He said earlier said he would campaign in <st1:state st=\"on\"><st1:place st=\"on\">Florida<\/st1:place><\/st1:state> even though the state\u2019s Democrats are holding their contest on Jan. 29 in violation of <a href=\"http:\/\/www.dnc.org\/\" target=\"_blank\">Democratic National Committee<\/a> rules.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">But since <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> made that statement months ago, much has changed. <st1:state st=\"on\">Florida<\/st1:state> has been joined by <st1:state st=\"on\">Michigan<\/st1:state> and Republican parties in <st1:state st=\"on\">Wyoming<\/st1:state> and <st1:state st=\"on\"><st1:place st=\"on\">South Carolina<\/st1:place><\/st1:state> in moving their presidential nominating contests ahead of schedules approved by the national parties, and other states may also move up their contests. Because of a state law, the moves threaten to force <st1:state st=\"on\"><st1:place st=\"on\">Iowa<\/st1:place><\/st1:state> to hold its caucuses in mid-December.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cThis process is completely out of control and only an agreement by the candidates can restore sanity,\u201d <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said in a news release. \u201c\u2026 Each candidate for president should do whatever possible to preserve the established rules. Anarchy in the nominating process does nothing to further the cause of changing <st1:place st=\"on\"><st1:country-region st=\"on\">America<\/st1:country-region><\/st1:place>.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Dodd said in a release that he believes \u201cthat <st1:state st=\"on\">Iowa<\/st1:state>, <st1:state st=\"on\">New Hampshire<\/st1:state>, <st1:state st=\"on\">South Carolina<\/st1:state> and <st1:state st=\"on\">Nevada<\/st1:state> offer a cross section of <st1:country-region st=\"on\"><st1:place st=\"on\">America<\/st1:place><\/st1:country-region> and allow for voters to probe the experience and vision of candidates in a meaningful way.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIn this year, where the national media focus seems to be on celebrity and bank accounts, the role of these states is more important than ever,\u201d he said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The pledge by Richardson and Dodd does not exclude them from attending fundraisers or hiring fundraising staffers in states that violate the DNC rules, but does state that they won\u2019t take part in any other events or campaigning in those states.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The DNC wants Iowa\u2019s caucuses on Jan. 14, Nevada\u2019s on Jan. 19, New Hampshire\u2019s primary on Jan. 22 and South Carolina\u2019s on Jan. 29, with no other contests taking place before Feb. 5. Seeking more influence in the process, the other states have leaped over the approved process.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">That happened in part because influential Democrats like <st1:city st=\"on\">Richardson<\/st1:city> pushed for <st1:state st=\"on\">South Carolina<\/st1:state> and <st1:state st=\"on\"><st1:place st=\"on\">Nevada<\/st1:place><\/st1:state> to be included in the January lineup to increase the diversity of voters who would have an early say in the process. Other states figured that if those two could step on the toes of <st1:state st=\"on\">Iowa<\/st1:state> and <st1:state st=\"on\"><st1:place st=\"on\">New Hampshire<\/st1:place><\/st1:state>, they could too.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The DNC doesn\u2019t agree. It decided last weekend to strip <st1:state st=\"on\"><st1:place st=\"on\">Florida<\/st1:place><\/st1:state> of its delegates if it holds its contest before Feb. 5, but few believe the threat will stand. Many analysts said it would, however, pressure presidential candidates to spend less time in states that violate the rules.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Since <st1:city st=\"on\">Richardson<\/st1:city> is betting his entire presidential run on <st1:state st=\"on\">Iowa<\/st1:state>, <st1:state st=\"on\">Nevada<\/st1:state> and <st1:state st=\"on\"><st1:place st=\"on\">South   Carolina<\/st1:place><\/st1:state>, and his campaign is dependent on all three states having significant influence, there\u2019s little risk in him making today\u2019s pledge. The introduction of other states into the January lineup \u2013 and in particular Michigan and Florida, which include huge media markets \u2013 makes it more difficult for candidates with less money to keep up with the frontrunners.<\/p>\n<p class=\"MsoNormal\">\n<p style=\"font-weight: bold;\" class=\"MsoNormal\">Update, 3:10 p.m.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a href=\"http:\/\/www.joebiden.com\/\" target=\"_blank\">Joe Biden<\/a> will also make the pledge, his campaign announced today.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt is time to end all the maneuvering around the dates or the early primaries and caucuses,\u201d Biden campaign manager Luis Navarro told the <a href=\"http:\/\/news.yahoo.com\/s\/ap\/20070831\/ap_on_el_pr\/primary_campaign_pledge;_ylt=An5alfVm623t.rvXDD4PSe.s0NUE\" target=\"_blank\">Associated Press<\/a>. \u201cThe public despises this kind of maneuvering for political advantage.
