He will create quite a void when he leaves the job in March.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In an interview, <st1:place st=\"on\">Segura<\/st1:place> gave little reason for his departure and no clues on his future plans. It was a typical response from a politician who has held his own over the years by keeping his cards close to his chest.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI need to move forward to other challenges and other opportunities, and I think in due time they will be revealed,\u201d <st1:place st=\"on\">Segura<\/st1:place> said in refusing to share his plans. \u201cI want my friends and foes to be wondering.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">As a popular mayor of a city of fewer than 15,000 residents who are largely poor and Hispanic, <st1:place st=\"on\">Segura<\/st1:place>, 39, has become a player on a statewide level in part because of his ability to garner enough Democratic votes, when he desires, to help statewide candidates. <st1:placename st=\"on\">Sunland<\/st1:placename> <st1:placetype st=\"on\">Park<\/st1:placetype> is a place where voter turnout can be insignificant or can determine an election\u2019s outcome, and it depends in part on what <st1:place st=\"on\">Segura<\/st1:place> says and does to encourage voting.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">When Gov. <a href=\"http:\/\/governor.state.nm.us\/\" target=\"_blank\">Bill Richardson<\/a> took office, <st1:place st=\"on\"><st1:placename st=\"on\">Sunland<\/st1:placename>  <st1:placetype st=\"on\">Park<\/st1:placetype><\/st1:place> was facing the prospect of potential takeover by the state after a special audit found huge problems in its operations. Months later and after lots of political wrangling, the audit instead died quietly.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Few knew what sort of deal was struck \u2013 that\u2019s the sort of information Segura never talks about, even off the record \u2013 but it was the beginning of an up-and-down relationship between the governor and <st1:place st=\"on\">Segura<\/st1:place>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">A fight over Santa Teresa development<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">They fought over development of Santa Teresa, a community west of <st1:placename st=\"on\">Sunland<\/st1:PlaceName> <st1:placetype st=\"on\">Park<\/st1:PlaceType> whose growth was tied up in legal battles for more than a decade until Segura and <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:PlaceName> <st1:placename st=\"on\">Ana<\/st1:PlaceName> <st1:placename st=\"on\">County<\/st1:PlaceName><\/st1:place> commissioners struck a deal in 2006 that gave both governments a say in the process. Before that happened, Segura led protesters in burning \u201cRichardson for Governor\u201d T-shirts in front of a television camera when the governor backed a plan that would have left Sunland Park out of the process.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">They later patched things up, and <st1:city st=\"on\">Richardson<\/st1:city>\u2019s last visible move to help <st1:place st=\"on\"><st1:placename st=\"on\">Sunland<\/st1:placename>  <st1:placetype st=\"on\">Park<\/st1:placetype><\/st1:place> came in March when he redirected several million dollars originally pledged elsewhere to facilities in the border city.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">Segura\u2019s fight with the county included standing up to a threat of arrest when the sheriff\u2019s department showed up to stop the city from digging a utility line along a state highway. The city and county were racing to provide services to the Santa Teresa area and the county commission had, earlier that day in 1997, approved a moratorium on such development in a meeting that may have been held without the required public notification. When <st1:place st=\"on\">Segura<\/st1:place> refused to stop construction, he was arrested. The charges were later dropped.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">Time to \u2018encourage new blood\u2019<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:place st=\"on\">Segura<\/st1:place>\u2019s success goes far beyond the Santa Teresa fight. He convinced a popular amusement park to relocate to <st1:placename st=\"on\">Sunland<\/st1:placename> <st1:placetype st=\"on\">Park<\/st1:placetype> from <st1:city st=\"on\"><st1:place st=\"on\">El   Paso<\/st1:place><\/st1:city>. He\u2019s led the charge for an entertainment corridor in <st1:place st=\"on\"><st1:placename st=\"on\">Sunland<\/st1:placename>  <st1:placetype st=\"on\">Park<\/st1:placetype><\/st1:place> that is on its way to fruition and, though he hasn\u2019t won this battle, he\u2019s fought tirelessly for a border crossing.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Segura was 27 and working on his master\u2019s degree at <st1:place st=\"on\"><st1:placename st=\"on\">New Mexico<\/st1:placename> <st1:placetype st=\"on\">State<\/st1:placetype> <st1:placetype st=\"on\">University<\/st1:placetype><\/st1:place> when he was first elected mayor. Loyal residents have been inspired by and followed his leadership ever since.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI want to thank the people of <st1:placename st=\"on\">Sunland<\/st1:placename> <st1:placetype st=\"on\">Park<\/st1:placetype> who have been my bosses, who have been very loyal and committed,\u201d <st1:place st=\"on\">Segura<\/st1:place> said. \u201cI hope that I have given half of what they\u2019ve given to me.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">I\u2019m not going to say <st1:place st=\"on\">Segura<\/st1:place>\u2019s term has been all positive. In fact, the findings in the special audit that later died a quiet death were quite concerning. But Segura has empowered a community that, as a suburb of <st1:city st=\"on\">El Paso<\/st1:city> on the other side of the state line, has historically been alienated from and ignored by <st1:city st=\"on\">El Paso<\/st1:city> and <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename>  <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The only clue <st1:place st=\"on\">Segura<\/st1:place> gave for his departure is that he \u201cwanted to encourage new blood.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cThis is a position that is vested in the people of <st1:place st=\"on\"><st1:placename st=\"on\">Sunland<\/st1:placename> <st1:placetype st=\"on\">Park<\/st1:placetype><\/st1:place>,\u201d he said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The election is March 4, and the city\u2019s new mayor will take office later that week.
