Bill Richardson (Photo by Heath Haussamen)<\/p><\/div>\n<p>In his final days in office, Gov. <a href=\"http:\/\/governor.state.nm.us\">Bill Richardson<\/a> has made national news for <a href=\"http:\/\/www.nmpolitics.net\/index\/2010\/12\/richardson-a-key-player-in-tense-korea-situation\/\">going to North Korea<\/a> to try to calm tensions, considering a <a href=\"http:\/\/www.huffingtonpost.com\/2010\/12\/16\/billy-the-kid-pardon-bill-richardson-new-mexico_n_798015.html\">pardon for Billy the Kid<\/a>, and announcing that a blockbuster movie will be filmed <a href=\"http:\/\/latimesblogs.latimes.com\/entertainmentnewsbuzz\/2010\/12\/new-mexicos-film-business-gets-lift-from-the-avenger.html\">primarily in New Mexico<\/a>.<\/p>\n<p>While at least two of those are good (I\u2019m with those who say considering a pardon for Billy the Kid is a waste of time), those things are all notable because they get people talking about\u2026 Bill Richardson.<\/p>\n<p>Being a politician seems to often come with an ego, but Richardson\u2019s has been an ego on steroids. I don\u2019t doubt that Richardson likes doing things that are good for others, but it is the ideas that are also good for his image that have really caught his attention and focus.<\/p>\n<p>He\u2019s convinced New Mexico to embrace some visionary projects, but his reckless ambition has also led to scandal that plagued his tenure.<\/p>\n<h3>Big ideas<\/h3>\n<p>The Albuquerque Journal\u2019s Winthrop Quigley <a href=\"http:\/\/www.abqjournal.com\/upfront\/072157177528upfront12-07-10.htm\">wrote recently<\/a> that Richardson deserves credit for big ideas. He\u2019s right.<\/p>\n<p>Whether it\u2019s trying to make Las Cruces <a href=\"http:\/\/www.nmpolitics.net\/index\/2008\/12\/a-portal-into-space-and-its-in-my-backyard\/\">the hub of the commercial space industry<\/a> in North America, attempting to redefine transit in and around mid-sized cities with <a href=\"http:\/\/nmrailrunner.com\/\">the Rail Runner<\/a>, drawing film production to the state <a href=\"http:\/\/www.nmpolitics.net\/index\/2007\/04\/new-mexicos-film-industry-makes-hollywood-nervous\/\">with financial incentives<\/a>, or pushing the development of renewable energy with the creation of <a href=\"http:\/\/www.nmreta.com\/\">the Renewable Energy Transmission Authority<\/a>, Richardson pushed visionary projects that have the potential to dramatically change New Mexico\u2019s future.<\/p>\n<div id=\"attachment_24691\"  class=\"wp-caption module image alignright\" style=\"max-width: 120px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-24691\" title=\"Haussamen, Heath\" src=\"http:\/\/www.nmpolitics.net\/index\/wp-content\/uploads\/2010\/12\/Haussamen-Heath1.jpeg\" alt=\"\" width=\"120\" height=\"160\" \/><\/a><p class=\"wp-caption-text\">Heath Haussamen<\/p><\/div>\n<p>He dared New Mexicans to dream big. A state that didn\u2019t have the vision to keep Bill Gates has, under Richardson\u2019s leadership, taken some bold steps.<\/p>\n<p>The problem: Those projects were largely about bolstering Richardson\u2019s own image so he could become president.<\/p>\n<h3>Pay to play<\/h3>\n<p>Richardson entered the presidential race as an underdog. He and those helping him knew he would have to raise a ton of money if he was going to have a shot at securing the Democratic nomination.<\/p>\n<p>Richardson pushed the legal limits of campaign finance laws and, in the opinion of many, crossed ethical lines (and maybe even legal lines). Countless news articles about Richardson donors getting lucrative contracts and influential political appointments made pay to play a household term.