I haven\u2019t had time to go through it and figure out what <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> took out.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Action on the bills comes after a closed-door meeting with House Democrats, and <st1:city st=\"on\">Richardson<\/st1:city> may have a secret weapon: <a href=\"http:\/\/legis.state.nm.us\/lcs\/_session.asp?chamber=S&amp;type=++&amp;number=471&amp;Submit=Search&amp;year=08\" target=\"_blank\">Senate Bill 471<\/a> is a nearly-identical bill to the capital outlay bill <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> just vetoed. It\u2019s already been approved by the Senate. If he can get the House to approve it before noon on Thursday, the Senate has little leverage left. That would give <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> 20 days to veto whatever he wants from this year\u2019s capital outlay.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The question is whether <st1:place st=\"on\"><st1:city st=\"on\">Richardson<\/st1:city><\/st1:place> made such a deal with the House.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">These are stunning developments at the end of the session. Earlier in the day, it appeared that the Senate had backed <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> into a corner.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI think that a lot can happen between 12 p.m. Wednesday afternoon and 12 p.m. Thursday afternoon in <st1:city st=\"on\"><st1:place st=\"on\">Santa Fe<\/st1:place><\/st1:city>,\u201d said House Minority Whip <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=190&amp;Submit=Search\" target=\"_blank\">Dan Foley<\/a>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">You may be wondering why the second capital-outlay bill exists. I\u2019m told that, though the capital-outlay bill usually comes out of the House, senators passed their own this year because they were frustrated the House bill wasn\u2019t moving.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">That may come back to bite the Senate if <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> has made a deal with the House.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">More to come.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Gov.
