Garcia formally announced Tuesday that he is running for the <a href=\"http:\/\/legis.state.nm.us\/lcs\/DistrictMaps\/2002HouseDistricts\/House52.pdf\" target=\"_blank\">District 52<\/a> seat in the state House of Representatives being vacated by <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=186&amp;Submit=Search\" target=\"_blank\">Joseph Cervantes<\/a>, who is running for Congress.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cJoseph Cervantes and his predecessor, Dolores Wright, served this district with distinction. Voters need to select someone to continue the hard work and fighting spirit that enabled them to accomplish so much in the relatively short time each of them served,\u201d Garcia said in a news release. \u201cI hope to persuade the voters of this district that I am that person.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Garcia, 62, is the first to announce his candidacy for the open House seat.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Garcia, who teaches government at NMSU, was appointed by the governor to the <a href=\"http:\/\/www.nmborder.com\/\" target=\"_blank\">New Mexico Border Authority<\/a> in 2002 and served for four years. He is a past chair of the <a href=\"http:\/\/www.zianet.com\/donaanadem\/\" target=\"_blank\">Do\u00f1a Ana County Democratic Party<\/a> and has served as treasurer for the state House campaigns of Cervantes and Wright.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">His wife is Olivia Nevarez Garcia, a <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> magistrate judge.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI\u2019ve spent half a lifetime in <st1:city st=\"on\">Las  Cruces<\/st1:city> active in Democratic Party circles, teaching <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state> politics and serving on various public organizations that affect our community. This vacancy presents me with an opportunity to put this experience to work in the Legislature, and this is a good time in my life to do so,\u201d he said. \u201cMy family is thriving, my health is good and I\u2019ve got fire in the belly.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">If elected, Garcia plans to retire from the university. His next step is meeting with residents of the district to hear their concerns.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cThe southern part of the district is in the path of development, from Chaparral to <st1:city st=\"on\"><st1:place st=\"on\">Mesquite<\/st1:place><\/st1:city>, and the agenda there has to do with helping to coordinate that growth with the public interest in mind,\u201d he said. \u201cThe northern part of the district (in south <st1:city st=\"on\">Las Cruces<\/st1:city> near <st1:place st=\"on\"><st1:placename st=\"on\">Memorial<\/st1:placename> <st1:placename st=\"on\">Medical<\/st1:placename>  <st1:placetype st=\"on\">Center<\/st1:placetype><\/st1:place>) has the normal problems associated with urban life and improving the provision of public services to the citizens. I look forward to learning more about the priorities of the citizens of the district and, if elected, I will represent their views as faithfully as possible.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Garcia was born in <st1:state st=\"on\"><st1:place st=\"on\">California<\/st1:place><\/st1:state> to parents who were native New Mexicans. He lived in <st1:country-region st=\"on\">Peru<\/st1:country-region> and <st1:country-region st=\"on\"><st1:place st=\"on\">Ecuador<\/st1:place><\/st1:country-region> until he was 14 while his father worked for the U.S. State Department. He went to high school in <st1:city st=\"on\">Albuquerque<\/st1:city> before earning a bachelor\u2019s degree in diplomacy and world affairs from <st1:placename st=\"on\">Occidental<\/st1:placename> <st1:placetype st=\"on\">College<\/st1:placetype> in <st1:city st=\"on\">Los  Angeles<\/st1:city>, a master\u2019s degree from the Fletcher School of Law and Diplomacy at <st1:placename st=\"on\">Tufts<\/st1:placename> <st1:placetype st=\"on\">University<\/st1:placetype> and a doctorate in political science from the <st1:place st=\"on\"><st1:placetype st=\"on\">University<\/st1:placetype> of  <st1:placename st=\"on\">New Mexico<\/st1:placename><\/st1:place>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">He is known as an expert on U.S.\/Mexico border issues and was the director of NMSU\u2019s Center for Latin American Studies from 1991 to 2003.
