Both live in Do\u00f1a Ana, a rural community a few miles north of <st1:city st=\"on\"><st1:place st=\"on\">Las Cr<\/st1:place><\/st1:city><st1:city st=\"on\"><st1:place st=\"on\">uces<\/st1:place><\/st1:city>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI am running for Senate District 36,\u201d <st1:city st=\"on\"><st1:place st=\"on\">Butler<\/st1:place><\/st1:city> said. \u201cI think we\u2019re in need of a change and I think I can make a difference.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Butler<\/st1:place><\/st1:City>\u2019s decision is sure to rattle the county\u2019s Democratic Party. Though Garcia is a giant in the party, <st1:city st=\"on\"><st1:place st=\"on\">Butler<\/st1:place><\/st1:City> is also popular, especially in rural areas, and he is younger and more energetic. This could be one of the more difficult battles of Garcia\u2019s political career.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/RunIjhfzSBI\/AAAAAAAADY4\/H69uky_ObwU\/s1600-h\/Garcia,+Mary+Jane.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/RunIjhfzSBI\/AAAAAAAADY4\/H69uky_ObwU\/s200\/Garcia,+Mary+Jane.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5109835764841269266\" border=\"0\" \/><\/a><st1:city st=\"on\"><st1:place st=\"on\">Butler<\/st1:place><\/st1:city> acknowledged that defeating one of the highest ranking senators in the state will be difficult.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt\u2019s going to be an uphill battle,\u201d he said. \u201cIt\u2019s going to be a good campaign.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Garcia was at a legislative meeting today. A spokesman said the senator would call me Friday to discuss the situation.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Garcia, whose bar was recently cited for serving an intoxicated person, has been <a href=\"http:\/\/haussamen.blogspot.com\/2007\/08\/garcia-steps-out-of-bounds-after-her.html\">under scrutiny lately<\/a> because, weeks after the citation was issued, she called officials from Santa Fe to a meeting in Las Cruces so she and other industry representatives and lawmakers from around the state could berate them, accuse them of unfair treatment and complain about overly strict regulations.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">But the controversy hasn\u2019t likely reached the average voter in Garcia\u2019s district, and may not since <st1:city st=\"on\"><st1:place st=\"on\">Butler<\/st1:place><\/st1:city> doesn\u2019t plan to run a negative campaign.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI\u2019d like to keep it clean. I have a lot of respect for her,\u201d <st1:city st=\"on\"><st1:place st=\"on\">Butler<\/st1:place><\/st1:city> said. \u201cI\u2019ve always considered her a friend, and yet it has nothing to do with friendship. It has to do with the position.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\"><st1:place st=\"on\"><st1:city st=\"on\">Butler<\/st1:city><\/st1:place>, the immediate past president of the <a href=\"http:\/\/www.nmcounties.org\/\" target=\"_blank\">New Mexico Association of Counties<\/a>, defeated Republican John Zimmerman by six points last year to be re-elected to the commission. He said he will resign from the county job if elected to the Senate. If he loses, he can keep the commission job.<\/p>\n<p class=\"MsoNormal\">\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Senate District 36 is largely a rural district that stretches north and west from <st1:city st=\"on\"><st1:place st=\"on\">Las   Cruces<\/st1:place><\/st1:city> all the way to Sierra and Luna counties. Many rural county residents say <st1:place st=\"on\"><st1:city st=\"on\">Butler<\/st1:city><\/st1:place> is the first elected official to genuinely listen to their concerns and try to improve their situations.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\"><st1:city st=\"on\"><st1:place st=\"on\">Butler<\/st1:place><\/st1:city> opposed spaceport tax, state cockfighting ban<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Butler<\/st1:place><\/st1:city> was the leader of the group that opposed in April a county gross receipts tax increase to help fund <a href=\"http:\/\/www.spaceportamerica.com\/\" target=\"_blank\">Spaceport America<\/a> \u2013 a tax increase Garcia supported. <st1:place st=\"on\"><st1:city st=\"on\">Butler<\/st1:city><\/st1:place> argued that the tax should be applied statewide, not in only a handful of poor southern counties.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The spaceport tax election may be an indicator of what\u2019s to come. The tax was nearly defeated largely because of the opposition votes of residents of the county\u2019s rural areas \u2013 many of them people who don\u2019t often get fired up enough to head to the polls. Organizers are working hard to keep that momentum going and increase the influence of the rural areas, and they may seek to rally around the leader of the opposition to the spaceport tax.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Butler<\/st1:place><\/st1:city> is one of a handful of elected officials in the county who believe the majority of their peers have allowed development to get out of control. Because of last summer\u2019s flooding Butler has tried, unsuccessfully, to get his peers to approve a moratorium on growth in and around arroyos until the county can come up with the hundreds of millions of dollars it needs to upgrade its flood-control system.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Butler<\/st1:place><\/st1:city> has another controversial view on a hot-button topic: He believes cockfighting is an issue that should be left up to local governments, and does not believe the state should have approved the ban earlier this year. Butler told me he isn\u2019t a supporter of cockfighting \u2013 he\u2019s never been to an event \u2013 and noted that cockfighting was illegal in Do\u00f1a Ana County before the state ban was enacted this year.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The bill that led to the ban was sponsored by Garcia, who sought its passage for 18 years. She has a lot of support from animal-rights groups who are almost certain to come to her aid during the primary battle.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">Developing a campaign platform<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Butler<\/st1:place><\/st1:city> said his campaign platform will be developed largely by the residents of the district, adding that he is \u201cvery people oriented, community oriented, issue oriented, and I really pursue those things that I feel are meaningful to the community.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">He said one issue he would seek to resolve in the Legislature involves a host of unfunded mandates the state puts on counties, including requiring counties to house state prisoners in their jails and provide office space for district attorneys. <st1:place st=\"on\"><st1:city st=\"on\">Butler<\/st1:city><\/st1:place> has complained about such issues for years.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">He said he would also pay close attention to growth and water issues.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Butler<\/st1:place><\/st1:city> said the next step is to begin meeting with voters in the district to develop a platform of issues and garner support. He said he is \u201cvery excited about taking this on,\u201d and said primary elections are an important part of democracy.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt gives the voters an opportunity to evaluate the merits of my abilities with hers, to evaluate myself and what I\u2019ve accomplished, to evaluate what she\u2019s accomplished and put things in perspective and see if it\u2019s the time for change,\u201d he said. \u201cIf it\u2019s time for change, then I\u2019m your candidate.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Do\u00f1a Ana County Commissioner Oscar V\u00e1squez Butler has decided to challenge Senate Majority Whip Mary Jane Garcia in the June 2008 Democratic primary.
