Those rumblings are right\u2026 and they\u2019re wrong.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">Far from a \u201cdo-nothing session,\u201d as a certain governor recently branded it, work is getting done. It\u2019s just been, well, glacial.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/R6yjw19XMaI\/AAAAAAAAE4k\/G5iMAGkAxiw\/s1600-h\/Denish,+Diane.jpg\"><img decoding=\"async\" style=\"margin: 0pt 10px 10px 0pt; float: left; cursor: pointer;\" src=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/R6yjw19XMaI\/AAAAAAAAE4k\/G5iMAGkAxiw\/s200\/Denish,+Diane.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5164682932200616354\" border=\"0\" \/><\/a>The main reason for that pace is the comparative lack of money for new programs and projects. In last year\u2019s session, we had more than $800 million above the base budget. This year, legislators have an extra $360 million. At 6 percent, that\u2019s not peanuts, but the bulk of it was quickly dedicated to public schools and Medicaid \u2013 worthy programs that ensure our children are educated and their families are healthy.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">Still, good things are happening for New Mexicans, and I\u2019m proud to have played a role in a lot of them. Here are just a few:<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">\u2022 We\u2019ve invested $500,000 in the individual development account program to help residents learn how to save money wisely. Participants attend a series of classes about managing money and agree to set some aside every month. At the end of the program, the state uses its money, leveraged with federal dollars, to match what they\u2019ve saved to spend on things like buying a home, going to college or starting a business.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">Since its inception, the program has helped 1,000 low-income New Mexicans build their financial assets and work their way out of poverty.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">\u2022 The Public Education Department is set to receive $150,000 for its outdoor classroom project, part of the \u201cLeave No Child Inside\u201d effort. These projects aim to connect children with nature, encourage healthy physical activity and make concrete connections with concepts in math, science and other coursework.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">\u2022 Schoolchildren will be eating fresher fruits and vegetables thanks to $150,000 we\u2019re giving to <st1:place st=\"on\"><st1:placename st=\"on\">New Mexico<\/st1:placename> <st1:placetype st=\"on\">State<\/st1:placetype>  <st1:placetype st=\"on\">University<\/st1:placetype><\/st1:place> to work with local farmers. Not only will New Mexico-grown tomatoes, lettuce, melons and other produce appear on more lunch trays, but local farmers will have a guaranteed buyer for their crops.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">\u2022 When I saw the first American Eagle flight land at <st1:place st=\"on\"><st1:city st=\"on\">Roswell<\/st1:city><\/st1:place>\u2019s airport, it proved to me that the state can establish public-private partnerships to bring air service to more communities. So we\u2019re putting $1.2 million toward carrying out that expansion, which will spur business development, alleviate the strain on our transportation system and bind the state\u2019s communities together as an economic entity.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">Communities that could take advantage of this include <st1:city st=\"on\">Carlsbad<\/st1:city>, <st1:city st=\"on\">Farmington<\/st1:city>, <st1:city st=\"on\">Hobbs<\/st1:city>, <st1:city st=\"on\">Las Cruces<\/st1:city>, Silver City and, seasonally, the <st1:place st=\"on\"><st1:placename st=\"on\">Taos<\/st1:placename>  <st1:placename st=\"on\">Ski<\/st1:placename> <st1:placetype st=\"on\">Valley<\/st1:placetype><\/st1:place>.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">\u2022 You only turn 100 once, and in 2012, <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state> hits the century mark. In next year\u2019s budget is $100,000 to begin planning for celebrations that will invite tourists as well as residents to join in the fun and give a boost to the economy.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">\u2022 American Indians who leave their native lands find their health care options limited \u2013 if not invisible \u2013 and that leads to some of the worst health outcomes in our state. We\u2019re dedicating $150,000 for a Native American health care commission to serve the 50,000 American Indians in <st1:place st=\"on\"><st1:placename st=\"on\">Bernalillo<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place>. The commission will develop a plan to address their needs and look for additional money and services to provide care.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">At noon on Thursday, legislators, lobbyists and activists get an extra-special Valentine\u2019s treat: adjournment. Between now and then, many strong efforts will be made on behalf of our citizens \u2013 to strengthen schools, repair roads, deliver clean water to rural areas and more. <\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">That\u2019s the thing about glaciers: They move slowly, but they leave change in their wake.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-style: italic;\" class=\"MsoNormal\"><a href=\"http:\/\/www.ltgovernor.state.nm.us\/\" target=\"_blank\">Denish<\/a> is the state\u2019s lieutenant governor.
