The other candidates vying for the city council seat Ken Miyagishima vacated when he was elected mayor are Patrick J. Curran, 76; Berchard Ray Shipley, 64; <a href=\"http:\/\/www.sharonthomasforcitycouncil.org\/\" target=\"_blank\">Sharon K. Thomas<\/a>, 67; and <a href=\"http:\/\/www.karentrujillo.com\/\" target=\"_blank\">Karen Rachel Trujillo<\/a>, 32.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The election is Jan. 15. Early and absentee voting are underway.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">Paying for infrastructure<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/3.bp.blogspot.com\/_IabUCQmoheQ\/R35s2sTQ73I\/AAAAAAAAEZA\/HX-2px7YY9c\/s1600-h\/Trujillo,+Karen.jpg\"><img decoding=\"async\" style=\"margin: 0pt 10px 10px 0pt; float: left; cursor: pointer;\" src=\"http:\/\/3.bp.blogspot.com\/_IabUCQmoheQ\/R35s2sTQ73I\/AAAAAAAAEZA\/HX-2px7YY9c\/s200\/Trujillo,+Karen.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5151674710619123570\" border=\"0\" \/><\/a>Thomas, a retired professor and business owner, said she thinks the city can\u2019t get rid of impact fees, but <st1:city st=\"on\"><st1:place st=\"on\">Las Cr<\/st1:place><\/st1:city><st1:city st=\"on\"><st1:place st=\"on\">uces<\/st1:place><\/st1:city> needs to be more \u201cflexible\u201d in building things like wide roads, and said roads need to have more connectivity, especially for emergency responders. She said the city should not use tax increment development districts to fund infrastructure in undeveloped areas, but bonds should be considered. She also favors the use of TIDDs in existing neighborhoods.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI want <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city> to be the most livable city in the Southwest,\u201d she said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Curran, a former magistrate judge for <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place>, said he is in favor of master planning but also does not favor TIDDs for undeveloped areas. He does favor their use in existing neighborhoods. <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/R35s88TQ75I\/AAAAAAAAEZQ\/5VigIDjkmDg\/s1600-h\/Thomas,+Sharon.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/R35s88TQ75I\/AAAAAAAAEZQ\/5VigIDjkmDg\/s200\/Thomas,+Sharon.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5151674817993306002\" border=\"0\" \/><\/a>Shipley, a former planning commissioner for a city in <st1:state st=\"on\"><st1:place st=\"on\">California<\/st1:place><\/st1:state>, suggested having developers pay the cost of infrastructure up front, which would result in homeowners partially financing infrastructure.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\">Trujillo<\/st1:city>, a real-estate broker and president of the Hispano Chamber of Commerce de <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city>, disagreed with Shipley about having developers pay for infrastructure because the cost will trickle down to the consumer, raising the price of homes and negating affordable housing. She also supports the use of TIDDs for existing neighborhoods.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Joy, owner of Advanced Target Marketing, said the city has the revenue to build the infrastructure itself, but is not managing the money correctly. He cited delays in the construction of a bridge on <st1:street st=\"on\"><st1:address st=\"on\">Sonoma Ranch Boulevard<\/st1:address><\/st1:street> as an example, saying the city did not do what needed to be done to complete the bridge in a timely manner.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">A decrease in gross receipts tax revenue<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/R35s9MTQ77I\/AAAAAAAAEZg\/PHeXQFdbvI8\/s1600-h\/Shipley,+Ray.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/R35s9MTQ77I\/AAAAAAAAEZg\/PHeXQFdbvI8\/s200\/Shipley,+Ray.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5151674822288273330\" border=\"0\" \/><\/a>Joy seemed surprised when asked about a decrease in gross receipts tax revenue for the city, which the questioner said is down because of the slump in the housing market. Joy said the housing market is strong, and he said local newspaper articles confirm that.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Thomas said the housing market has slowed but not as much as in other places. Addressing how to deal with the decrease in revenue, she said at a recent budget meeting the wish list was larger than the capital outlay appropriated. She said citizens need to be asked what their priorities are and the council needs to work with them to prioritize.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">As a realtor, <st1:city st=\"on\"><st1:place st=\"on\">Trujillo<\/st1:place><\/st1:city> said she sees the housing market suffering, and she said that needs to change.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/R35s9MTQ76I\/AAAAAAAAEZY\/1bwroGeXkoQ\/s1600-h\/Joy,+Lawrence.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/R35s9MTQ76I\/AAAAAAAAEZY\/1bwroGeXkoQ\/s200\/Joy,+Lawrence.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5151674822288273314\" border=\"0\" \/><\/a>\u201cWe need to grow and have a great business plan and create that revenue,\u201d she said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Shipley said <st1:city st=\"on\"><st1:place st=\"on\">Las   Cruces<\/st1:place><\/st1:city> is \u201cliving from hand to mouth.\u201d He encouraged frugal management.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Curran said the city\u2019s municipal court is a \u201ccash cow\u201d and, because of the problems in the court, much of the revenue currently goes to the state instead of the city. He said <st1:city st=\"on\"><st1:place st=\"on\">Las   Cruces<\/st1:place><\/st1:city> needs to get the court functioning again to gain more revenue.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">Highest priority<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Curran said his highest priority is turning the Las Cruces Country Club into a city park, because the club is moving to the <st1:place st=\"on\">East Mesa<\/st1:place>. He said all important cities have a special area like <st1:city st=\"on\">New York City<\/st1:city>\u2019s <st1:place st=\"on\">Central  Park<\/st1:place>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/R35s2cTQ72I\/AAAAAAAAEY4\/zdrpU1umONQ\/s1600-h\/Curran,+Pat.jpg\"><img decoding=\"async\" style=\"margin: 0pt 10px 10px 0pt; float: left; cursor: pointer;\" src=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/R35s2cTQ72I\/AAAAAAAAEY4\/zdrpU1umONQ\/s200\/Curran,+Pat.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5151674706324156258\" border=\"0\" \/><\/a>Shipley said there\u2019s plenty of land to be developed and planning and zoning are important. He said there has been a lot of emphasis placed on bicycle paths and walking trails, but they\u2019re less important because most citizens drive cars.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Trujillo<\/st1:place><\/st1:city> said her utmost priority is protecting the \u201cmajestic\u201d organ mountains. She said she does not want to wait for Congress to decide whether to protect the land and said Las Cruces needs to get active in dealing with the situation.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Joy said he is concerned about different interest groups forming in <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city> and said he will maintain independence. He said he is concerned that the city is dividing itself, and his highest priority is making sure that doesn\u2019t happen.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Thomas said her highest priorities are infrastructure and traffic. She said better planning that includes ensuring that industrial and commercial development is built throughout the city will improve both.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">Closing Statements<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In closing, <st1:city st=\"on\">Trujillo<\/st1:city> said <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city> has a need to grow responsibly and work on affordable housing. She said she will listen to citizens and work hard, and talked about her background, pointing out that she grew up in an apartment in <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Shipley said safety is the city\u2019s most important issue and referred to the importance of paramedics, police and firefighters. He also spoke about the importance of listening.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Thomas said she would seek better planning and, when she doesn\u2019t know how to do that, she would research what other cities are doing to find the answer. As a councilor, she said she would work full time because she is retired.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Curran said he does not represent any pack \u2013 if elected, he will be the people\u2019s voice.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Joy said he loves <st1:city st=\"on\"><st1:place st=\"on\">Las   Cruces<\/st1:place><\/st1:city>, pointing out that he has lived here since 1982.
