{"id":23189,"date":"2010-11-04T13:07:10","date_gmt":"2010-11-04T19:07:10","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/?p=23189"},"modified":"2010-11-17T09:35:26","modified_gmt":"2010-11-17T16:35:26","slug":"cruces-city-manager-takes-job-in-west-virginia","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2010\/11\/cruces-city-manager-takes-job-in-west-virginia\/","title":{"rendered":"Cruces city manager takes job in West Virginia"},"content":{"rendered":"<div id=\"attachment_11668\"  class=\"wp-caption module image alignright\" style=\"max-width: 270px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-11668 \" title=\"Moore, Terrence 2\" src=\"http:\/\/www.nmpolitics.net\/index\/wp-content\/uploads\/2010\/01\/Moore-Terrence-2.jpg\" alt=\"\" width=\"270\" height=\"236\" \/><\/a><p class=\"wp-caption-text\">Las Cruces City Manager Terrence Moore (Photo by Heath Haussamen)<\/p><\/div>\n<p>Las Cruces City Manager <a href=\"http:\/\/las-cruces.org\/manager\/\">Terrence Moore<\/a> has accepted the job of city manager in Morgantown, West Virginia.<\/p>\n<p>\u201cThis is a tremendous opportunity for me both personally and professionally,\u201d Moore said in a news release. \u201cAfter having spent nearly six wonderful years as Las Cruces city manager, it was time for me to advance my professional career, and Morgantown is the perfect place for me to do that.\u201d<\/p>\n<p>Assistant City Manager Robert Garza will serve as interim city manager while the Las Cruces City Council searches for a replacement for Moore. Garza was quoted by the <a href=\"http:\/\/www.lcsun-news.com\/las_cruces-news\/ci_16519674\">Las Cruces Sun-News<\/a> as saying he will apply for the job.<\/p>\n<p>Moore, who has been Las Cruces city manager since 2005, had <a href=\"http:\/\/www.nmpolitics.net\/index\/2010\/06\/cruces-city-manager-resigning-in-december\/\">already announced<\/a> that he would resign at the end of this year. He\u2019ll remain in his current job through Dec. 31.<\/p>\n<p>Moore\u2019s abrupt resignation announcement in June followed months of scrutiny of his personal and professional actions. Though he didn\u2019t have another job lined up, Moore said at the time that the scrutiny had nothing to do with his decision.<\/p>\n<p>At the time, the city council was meeting behind closed doors to discuss adding\u00a0<a href=\"http:\/\/www.nmpolitics.net\/index\/2010\/04\/city-council-to-meet-in-closed-session-about-moore%e2%80%99s-contract\/\">\u201cperformance objectives\u201d<\/a> to Moore\u2019s contract. That followed scrutiny by some councilors, NMPolitics.net and other media organizations of two work-related issues:<\/p>\n<p>Earlier this year Moore reimbursed the city for some costs associated with\u00a0<a href=\"http:\/\/www.nmpolitics.net\/index\/2010\/01\/cruces-manager-reimburses-city-for-travel-costs\/\">two business trips<\/a> he took last year \u2013 after a complaint was filed over one trip and an attorney requested documentation about the other.<!--more--><\/p>\n<p>Moore also had his administrative assistant\u00a0<a href=\"http:\/\/www.nmpolitics.net\/index\/2010\/01\/las-cruces-manager-had-city-staffer-babysit-kids\/\">babysit his children<\/a> on Dec. 21 \u2013 while she was on the clock and being paid with public money \u2013 so he could attend a city council meeting.<\/p>\n<p>Moore had also been under scrutiny because of a\u00a0<a href=\"http:\/\/www.nmpolitics.net\/index\/2010\/03\/sheriff-takes-over-case-involving-las-cruces-city-manager\/\">law enforcement investigation<\/a> into two incidents involving him and his ex-wife \u2013 one surrounding injuries Moore\u2019s then-wife suffered in late 2008 and the other involving a police report the city manager filed over a prescription-drug incident in January 2009.<\/p>\n<p>A week after Moore announced his resignation, the district attorney\u2019s office said it had reviewed the law enforcement investigation and <a href=\"http:\/\/www.nmpolitics.net\/index\/2010\/06\/city-manager-won%E2%80%99t-face-criminal-charges\/\">Moore wouldn\u2019t be charged<\/a>.<\/p>\n<p>Morgantown\u00a0is the county seat of Monongalia County, located in the north central part of West Virginia and approximately one-hour south of Pittsburg. Monongalia and Preston counties comprise Morgantown\u2019s metropolitan statistical area, which has a population of approximately 120,000, including a daytime city population of 70,000 and a 29,000 student population at West Virginia University. The school is the state\u2019s largest and a member of the Big East collegiate athletic conference.<\/p>\n<p>\u201cI love working in a growth-oriented community that boasts a major university,\u201d Moore said. \u201cLas Cruces has New Mexico State University and Morgantown has West Virginia University. So in that regard, it\u2019s a perfect fit for me.\u201d<\/p>\n<p>The Las Cruces news release said Moore\u00a0was also recently named a finalist for the city administrator position in Hyattsville, Maryland, and for the city manager position in Amarillo, Texas.
