Robles<\/p><\/div>\n<p>N.M. Court of Appeals Judge Robert E. Robles was arrested early Wednesday in Albuquerque on a charge of aggravated drunken driving, the <a href=\"http:\/\/www.lcsun-news.com\/las_cruces-news\/ci_17405909\" target=\"_blank\">Las Cruces Sun-News is reporting<\/a>.<\/p>\n<p>From the newspaper:<\/p>\n<blockquote><p>\u201cRobles was pulled over at 1:15 a.m. on the 5000\u00a0block of Jefferson NE in Albuquerque, according to\u00a0Albuquerque Police Department Officer Robert\u00a0Gibbs. Robles had a .20 breath-alcohol\u00a0concentration, about two and a half times the legal\u00a0limit indicating intoxication, which is .08. He was\u00a0charged with aggravated drunken driving and\u00a0reckless driving, Gibbs said, and processed by the\u00a0Bernalillo County Metropolitan Detention Center\u00a0before being released on his own recognizance.\u201d<\/p><\/blockquote>\n<p>Robles was born in Albuquerque but spent 30 years in Las Cruces before being appointed to the Court of Appeals by then-Gov. Bill Richardson in 2008. The 60-year-old Democrat\u2019s time in Las Cruces included almost 18 years as a district court judge.<\/p>\n<p>As a district judge, Robles presided over some high-profile criminal cases, and also made a ruling that set the legal precedent that \u201crolling quorums\u201d \u2013 individual discussions of public policy by a majority of members of a board outside of public meetings \u2013 are a violation of the New Mexico Open Meetings Act.<!--more--><\/p>\n<p>Robles was one of the most respected judges in Las Cruces during his time here \u2013 notable in part because the local judiciary was <a href=\"http:\/\/haussamen6.blogspot.com\/\" target=\"_blank\">tainted by numerous scandals<\/a> involving other judges. When he was up for election last year, Robles talked about ethics in <a href=\"http:\/\/www.nmpolitics.net\/index\/2010\/10\/robles-seeks-election-to-appeals-court\/\" target=\"_blank\">an interview with NMPolitics.net<\/a>.<\/p>\n<p>From that article:<\/p>\n<blockquote><p>\u201cRobles said judges get on the front page of the newspaper for one of two reasons: Either \u2018they did something really, really bad\u2019 or they are presiding over a high-profile case.<\/p>\n<p>\u201c\u2018Having lived in that glass house for 20 years, I\u2019m happy to say that I\u2019ve only been on the front page because I was involved in a case of significance,\u2019 Robles said.\u201d<\/p><\/blockquote>\n<p>Robles\u2019 arrest will likely trigger an investigation by the state\u2019s <a href=\"http:\/\/www.nmjsc.org\/\" target=\"_blank\">Judicial Standards Commission<\/a> in addition to criminal proceedings.<\/p>\n<h3>Update, 7:55 a.m.<\/h3>\n<p>According to <a href=\"http:\/\/www.abqjournal.com\/news\/metro\/172321323678newsmetro02-17-11.htm\" target=\"_blank\">the Albuquerque Journal<\/a>, court records state that Robles ran a red light at 50 mph and nearly crashed his car into a police officer\u2019s vehicle.<\/p>\n<p>From the newspaper:<\/p>\n<blockquote><p>\u201cRobles, 60, has taken a voluntary unpaid leave of absence from the Appeals Court, effective immediately, Chief Judge Celia Foy-Castillo told the Journal.<\/p>\n<p>\u201cHe also self-reported his arrest to the state Judicial Standards Commission, Foy-Castillo said.\u201d<\/p><\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>UPDATED: N.M.
