Martinez is set to make the formal announcement at 3 p.m. in Albuquerque.<\/p>\n<p>Barela, who unsuccessfully challenged U.S. Rep. Martin Heinrich, D-N.M., this year, is a past president of the\u00a0<a href=\"http:\/\/www.ahcnm.org\/default.asp?CustComKey=260732&amp;CategoryKey=260733\">Albuquerque Hispano Chamber of Commerce<\/a>, a former member of the\u00a0<a href=\"http:\/\/ww2.aps.edu\/\">Albuquerque Public Schools<\/a> Board of Education, and a former vice chairman of the\u00a0<a href=\"http:\/\/www.gopnm.com\/\">Republican Party of New Mexico<\/a>.<\/p>\n<p><a href=\"http:\/\/cerelink.com\/\">Cerelink<\/a>, a company Barela helped found and owns, has promoted one of outgoing Gov.