<\/p>\n<p>I\u2019ve <a href=\"http:\/\/www.nmpolitics.net\/index\/2010\/07\/how-denish-can-overcome-the-bill-richardson-problem\/\">said it before<\/a> and I\u2019ll say it again: I suspect history will remember Richardson more kindly than New Mexicans currently do. Even if only a couple of his big projects work out, they will have a significant impact on New Mexico\u2019s future.<\/p>\n<p>But Richardson came back to New Mexico in 2002 so he could be a big fish in a little pond and build his r\u00e9sum\u00e9 in preparation for his presidential run. That ambition led to scandal after scandal that tainted his tenure as governor.<\/p>\n<p><!--more--><\/p>\n<h3>The irony<\/h3>\n<p>What\u2019s ironic is that even that negative half of Richardson\u2019s legacy has led to positive change in New Mexico.<\/p>\n<p>All the scandals, shenanigans and disregard for ethical lines got the media, activists and lawmakers focused on ethics reform. It became politically popular to support such reform \u2013 to the point that Richardson actually pushed some of the very proposals that were inspired by the way he was doing business. (There\u2019s that ego again.)<\/p>\n<p>After eight years of Bill Richardson, we have a <a href=\"http:\/\/www.nmpolitics.net\/index\/2007\/04\/richardson-begins-acting-on-ethics-reform-bills\/\">gift ban and expanded public financing<\/a>. We have <a href=\"http:\/\/www.nmpolitics.net\/index\/2009\/04\/richardson-to-sign-ethics-reform-bills\/\">campaign contribution limits<\/a>. We have <a href=\"http:\/\/www.nmlegis.gov\/lcs\/webcast\/default.aspx\">legislative webcasting<\/a>. We have a <a href=\"http:\/\/www.sunshineportalnm.com\/\">Sunshine Portal<\/a>. We have <a href=\"http:\/\/newmexicoindependent.com\/48152\/sic-reform-bill-goes-to-guv-who-would-stay-on-council\">reform of the State Investment Council<\/a>. We have the Fraud Against Taxpayer\u2019s act, which, ironically, Richardson signed into law and is now <a href=\"http:\/\/www.nmpolitics.net\/index\/2009\/01\/guvs-administration-targeted-using-bill-he-signed\/\">being used to sue him<\/a>. We have <a href=\"http:\/\/www.nmpolitics.net\/index\/2009\/04\/guv-signs-open-conference-committee-bill\/\">open conference committees<\/a>.<\/p>\n<p>I could go on. The number of ethics and transparency laws passed in the last few years is astounding.<\/p>\n<p>There were certainly other, dramatic public corruption cases that contributed to the climate for reform, including the <a href=\"http:\/\/www.nmpolitics.net\/index\/2007\/09\/montoya-pleads-guilty-to-state-racketeering-charge\/\">state treasurer<\/a> and <a href=\"http:\/\/www.nmpolitics.net\/index\/2009\/03\/aragon-sentenced-to-5-5-years-in-prison\/\">metro court<\/a> scandals.<\/p>\n<p>But let\u2019s be honest. When many of us heard story after story about potential pay to play in the Richardson administration, it simply became difficult to believe the tired line from Richardson\u2019s people that campaign contributions did not affect his decisions.<\/p>\n<p>As <a href=\"http:\/\/www.nmpolitics.net\/index\/2009\/08\/richardson-isnt-in-the-clear-yet-analyst-says\/\">scandal after scandal<\/a> brewed, the momentum pushing ethics reform forward only grew stronger.<\/p>\n<h3>Good from the good side, and the bad side<\/h3>\n<p>So I\u2019ll call Richardson\u2019s a dual legacy. In dreaming big, he convinced the state to place its hope in some long-term projects that have the potential to create a better economic future for New Mexicans. That\u2019s his good side. His bad side helped create a climate ripe for structural ethics reform that was badly needed and will benefit New Mexico\u2019s future.<\/p>\n<p>For the first, I\u2019ll thank Richardson for being a decisive leader, even if I don\u2019t agree with every decision that was made and even though his motives weren\u2019t necessarily pure.
