That happened because in 2014 Gutierrez, 61, offered a female employee in his office money\u00a0for sex.<\/p>\n<p>Just\u00a0before the election, a judge <a href=\"http:\/\/www.lcsun-news.com\/story\/news\/crime\/2016\/11\/07\/judge-dismisses-criminal-case-against-county-treasurer\/93455056\/\" target=\"_blank\">dismissed criminal charges<\/a> against Gutierrez, but the civil trial on whether to remove him from office continued.<\/p>\n<p>Gutierrez was term-limited from running for treasurer again, and his removal came a month before he was set to leave office. Rodriguez, a Democrat and Gutierrez&#8217;s chief deputy, had pledged <a href=\"http:\/\/www.lcsun-news.com\/story\/news\/politics\/elections\/2016\/10\/02\/johnson-rodriguez-battle-do-ana-county-treasurer\/91326396\/\" target=\"_blank\">to not hire Gutierrez as his chief deputy<\/a> once he became treasurer.<\/p>\n<p>At a special meeting Monday, members of the Do\u00f1a Ana County Board of Commissioners voted unanimously to install Rodriguez as treasurer a few weeks early.
