{"id":2844,"date":"2008-02-06T22:03:00","date_gmt":"2008-02-07T04:03:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2008\/02\/colon-apologizes-explains-rio-arriba-situation\/"},"modified":"2008-02-06T22:03:00","modified_gmt":"2008-02-07T04:03:00","slug":"colon-apologizes-explains-rio-arriba-situation","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2008\/02\/colon-apologizes-explains-rio-arriba-situation\/","title":{"rendered":"Col\u00f3n apologizes, explains Rio Arriba situation"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/R6qDRF9XMQI\/AAAAAAAAE3M\/b3tgqCD8wdE\/s1600-h\/Colon,+Brian.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/R6qDRF9XMQI\/AAAAAAAAE3M\/b3tgqCD8wdE\/s200\/Colon,+Brian.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5164084252414259458\" border=\"0\" \/><\/a>Brian Col\u00f3n, chair of the <a href=\"http:\/\/www.nmdemocrats.org\/\" target=\"_blank\">Democratic Party of New Mexico<\/a>, is apologizing for problems with Tuesday\u2019s presidential caucus, and also explained why the reporting of some votes, including those from three polling places in Rio Arriba County, has been delayed.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Pointing out that turnout on Tuesday was much greater than the 105,000 who showed up in 2004, Col\u00f3n said the story could have been about how the two Democratic presidential candidates inspired New Mexico Democrats to vote.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWhat we can write about is how two candidates came and lit the state on fire in less than 10 days, and that\u2019s amazing,\u201d he said. \u201cI regret that I allowed this other situation and the party\u2019s organization to become the story instead of that.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The party wasn\u2019t adequately prepared for the approximately 150,000 people who voted on Tuesday. It ran out of ballots at some locations, had only one polling place and a long line in Rio Rancho and had trouble reporting accurate and current results on its <a href=\"http:\/\/www.nmdemocrats.org\/ht\/display\/ReleaseDetails\/i\/1129743\" target=\"_blank\">Web site<\/a> on Tuesday evening and today.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Most glaring is the fact that final results and a declared winner may still be days away, while every other contest held around the nation on Tuesday has already led to a winner.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">As it stands, <a href=\"http:\/\/www.hillaryclinton.com\/\" target=\"_blank\">Hillary Clinton<\/a> is leading <a href=\"http:\/\/www.barackobama.com\/\" target=\"_blank\">Barack Obama<\/a> with 66,173 votes to his 65,963. Yet to be considered are the votes from three polling places in <st1:placename st=\"on\">Rio<\/st1:placename> <st1:placename st=\"on\">Arriba<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype> and one in <st1:place st=\"on\"><st1:placename st=\"on\">Sandoval<\/st1:placename>  <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> and the almost 17,000 provisional ballots that were cast statewide.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Explaining the situation in <st1:place st=\"on\"><st1:placename st=\"on\">Rio<\/st1:placename> <st1:placename st=\"on\">Arriba<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> that <a href=\"http:\/\/haussamen.blogspot.com\/2008\/02\/uncounted-rio-arriba-county-ballots.html\">I reported on earlier<\/a>, Col\u00f3n said site managers at polling places were supposed to count ballots, then call in results to the state party. The managers at the three polling places in <st1:place st=\"on\"><st1:placename st=\"on\">Rio<\/st1:placename> <st1:placename st=\"on\">Arriba<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> I reported on earlier, he said, called in only the vote totals for Clinton and Obama, but did not provide totals for the other candidates who appeared on the ballot even though they had already dropped out of the race.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Realizing later that it had incomplete information, the state party tried to contact the managers, but it was well after midnight, Col\u00f3n said, and they could not be reached. The party decided not to post those polling places\u2019 results without the totals for all candidates.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Asked why the managers were allowed to take the ballot boxes home, Col\u00f3n said many in rural areas across the state were allowed to do that because of the late hour and, in some cases, bad weather. They agreed to deliver the ballot boxes to state party officials this morning.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">To ensure that nothing unethical happened while the ballot boxes were in the manager\u2019s homes, those managers, before leaving the polling places, had to call in the final numbers to the state party in front of other workers. The state party today checked the numbers that were called in against the ballots in the boxes to ensure they matched.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In all cases, including those in <st1:place st=\"on\"><st1:placename st=\"on\">Rio<\/st1:placename> <st1:placename st=\"on\">Arriba<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place>, they did match, Col\u00f3n said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">He said he expects the results from the three polling places in <st1:place st=\"on\"><st1:placename st=\"on\">Rio<\/st1:placename> <st1:placename st=\"on\">Arriba<\/st1:placename> <st1:placetype st=\"on\">County<\/st1:placetype><\/st1:place> to be posted on the party\u2019s Web site by Thursday morning.