republicans<\/a> and\u00a0tea party members\u00a0say the richest and corporations must tighten their belts and pay their share of taxes, too.<\/p>\n<p>What do New Mexicans think about\u00a0income tax cuts\u00a0for the rich and tax loopholes for out-of-state corporations?\u00a0<a href=\"https:\/\/sites.google.com\/site\/revolutioninnewmexico\/polls\" target=\"_blank\">Look here<\/a>.<\/p>\n<p><em>\u201cJohn Adams,\u201d with\u00a0<a href=\"https:\/\/sites.google.com\/site\/revolutioninnewmexico\/\" target=\"_blank\">Red Chili Revolution Productions<\/a>, is a native New Mexican born in Roosevelt County.
