In 2003, <st1:place st=\"on\"><st1:state st=\"on\">New Mexico<\/st1:state><\/st1:place> began offering driver\u2019s licenses and identification cards to undocumented immigrants.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The controversial idea colored the most recent Democratic presidential candidate debate when <a href=\"http:\/\/www.hillaryclinton.com\/\" target=\"_blank\">Hillary Clinton<\/a> and <a href=\"http:\/\/www.chrisdodd.com\/\" target=\"_blank\">Chris Dodd<\/a> argued about a similar proposal in <st1:state st=\"on\"><st1:place st=\"on\">New York<\/st1:place><\/st1:state>. In New Mexico, the change, coupled with a new program that checks whether drivers are insured, has drastically reduced the number of uninsured drivers, but it\u2019s also led to a controversy over potential illegal voting.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Before the change, <st1:state st=\"on\"><st1:place st=\"on\">New   Mexico<\/st1:place><\/st1:state> had the highest rate of uninsured motorists in the nation \u2013 one in every three drivers. Now, <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state>\u2019s uninsured motorist rate is 10.8 percent, well below the national average of 14 percent.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Many undocumented immigrants living in <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state> drove before the law changed. Some caused accidents. Their status as uninsured motorists put a financial burden on drivers who were legal citizens and insured.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:state st=\"on\"><st1:place st=\"on\">Washington<\/st1:place><\/st1:state>\u2019s failure to address the immigration problem was having a tangible, negative effect on New Mexicans, so the state\u2019s leaders acted. Licensing undocumented immigrants to drive allows them to obtain insurance and helps protect New Mexicans.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Since 2003, the state has issued about 34,000 driver\u2019s licenses and identification cards to people who provided something other than a social security number \u2013 such as a tax identification or Mexican identification number \u2013 when applying. That doesn\u2019t necessarily mean all 34,000 are undocumented immigrants, but it\u2019s reasonable to assume that\u2019s true of the majority.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The fact that a greater percentage of them are obtaining auto insurance is a success.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">But the change has created another controversy. The state puts voter registration forms in <a href=\"http:\/\/www.tax.state.nm.us\/mvd\/mvd_home.htm\" target=\"_blank\">Motor Vehicle Division<\/a> offices for anyone who wants to pick one up, fill it out and mail it to the secretary of state. The state Republican Party argues that legitimizing undocumented immigrants by giving them driver\u2019s licenses, and offering voter registration forms in the same place, could encourage them to register to vote, even though doing so is illegal.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The state wouldn\u2019t put the forms in MVD offices if doing so didn\u2019t encourage registration. It\u2019s likely that some undocumented immigrants have registered as a result.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Republicans have requested the names of the 34,000 people who obtained a license or identification card without providing a social security number. They want to crosscheck them against voter rolls to find out how many undocumented immigrants are voting illegally.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Gov. <a href=\"http:\/\/governor.state.nm.us\/\" target=\"_blank\">Bill Richardson\u2019s<\/a> administration has refused to release the list, citing executive privilege and a federal law that keeps driver\u2019s license records private except for a few exemptions, including research. The GOP sued, but lost in state district court. It\u2019s appealing.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">This controversy is a result of problems <st1:place st=\"on\"><st1:state st=\"on\">Washington<\/st1:state><\/st1:place> leaders have created with their inaction on immigration reform. Comprehensive reform should make New Mexico\u2019s driver\u2019s-license fix inappropriate and useless, but such reform would have to make crossing the border illegally more difficult, ease the path to legal immigration, deal fairly with the millions already here illegally and help address economic disparity in Latin America.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Until that happens, <st1:state st=\"on\"><st1:place st=\"on\">New   Mexico<\/st1:place><\/st1:state>\u2019s driver\u2019s-license law is necessary; however, the state should reconsider providing voter registration forms at MVD offices.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-style: italic;\" class=\"MsoNormal\">A version of this article was published today in the <a href=\"http:\/\/www.abqtrib.com\/news\/2007\/nov\/14\/heath-haussamen-immigration-stagnation\/\" target=\"_blank\">Albuquerque Tribune<\/a>.
