\"\"<\/a>Gov. Bill Richardson<\/a> and four other Democratic presidential candidates all promoted similar plans for universal health care during a forum in Iowa on Thursday, but Joe Biden<\/a> stood out, most notably for an assault on Richardson. <\/p>\n

<\/o:p><\/p>\n

It was Biden who first pointed out that all the candidates\u2019 plans are similar.<\/p>\n

<\/o:p><\/p>\n

\u201cIt\u2019s not the plan,\u201d the New York Times<\/a> quoted him as saying. \u201cIt\u2019s the man or the woman pushing the plan.\u201d<\/p>\n

<\/o:p><\/p>\n

Richardson<\/st1:place><\/st1:city> focused on his plan\u2019s call for cutting costs through preventative health care and reducing bureaucracy, the Times and Associated Press<\/a> reported. Richardson<\/st1:place><\/st1:city> said he had the best knowledge and experience to deal with the situation because, as a governor, he was \u201cthe only one up here who has actually had to deal with health care.\u201d<\/p>\n

<\/o:p><\/p>\n

Biden told the governor that improving health care in a state of 2 million people and believing that qualifies you to fix the national system is similar to playing halfback in high school and believing it qualifies you to play professional football.<\/p>\n

<\/o:p><\/p>\n

Richardson<\/st1:place><\/st1:city> laughed. The moderate asked if Biden was saying Richardson<\/st1:place><\/st1:city> isn\u2019t qualified.<\/p>\n

<\/o:p><\/p>\n

\u201cI\u2019m saying he\u2019s a great governor. He\u2019s a great governor. He\u2019d make a great secretary of state. But he\u2019s not, you know,\u201d Biden said before changing the subject to take less severe shots at Hillary Clinton<\/a> and John Edwards<\/a>, implying that it\u2019s unlikely either of them, or Richardson, could convince Congress to approve a health-care reform plan that would make a difference.<\/p>\n

When Richardson<\/st1:place><\/st1:city> got another chance to speak, this was his comeback:<\/p>\n

\u201cYou seem to be denigrating my experience,\u201d he told Biden.<\/p>\n

<\/o:p><\/p>\n

Obviously.<\/p>\n

<\/o:p><\/p>\n

It was the second time on Thursday that Biden attacked Richardson<\/st1:place><\/st1:city>. His campaign put out a news release<\/a> earlier in the day saying Richardson<\/st1:city> has contradicted himself on Iraq<\/st1:place><\/st1:country-region>. Richardson<\/st1:place><\/st1:city> said in an e-mail to supporters on Thursday that he is the \u201conly Democratic candidate with a concrete plan to end the war.\u201d<\/p>\n

<\/o:p><\/p>\n

But Richardson<\/st1:city> said at a previous debate, the Biden campaign pointed out, that Biden\u2019s Iraq<\/st1:place><\/st1:country-region> plan \u201chas potential.\u201d He also told a newspaper last year that Biden\u2019s proposal \u201cultimately may be the right solution,\u201d but Richardson<\/st1:place><\/st1:city> now opposes Biden\u2019s plan, saying it doesn\u2019t call for a quick enough withdrawal of American troops.<\/p>\n

<\/o:p><\/p>\n

\u201cGovernor Richardson is right that he represents both experience and change. He has a lot of experience changing his mind on matters both large and small,\u201d Biden Campaign Manager Luis Navarro said.<\/p>\n
