John Fout, political correspondent for <a href=\"http:\/\/www.thestreet.com\/s\/richardson-book-makes-compelling-energy-case\/newsanalysis\/opinion\/10376306.htmlpuc=googlefi\" target=\"_blank\">TheStreet.com<\/a>, read an advance copy, and was impressed. I\u2019ve requested a review copy but have not yet received a response from <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city>\u2019s campaign or government office.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The book lays out <st1:city st=\"on\">Richardson<\/st1:city>\u2019s plan \u201cto change <st1:country-region st=\"on\"><st1:place st=\"on\">America<\/st1:place><\/st1:country-region>\u2019s future based on a holistic energy policy,\u201d Fout writes. The details of <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city>\u2019s energy policy have already been released in a major speech and published on his campaign <a href=\"http:\/\/www.richardsonforpresident.com\/issues\/energy\" target=\"_blank\">Web site<\/a>:<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 Reduce <st1:country-region st=\"on\"><st1:place st=\"on\">U.S.<\/st1:place><\/st1:country-region> oil dependence by 50 percent by 2020.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 Increase efficiency and renewables in the electricity and natural-gas markets.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 Reduce greenhouse-gas emissions by 20 percent by 2020 and 90 percent by 2050.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 Nurture and invest in science and technology.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u2022 Lead the rest of the world by example.<\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> has compared his energy plan to President Kennedy\u2019s plan to put a man on the moon, saying it will require investment and sacrifice. Fout writes that <st1:city st=\"on\">Richardson<\/st1:city>\u2019s book convincingly argues that such action will result in a better <st1:country-region st=\"on\"><st1:place st=\"on\">America<\/st1:place><\/st1:country-region>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWhat benefits would we reap from achieving the bold changes suggested by <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city>?\u201d he asks. \u201cOne would be stopping the huge flow of money going to countries that do not share our belief in democracy and free markets \u2013 <st1:country-region st=\"on\">Iran<\/st1:country-region>, <st1:country-region st=\"on\">Russia<\/st1:country-region>, <st1:country-region st=\"on\">Saudi Arabia<\/st1:country-region> and <st1:country-region st=\"on\"><st1:place st=\"on\">Venezuela<\/st1:place><\/st1:country-region>.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">That money would instead be invested \u201cright here at home,\u201d Fout writes, stating that <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> \u201cstrongly believes that alternative energy would be a future source of economic growth. It would create new industries and American jobs.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">That would make the <st1:country-region st=\"on\">United  States<\/st1:country-region> a leader on global warming, setting the example the rest of the world would follow and restoring <st1:country-region st=\"on\">America<\/st1:country-region>\u2019s image in the world, <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> argues, according to Fout.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Government has to be involved, Fout says <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> argues, because \u201ccorporations don\u2019t exist to develop more efficient energy or solve world crises. They intend to reap profits for shareholders. \u2026 But <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> can\u2019t be labeled a socialist who wants to regulate markets. He prefers a variety of incentives for both businesses and consumers. He also firmly believes in free markets (he notes that we don\u2019t have a free energy market today) and expects that corporations will lead the way on technological innovation.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The problem for <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city>, Fout notes, is the timing of the book\u2019s release, only weeks before the first primaries currently scheduled to be held in January. <st1:city st=\"on\">Richardson<\/st1:city> still has a climb in the polls, and the sooner the first primary arrives the less chance <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> has of catching up.