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Col\u00f3n said the holdup with the outstanding results from one polling place in Sandoval County is having to sort out which ballots were cast by people living in the First Congressional District and which were cast by people living in the Third Congressional District, since the polling place included precincts in both districts and the ballots have to be sorted by district.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">As to the almost 17,000 provisional ballots that were cast on Tuesday, Col\u00f3n said the two candidates\u2019 campaign staffs and the state party were still working out procedures for considering them. I asked how long it will take to sort through and count provisional ballots, and he said the goal is to ensure that as many votes are counted as should be.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cLook, we want to make sure that, instead of being fast, we\u2019re accurate,\u201d Col\u00f3n said. \u201cWe have until Feb. 15, and if we need that time, we\u2019re going to take it.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> criticizes state party<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/R6qDUV9XMRI\/AAAAAAAAE3U\/dK7fHibphTQ\/s1600-h\/Richardson,+Bill.jpg\"><img decoding=\"async\" style=\"margin: 0pt 10px 10px 0pt; float: left; cursor: pointer;\" src=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/R6qDUV9XMRI\/AAAAAAAAE3U\/dK7fHibphTQ\/s200\/Richardson,+Bill.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5164084308248834322\" border=\"0\" \/><\/a>Gov. <a href=\"http:\/\/governor.state.nm.us\/\" target=\"_blank\">Bill Richardson<\/a> released a statement tonight expressing his disappointment at how the caucus was run. <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> was instrumental in getting the state\u2019s Democrats to switch in 2004 to a caucus system that allowed them to move up the date and have a greater voice in the presidential selection process.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In the news release, the governor took credit for the success of the 2004 caucus, saying it was well-organized, well-funded and well-executed \u201cthrough his personal efforts and those of his organization.\u201d This year, the release stated, he was focused on running for president and is now focused on the Legislature.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cThe New Mexico Democratic Party and New Mexico Democrats were wholly responsible for this caucus in the absence of the governor\u2019s time and his organization,\u201d the release stated. \u201cDespite their best efforts, the enormous turnout overwhelmed party officials in some places.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said he was proud that so many Democrats voted on Tuesday but was troubled by reports of problems and delays at polling places.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIn addition, the delay in results was extremely disappointing,\u201d he said. \u201cI have expressed my frustration to Democratic Party Chairman Brian Col\u00f3n and I told him that I stand ready to help the party in any way that I can.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Col\u00f3n said he understands the governor\u2019s frustration.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI share his disappointment but, most importantly, it\u2019s disappointing that I let the voters in New Mexico down, not just the governor, and I take full responsibility for that,\u201d he said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said the state\u2019s voters \u2013 Democrats and Republicans alike \u2013 \u201cmust decide whether they want to preserve their early voice in the process in the future, and what form it should take. Whatever the decision, we must pledge to voters that future caucuses and primaries are professionally run, inclusive, and provide accurate, timely results.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The caucuses are funded by the parties, not taxpayers, and are run by volunteers. <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said Democrats must understand that the \u201cprivilege\u201d of voting early in the process \u201ccomes with responsibility.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIf they want a voice in the process, they need to support the caucus with their time and financial contributions,\u201d he said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The state\u2019s Republicans opted in 2004 and this year to not hold their own, early caucuses, but to instead vote in the presidential primary at the same time that they vote in down-ticket races during the tax-payer funded GOP presidential primary in June.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Brian Col\u00f3n, chair of the Democratic Party of New Mexico, is apologizing for problems with Tuesday\u2019s presidential caucus, and also explained why the reporting of some votes, including those from three polling places in Rio Arriba County, has been delayed.
