Garcia, 62, confirmed today that he\u2019s running.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI\u2019ve been telling my friends and potential supporters that I am tossing my hat in the ring,\u201d he said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">He is the first to announce his candidacy for the open House seat.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Garcia, who teaches government at NMSU, was appointed by the governor to the <a href=\"http:\/\/www.nmborder.com\/\" target=\"_blank\">New Mexico Border Authority<\/a> in 2002 and served for four years. He is a past chair of the <a href=\"http:\/\/www.zianet.com\/donaanadem\/\" target=\"_blank\">Do\u00f1a Ana County Democratic Party<\/a> and has served as treasurer for the campaigns of two state representatives, including Cervantes.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">His wife is Olivia Nevarez Garcia, a <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> magistrate judge.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Garcia said he plans to make formal announcements sometime during the week after Thanksgiving in at least two places in the district, most likely <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city> and Anthony. The district also includes portions of the communities of Chaparral, Berino, <st1:city st=\"on\"><st1:place st=\"on\">Mesquite<\/st1:place><\/st1:city> and Vado.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In the meantime, he\u2019s putting together a campaign team. Garcia said he isn\u2019t ready to talk about the issues.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI want to talk to the voters and find out what they feel before I start spouting off on issues,\u201d he said. \u201cI take the role of representing people seriously.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Garcia was born in <st1:state st=\"on\"><st1:place st=\"on\">California<\/st1:place><\/st1:state> to parents who were native New Mexicans. He lived in <st1:country-region st=\"on\">Peru<\/st1:country-region> and <st1:country-region st=\"on\"><st1:place st=\"on\">Ecuador<\/st1:place><\/st1:country-region> until he was 14 while his father worked for the U.S. State Department. He went to high school in <st1:city st=\"on\">Albuquerque<\/st1:city> before earning a bachelor\u2019s degree in diplomacy and world affairs from <st1:placename st=\"on\">Occidental<\/st1:placename> <st1:placetype st=\"on\">College<\/st1:placetype> in <st1:city st=\"on\">Los  Angeles<\/st1:city>, a master\u2019s degree from the Fletcher School of Law and Diplomacy at <st1:placename st=\"on\">Tufts<\/st1:placename> <st1:placetype st=\"on\">University<\/st1:placetype> and a doctorate in political science from the <st1:place st=\"on\"><st1:placetype st=\"on\">University<\/st1:placetype> of  <st1:placename st=\"on\">New Mexico<\/st1:placename><\/st1:place>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">He is known as an expert on U.S.\/Mexico border issues and was the director of NMSU\u2019s Center for Latin American Studies from 1991 to 2003. He recently traveled to Southern Mexico and <st1:country-region st=\"on\">Japan<\/st1:country-region> to present a paper on <st1:country-region st=\"on\"><st1:place st=\"on\">U.S.<\/st1:place><\/st1:country-region> immigration policy.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Garcia has also periodically written articles analyzing <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state> politics for this site and other publications. He most recently wrote about <a href=\"http:\/\/haussamen.blogspot.com\/2007\/10\/bet-on-richardson-replacing-pete.html\">the political fallout<\/a> from the retirement of U.S. Sen. <a href=\"http:\/\/domenici.senate.gov\/\" target=\"_blank\">Pete Domenici<\/a>. It\u2019s a situation he now finds himself in the middle of by running for a seat that is being vacated by a politician \u2013 Cervantes \u2013 who is running for another seat that is being vacated by another politician \u2013 U.S. Rep. <a href=\"http:\/\/www.peopleforpearce.com\/\" target=\"_blank\">Steve Pearce<\/a> \u2013 who is running for Domenici\u2019s seat.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">If elected, Garcia said he will retire from his position at NMSU.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A New Mexico State University professor with a history of involvement in the Democratic Party has decided to run for the District 52 seat in the state House of Representatives being vacated by Joseph Cervantes, who is running for Congress.