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">DNC cracks down on shifting calendar<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Which brings us to <st1:state st=\"on\"><st1:place st=\"on\">Florida<\/st1:place><\/st1:state>. The Democratic National Committee decided this weekend that <st1:state st=\"on\"><st1:place st=\"on\">Florida<\/st1:place><\/st1:state>\u2019s primary won\u2019t count if it\u2019s held before Feb. 5, the <a href=\"http:\/\/news.yahoo.com\/s\/ap\/20070826\/ap_po\/primary_scramble;_ylt=Ar.xVnzuDmvz4d5uTSHpNmGs0NUE\" target=\"_blank\">Associated Press<\/a> reported. Early on, the DNC came up with a calendar that included <st1:state st=\"on\">Iowa<\/st1:state> and <st1:state st=\"on\">Nevada<\/st1:state> caucuses and <st1:state st=\"on\">New Hampshire<\/st1:state> and <st1:state st=\"on\"><st1:place st=\"on\">South Carolina<\/st1:place><\/st1:state> primaries in January, with no other state holding its presidential nominating contest before Feb. 5. A number of states immediately moved their contests to Feb. 5 to have a voice in the process.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">But <st1:state st=\"on\"><st1:place st=\"on\">Florida<\/st1:place><\/st1:state> jumped ahead, scheduling its primary for Jan. 29. Then the state\u2019s Republicans moved their primary up even further, and the Michigan Senate voted to hold its primary on Jan. 15, though that date isn\u2019t yet set in stone.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The DNC\u2019s move is designed to force <st1:state st=\"on\"><st1:place st=\"on\">Florida<\/st1:place><\/st1:state> to reschedule and also to discourage other states from moving their contests to dates earlier than Feb. 5.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">It\u2019s likely that <st1:state st=\"on\"><st1:place st=\"on\">Florida<\/st1:place><\/st1:state>\u2019s votes would be counted even if its primaries are held in January because the party conventions at which such votes are counted are designed to show unity. But the threat from the DNC might discourage candidates from spending as much time in <st1:state st=\"on\"><st1:place st=\"on\">Florida<\/st1:place><\/st1:state>, which counters the goal of moving up the primary \u2013 to get more attention from the candidates.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Early primaries in <st1:state st=\"on\">Florida<\/st1:state> and <st1:state st=\"on\">Michigan<\/st1:state>, large states with massive media markets, make it harder for candidates with less money like <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> to compete, and he knows it. Last week, the governor decried the move by the Michigan Senate.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> released this statement following the DNC threat:<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI understand that (the weekend) decision (by the DNC) was not an easy one, but it was done in a democratic, orderly and fair manner,\u201d <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said. \u201cI am confident that over the next 30 days a final resolution will be agreed upon that will guarantee that everyone\u2019s vote can count. Ultimately, I believe it is important that the Democratic nominating calendar be confirmed sooner rather than later. As Democrats it is important for us to use our voices to discuss the very serious issues facing our country and our differences with the Republicans. Over the next 6 months, I am looking forward to taking my case of experience plus change directly to the voters.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">Upcoming schedule<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\">Richardson<\/st1:city> hasn\u2019t spent much time in <st1:state st=\"on\"><st1:place st=\"on\">Florida<\/st1:place><\/st1:state>, and his upcoming schedule won\u2019t change that. He\u2019s in <st1:state st=\"on\"><st1:place st=\"on\">Iowa<\/st1:place><\/st1:state> today and tomorrow before taking off Wednesday. He\u2019ll spend Thursday fundraising in <st1:state st=\"on\">New Mexico<\/st1:state> before heading on Friday to <st1:state st=\"on\"><st1:place st=\"on\">Texas<\/st1:place><\/st1:state> to give a speech. On Saturday, he heads to <st1:state st=\"on\">New Hampshire<\/st1:state> for two days before spending Sept. 3 in <st1:state st=\"on\">Iowa<\/st1:state> and Sept. 4 and 5 in <st1:state st=\"on\"><st1:place st=\"on\">South Carolina<\/st1:place><\/st1:state>. He plans to spend Sept. 6 and 7 fundraising in <st1:state st=\"on\">California<\/st1:state>, and will spend Sept. 8 fundraising in <st1:state st=\"on\"><st1:place st=\"on\">Nevada<\/st1:place><\/st1:state>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The first review I\u2019ve seen of Gov.
