(Photo by Heath Haussamen)<\/p><\/div>\n<p>U.S. Sen. <a href=\"http:\/\/tomudall.senate.gov\">Tom Udall<\/a>, D-N.M., has been <a href=\"http:\/\/www.nmpolitics.net\/index\/2010\/04\/making-washington-work-for-new-mexico\/\">talking for months<\/a> about changing the Senate\u2019s rules. He\u2019ll get his chance to propose changes today.<\/p>\n<p>But \u201ctoday\u201d might last longer than normal. From the <a href=\"http:\/\/www.abqjournal.com\/news\/state\/05235248state01-05-11.htm\">Albuquerque Journal<\/a>:<\/p>\n<blockquote><p>\u201cIt now appears that Sen. Majority Leader Harry Reid will resort to the unusual tactic of prolonging \u2014 for the record, at least \u2014 the first legislative day of the session until after the Senate returns from its Martin Luther King Jr. week recess, allowing more time for work on a compromise.\u201d<\/p>\n<p>\u201cUdall is proposing that it only take a simple majority to invoke cloture \u2014 a rule that requires 60 votes to allow a bill to proceed into debate.<\/p>\n<p>It takes only 51 votes to change Senate rules on the first day of a congressional session \u2014 a requirement that would go unchanged by Reid\u2019s extension of the first legislative day. Rule changes at any other time require a two-thirds majority vote.<\/p>\n<p>\u201cUdall and a group of colleagues also want to end secret holds on legislation and to require senators to actually remain on the floor when engaging in a filibuster.\u201d<\/p><\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>U.S. Sen.
