House Republicans were quick to accuse Democrats of stalling after Rep. <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=HGART\" target=\"_blank\">Thomas Garcia<\/a>, D-Ocate, took up most of the time.<\/p>\n<p>\u201cAfter waiting days to debate the merits of New Mexico\u2019s budget, House GOP leaders are disappointed in the procedural stalling tactics used by those in the majority,\u201d a GOP news release states. \u201cMembers of the House\u00a0GOP\u00a0were working to improve the budget with amendments, one of which was adopted, when the members of the Majority Party decided it would be more important to \u2018run out the clock\u2019 on debate.\u201d<\/p>\n<p>\u201cOnce one amendment was adopted it appeared the majority party wanted to use up the 3-hour time limit rather than allowing a vote,\u201d the release states.<\/p>\n<p>\u201cThe people of New Mexico would be disappointed in this behavior and so are we,\u201d said Rep.\u00a0<a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=HTAYT\" target=\"_blank\">Tom Taylor<\/a>, R-Farmington and the minority leader. \u201cThe fact a single member of the majority easily took up over an hour of time in debate is completely unfortunate.\u201d<!--more--><\/p>\n<p>Republicans weren\u2019t the only members who were disappointed. Rep. <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=HSTEW\" target=\"_blank\">Mimi Stewart<\/a>, D-Albuquerque, <a href=\"http:\/\/twitter.com\/#!\/RepMimiStewart\/status\/43080773233950720\" target=\"_blank\">tweeted this<\/a> following the vote:<\/p>\n<blockquote><p>\u201c\u2026debated budget 3 hours w\/ only a few people dominating. Wanted to bring up other issues than the minor amendments offered but no time.\u201d<\/p><\/blockquote>\n<p>The House is about to start debate of film incentive compromise.<\/p>\n<h3>Update, 4:10 p.m.<\/h3>\n<p>Rep. <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=HNUNE\" target=\"_blank\">Andy Nu\u00f1ez<\/a>, I-Hatch, missed the vote. Rep. <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=HJEFF\" target=\"_blank\">Sandra Jeff<\/a>, D-Crownpoint, broke with her party and voted with Republicans against the bill.<\/p>\n<h3>Update, 4:30 p.m.<\/h3>\n<p>It\u2019s worth noting that, had Nu\u00f1ez been present for the vote on the budget, and voted against it, the bill would have died on a tie.<\/p>\n<p>I don\u2019t know how Nu\u00f1ez would have voted. I\u2019ve tried but not yet been able to talk with him about why he was absent or how he would have voted.<\/p>\n<h3>Update, 6:35 p.m.<\/h3>\n<p>Rep. <a href=\"http:\/\/www.nmlegis.gov\/lcs\/legdetails.aspx?SPONCODE=HCERV\" target=\"_blank\">Joseph Cervantes<\/a>, D-Las Cruces, sent this comment after voting for the budget:<\/p>\n<blockquote><p>\u201cAlthough I am concerned with a budget that is still unbalanced coming from the House, the Senate was entitled to have a budget to work on over a week ago according to the Legislature\u2019s joint rules.<\/p>\n<p>\u201cWe are relying on faith in coming legislation, and on the Senate, to restore the balance we are ultimately required to achieve.
