Susana Martinez\u2019s 2013 decision to freeze Medicaid funding for 15 New Mexico health organizations is one of the most destructive government actions <a href=\"http:\/\/nmpolitics.net\/index\/2016\/04\/martinez-owes-new-mexicans-an-apology-for-medicaid-freeze\/\" target=\"_blank\">I\u2019ve witnessed<\/a>. Without warning, she <a href=\"http:\/\/nmindepth.com\/2013\/07\/11\/state-didnt-have-to-halt-medicaid-payments-to-providers\/\" target=\"_blank\">unnecessarily<\/a> put most of those organizations out of business, cost health-care workers <a href=\"http:\/\/www.nmindepth.com\/2013\/08\/01\/health-organization-lays-off-staffers-readies-transition\/\" target=\"_blank\">their jobs<\/a>, and <a href=\"http:\/\/nmindepth.com\/2013\/08\/14\/teambuilders-stopped-taking-new-clients-in-july-memo-says\/\" target=\"_blank\">disrupted services<\/a> for tens of thousands of the most fragile people in our state.<\/p>\n<div id=\"attachment_55852\"  class=\"wp-caption module image alignleft\" style=\"max-width: 336px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-55852\" src=\"http:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Haussamen-Heath1-336x222.jpg\" alt=\"Heath Haussamen\" width=\"336\" height=\"222\" srcset=\"https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Haussamen-Heath1-336x222.jpg 336w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Haussamen-Heath1-768x508.jpg 768w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Haussamen-Heath1-771x510.jpg 771w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Haussamen-Heath1-1170x773.jpg 1170w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Haussamen-Heath1.jpg 1262w\" sizes=\"auto, (max-width: 336px) 100vw, 336px\" \/><p class=\"wp-caption-text\">Heath Haussamen<\/p><\/div>\n<p>President Donald Trump\u2019s <a href=\"https:\/\/www.washingtonpost.com\/graphics\/national\/immigration-order-explainer\/\" target=\"_blank\">Jan. 27 executive order<\/a> banning refugees, which also impacted many other visa and green card holders, reminds me of Martinez\u2019s Medicaid freeze because of the unnecessary crisis it created and Trump\u2019s callous attitude about the damage it caused.<\/p>\n<p>The immediacy of the order\u2019s implementation, like Martinez\u2019s funding freeze, created chaos. People were in the air when Trump signed his order. Some were <a href=\"http:\/\/nmpolitics.net\/index\/2017\/01\/doctor-racing-against-trump-to-get-back-to-ohio-doesnt-make-it\/\" target=\"_blank\">sent back home<\/a> when they landed at U.S. airports. Others were <a href=\"https:\/\/www.propublica.org\/article\/trumps-executive-order-strands-brooklyn-doctor-in-sudan\/\" target=\"_blank\">blocked at foreign airports<\/a>. The order <a href=\"http:\/\/nmpolitics.net\/index\/2017\/01\/trumps-travel-ban-is-wreaking-havoc-on-families-especially-those-with-valid-visas\/\" target=\"_blank\">separated families<\/a> and likely put refugees at risk.<\/p>\n<p>After a judge temporarily halted Trump\u2019s order <a href=\"http:\/\/www.cnn.com\/2017\/01\/29\/politics\/ny-immigration-order-stay\/\" target=\"_blank\">on Friday<\/a>, people rushed to airports. The New York Times <a href=\"https:\/\/mobile.nytimes.com\/2017\/02\/05\/us\/trump-refugee-travel-ban-lifted-reunited-families.html?smid=tw-nytimes&amp;smtyp=cur&amp;referer=\" target=\"_blank\">told people\u2019s stories<\/a>: Somalis \u201cat a sweltering refugee camp on the Kenya-Somalia border\u201d who cleared security and medical checks and were getting ready to fly; a medical student from Iran who, in Pittsburgh, \u201cfinally got back to school after a chaotic journey that left him sleeping on a chair for four days;\u201d a six-year-old boy in New York sprinting to hug a family friend who was \u201cmarooned for a week\u201d in Sudan.<\/p>\n<p>Trump, meanwhile, <a href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/827864176043376640\" target=\"_blank\">complained<\/a>, <a href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/827867311054974976\" target=\"_blank\">lashed out<\/a> and <a href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/828342202174668800\" target=\"_blank\">deflected<\/a>, which is similar to what Martinez\u2019s administration did in response to criticism of her Medicaid freeze. While the media told stories about people impacted by Trump\u2019s ban, the president <a href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/826060143825666051\" target=\"_blank\">tweeted<\/a> that there are \u201ca lot of bad \u2018dudes\u2019 out there.\u201d He said giving advance notice about the order would have created \u201ca rush into our country.\u201d<\/p>\n<p>Trump should have apologized. He instead dug in his heels in spite of the obvious: Even U.S. Rep. Steve Pearce, a New Mexico Republican and Trump supporter, said the order\u2019s implementation was <a href=\"http:\/\/www.washingtontimes.com\/news\/2017\/jan\/30\/the-latest-no-detainees-being-held-at-albuquerque-\/\" target=\"_blank\">\u201cpoorly executed.\u201d<\/a><!--more--><\/p>\n<p>People deserved a day or two of notice so they didn\u2019t get on planes. The idea that such a heads-up would give terrorists time to apply and gain legal access to the United States defies logic.<\/p>\n<p>Whether intentionally or due to ineptitude, Trump\u2019s administration harmed people \u2013 some already living here legally, some who went through lengthy processes to get legal permission to come.<\/p>\n<p>Government must take into account the people its actions impact. Dramatic policy changes should be implemented in the least painful way possible.<\/p>\n<p>Martinez, when seeking to get tough on Medicaid fraud, was instead reckless. She could have initiated investigations into possible fraud <a href=\"http:\/\/nmindepth.com\/2013\/07\/11\/state-didnt-have-to-halt-medicaid-payments-to-providers\/\" target=\"_blank\">without freezing funding<\/a>. All 15 organizations were later <a href=\"http:\/\/nmpolitics.net\/index\/2016\/04\/ag-clears-final-two-behavioral-health-providers-of-fraud\/\" target=\"_blank\">cleared of wrongdoing<\/a>. The governor\u2019s knee-jerk reaction unnecessarily harmed New Mexicans needing treatment for drug addiction, suicidal thoughts and other issues. She shut down businesses and nonprofits in an economically depressed state that can\u2019t afford to lose homegrown organizations and jobs. The behavioral health system <a href=\"http:\/\/nmpolitics.net\/index\/2017\/02\/nms-behavioral-health-crisis-demands-solutions\/\" target=\"_blank\">still hasn\u2019t recovered<\/a>.<\/p>\n<p>Trump is also acting recklessly. His order was implemented without concern for those who tried to enter the United States legally \u2013 which is how we\u2019d all prefer people come here.
