House webcasts will be archived online"},"content":{"rendered":"<p>When the N.M. Legislature convenes Tuesday, the House will, for the first time, preserve video recordings of its meetings and post them online for people to view at their convenience.<\/p>\n<div id=\"attachment_276177\" class=\"wp-caption module image alignleft\" style=\"max-width: 336px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-276177\" src=\"http:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2017\/01\/Steinborn-Jeff-2-336x247.jpg\" alt=\"Jeff Steinborn\" width=\"336\" height=\"247\" \/><p class=\"wp-media-credit\">Courtesy photo<\/p><p class=\"wp-caption-text\">Jeff Steinborn<\/p><\/div>\n<p>John Yaeger, assistant director for legislative affairs at the Legislative Council Service, confirmed that meetings will be recorded and archived on <a href=\"https:\/\/nmlegis.gov\/Webcast\/\" target=\"_blank\">the Legislature’s website<\/a>.<\/p>\n<p>“I don\u2019t have a good estimate yet on how soon following a live stream the archive will be available; some of that may depend on the length of the meeting,” he said.<\/p>\n<p>Members of the House unanimously approved legislation <a href=\"http:\/\/nmpolitics.net\/index\/2016\/02\/house-votes-to-archive-its-webcasts-online-beginning-next-year\/\" target=\"_blank\">last year<\/a> sponsored by Jeff Steinborn, D-Las Cruces, to begin archiving webcasts online this session. Steinborn said the move is “a huge development for transparency.”<\/p>\n<p>“It’s just so important for people to see what transpires,” he said. “It’s that historical record, and it’s also important so that people who aren’t able to watch real time are able to participate.”<\/p>\n<p>Steinborn was elected to a seat in the N.M. Senate in November and will leave the House to join that chamber when the 60-day session begins Tuesday. The Senate webcasts live video of committee meetings and floor sessions but has thus far resisted calls to archive video online for people to watch any time.<\/p>\n<p>Joint interim committee meetings are also webcast but not archived.<\/p>\n<p>Steinborn said he’s had conversations with the Senate’s new majority leader, Peter Wirth, D-Santa Fe, about archiving Senate meetings. Wirth recently <a href=\"http:\/\/nmpolitics.net\/index\/2017\/01\/qa-majority-leader-wirth-discusses-ethics-and-transparency-the-budget-and-michael-sanchez\/\" target=\"_blank\">told NMPolitics.net<\/a> that archiving Senate webcasts “seems to make sense.”<!--more--><\/p>\n<p>“This remains a very important priority for me — to start this in the Senate as well,” Steinborn said.\u00a0“It’s being discussed. As to the mechanics of when or how, there’s not an answer yet, but I can tell you I am working on it, as is Senator Wirth.”<\/p>\n<p>Archiving webcasts has become a fairly common way to increase citizens\u2019 access to their government. It allows people with busy schedules to catch up when they have free time.<ins class=\"adsbygoogle\" data-ad-client=\"ca-pub-2599183097941623\" data-ad-slot=\"9806153950\" data-adsbygoogle-status=\"done\"><ins id=\"aswift_0_expand\"><\/ins><\/ins><\/p>\n<p>The vast majority of\u00a0state legislatures archive webcasts of at least some of their meetings, according to the <a href=\"http:\/\/www.ncsl.org\/research\/telecommunications-and-information-technology\/legislative-webcasts-and-broadcasts.aspx\" target=\"_blank\">National Conference of State Legislatures<\/a>. And in New Mexico, the state\u2019s largest cities \u2014\u00a0<a href=\"https:\/\/www.cabq.gov\/culturalservices\/govtv\" target=\"_blank\">Albuquerque<\/a>, <a href=\"http:\/\/las-cruces.granicus.com\/ViewPublisher.php?view_id=2\" target=\"_blank\">Las Cruces<\/a>, <a href=\"http:\/\/www.ci.rio-rancho.nm.us\/index.aspx?NID=2303&ART=5089&ADMIN=1\" target=\"_blank\">Rio Rancho<\/a> and\u00a0<a href=\"http:\/\/www.santafenm.gov\/video_on_demand\" target=\"_blank\">Santa Fe<\/a>\u00a0\u2014 archive webcasts of meetings\u00a0of their governing boards. So do many smaller towns\u00a0including <a href=\"http:\/\/www.hobbsnm.org\/videos.html\" target=\"_blank\">Hobbs<\/a>,\u00a0<a href=\"http:\/\/www.lasvegasnm.gov\/departments\/city_clerk\/city_meetings_and_minutes\/index.php\" target=\"_blank\">Las Vegas<\/a>,\u00a0<a href=\"http:\/\/www.townofsilvercity.org\/r\/agendas_minutes_and_video.php\" target=\"_blank\">Silver City<\/a> and\u00a0<a href=\"http:\/\/www.socorronm.gov\/city-council-meeting-webcasts-and-minutes\/\" target=\"_blank\">Socorro<\/a>.<\/p>\n<p>Locally in Las Cruces, other\u00a0governing bodies, including the <a href=\"https:\/\/donaanacounty.org\/bocc\/video\" target=\"_blank\">Do\u00f1a Ana County Board of Commissioners<\/a>, the <a href=\"https:\/\/www.youtube.com\/user\/LCPSTV\/videos\" target=\"_blank\">Las Cruces Public Schools Board of Education<\/a>, and the <a href=\"http:\/\/panopto.nmsu.edu\/bor\/\" target=\"_blank\">New Mexico State University Board of Regents<\/a>\u00a0archive webcasts of their meetings.<\/p>\n<p>Gov. Susana Martinez\u2019s administration also archives webcasts of meetings of many state\u00a0<a href=\"http:\/\/www.governor.state.nm.us\/governor-s-webcasting-initiative.aspx\" target=\"_blank\">boards and commissions<\/a>, such as the Board of Finance.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Jeff Steinborn leaves the House this year to join the Senate.
