{"id":2431,"date":"2007-10-26T07:59:00","date_gmt":"2007-10-26T13:59:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2007\/10\/miyagishima-wants-slower-growth-better-planning\/"},"modified":"2007-10-26T07:59:00","modified_gmt":"2007-10-26T13:59:00","slug":"miyagishima-wants-slower-growth-better-planning","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2007\/10\/miyagishima-wants-slower-growth-better-planning\/","title":{"rendered":"Miyagishima wants slower growth, better planning"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/3.bp.blogspot.com\/_IabUCQmoheQ\/RyHy-h_paJI\/AAAAAAAADzE\/PJ4qZtdoLw4\/s1600-h\/MiyagishimaGraphic.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/www.haussamen.com\/MiyagishimaGraphic.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5125645007015471250\" border=\"0\" \/><\/a><span style=\"font-style: italic;\">This article is part of a series running this week profiling the candidates in the Nov. 6 <\/span><st1:place style=\"font-style: italic;\" st=\"on\"><st1:city st=\"on\">Las   Cruces<\/st1:city><\/st1:place><span style=\"font-style: italic;\"> municipal election.<\/span>  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\">By Vicki Nisbett<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Though he\u2019s run unsuccessfully for mayor twice before, <a href=\"http:\/\/haussamen.blogspot.com\/2007\/08\/miyagishima-announces-candidacy-for.html\">Ken Miyagishima<\/a> said the public knows Mayor <a href=\"http:\/\/haussamen.blogspot.com\/2007\/09\/mattiace-formally-announces-re-election.html\">Bill Mattiace<\/a> better than when Miyagishima ran against him in 2003.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Because of that Miyagishima, 44, said the Nov. 6 race will be different.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cThe public has seen what the mayor is and isn\u2019t,\u201d he said. \u201cI like to pride myself on true accessibility. I would be a full-time mayor, 24\/7.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Mattiace was on vacation during the council\u2019s discussion of the West Mesa Kennon Annexation in June. At almost 8,400 acres, it was one of the largest in the city\u2019s history, and Miyagishima said it was unusual that the mayor missed the meeting.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cThe people believe in you and want you to go to bat for them and carry their message,\u201d Miyagishima said. \u201cI don\u2019t think (the mayor) has done that. I won\u2019t fail in that.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Miyagishima ran against Mattiace twice in 2003 \u2013 first in a special election and later in November of that year. The second time, Mattiace took 40 percent of the vote, Miyagishima secured 25 percent and three other candidates split the rest.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The city will hold a special election to replace Miyagishima as the <a href=\"http:\/\/www.haussamen.com\/Council_6.gif\" target=\"_blank\">District 6<\/a> councilor if he wins the mayoral election.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Growth \u2013 and specifically, slowing it down \u2013 is at the center of Miyagishima\u2019s platform. He said the city\u2019s current pace of growth is \u201clike driving a Lamborghini at 150 miles in a 35-mph zone. I would still like to drive the Lamborghini, but at the speed limit.\u201d He wants better planning, including increased public involvement.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Miyagishima was the only councilor to vote in May against the controversial development on the East Mesa called <a href=\"http:\/\/haussamen.blogspot.com\/search\/label\/The%20Vistas%20at%20Presidio\">The Vistas at Presidio<\/a>, a 6,000-acre project that could add 30,000 homes to <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city>. He said the annexation was approved without careful consideration and adequate citizen input, and proves his point about development being out of control. Galvanized citizens who agree with Miyagishima have rallied around his campaign.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWe\u2019re building a lot of new (developments) and ignoring the existing neighborhoods,\u201d Miyagishima said. \u201cThere are some neighborhoods that were annexed on the <st1:place st=\"on\">East Mesa<\/st1:place> about 20 years ago. It\u2019s a shame they (still) don\u2019t have paved roads.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Miyagishima said he would also focus as mayor on reducing gang and criminal activity. And he wants to boost education.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWe have to make sure our community is as safe as possible through education and gang reduction,\u201d he said. \u201c\u2026 We have to reduce dropout (rates). We have to make sure that our children recognize the value of an education. Technology and science are the engines for economic development.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">\u2018Going to look out for all of <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city>\u2019<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Former state Rep. J. Paul Taylor has known Miyagishima for about 20 years. <st1:city st=\"on\"><st1:place st=\"on\">Taylor<\/st1:place><\/st1:city> said he sat through two development meetings earlier this year and thought Miyagishima\u2019s proposals made \u201cvery good sense.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWithout saying anything to detract from anyone else who\u2019s running against him, I think he\u2019s going to look out for all of <st1:city st=\"on\">Las  Cruces<\/st1:city> and even beyond, from what I heard him talk about at those two council meetings I attended,\u201d <st1:place st=\"on\"><st1:city st=\"on\">Taylor<\/st1:city><\/st1:place> said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In one of those instances, Miyagishima wanted half-acre lots in the <st1:place st=\"on\"><st1:placename st=\"on\">Heather<\/st1:placename> <st1:placename st=\"on\">Hills<\/st1:placename><\/st1:place> subdivision, instead of the smaller lots that were proposed, because adjacent homes were on half-acre lots. His proposal failed and he voted against the subdivision, which was approved.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The other instance was the Kennon Annexation. Miyagishima proposed excluding a parcel of land whose residents, he said, were opposed to annexation, but he was the only councilor to vote for his proposal, so it failed, and the Fairacres-area land was annexed.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Gilbert Perez, former director of indigent hospital claims and health services for the city and county, said he supports Miyagishima\u2019s mayoral bid.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cHe has the background and the knowledge for serving us because he knows the needs of both the city and the county,\u201d Perez said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">About Miyagishima<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Born in <st1:city st=\"on\">Biloxi<\/st1:city>, <st1:state st=\"on\">Miss.<\/st1:state>, Miyagishima and his family moved to <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city> in 1971 so his father, Mike Miyagishima, could attend college after retiring from the Air Force. His mother, Catalina Gallegos Miyagishima, is from <st1:place st=\"on\"><st1:city st=\"on\">Alamogordo<\/st1:city><\/st1:place>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Miyagishima graduated in 1985 with a bachelor\u2019s degree in finance and real estate from <st1:place st=\"on\"><st1:placename st=\"on\">New   Mexico<\/st1:placename> <st1:placetype st=\"on\">State<\/st1:placetype> <st1:placetype st=\"on\">University<\/st1:placetype><\/st1:place>. While attending college, he started his own insurance and financial services business in 1984, and he still owns it.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Even as a child, Miyagishima knew he wanted to hold public office. In elementary school, he offered to give jobs to two friends, who he thought were smart, when he became governor.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Miyagishima was a college instructor in finance and management from 1989 to 1996. He was a <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> commissioner for eight years, from 1992 to 2000, and is in his second term as city councilor, a position he first won in 2001.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">When he was elected to the county commission, Miyagishima became <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state>\u2019s first Japanese American to hold public office. He is a former president of the Rio Grande Council of Governments and former chairman of the New Mexico Association of Counties Insurance Authority.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Miyagishima said he enjoys spending his free time with his wife, Susana Chaparro, a former <st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename> magistrate judge, and their two children, Michael, who attends NMSU, and Danielle, who attends <st1:place st=\"on\"><st1:placename st=\"on\">O\u00f1ate<\/st1:placename>  <st1:placetype st=\"on\">High School<\/st1:placetype><\/st1:place>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Polls will be open from 7 a.m. to 7 p.m. on Nov. 6.
