That gives Small 42 percent of the vote, so he avoids a runoff.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cThat\u2019s what it\u2019s looking like,\u201d Small said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">He said he\u2019s not quite ready to declare victory, \u201cbut I think we\u2019re good.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Nathan Small will replace Steve Trowbridge as the District 4 representative on the Las Cruces City Council.
