{"id":2156,"date":"2007-08-27T14:07:00","date_gmt":"2007-08-27T20:07:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2007\/08\/bob-johnson-was-a-mentor-and-an-inspiration\/"},"modified":"2007-08-27T14:07:00","modified_gmt":"2007-08-27T20:07:00","slug":"bob-johnson-was-a-mentor-and-an-inspiration","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2007\/08\/bob-johnson-was-a-mentor-and-an-inspiration\/","title":{"rendered":"Bob Johnson was a mentor and an inspiration"},"content":{"rendered":"<p class=\"MsoNormal\">In 2002, then-Attorney General Patricia <st1:state st=\"on\"><st1:place st=\"on\">Madrid<\/st1:place><\/st1:state> <a href=\"http:\/\/nmpolitics.net\/haussamen\/?p=10\" target=\"_blank\">filed charges<\/a> against five members of the Las Cruces Public Schools Board of Education for violating the <a href=\"http:\/\/www.ago.state.nm.us\/divs\/civil\/oma_fifth_edition_final07.pdf\" target=\"_blank\">New Mexico Open Meetings Act<\/a>. It was the second time in the state\u2019s history the act was enforced with criminal charges.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">All five board members were later convicted and fined for violating the act after secretly giving the former superintendent almost $1 million in incentives over the course of several years to try to keep him in Las Cruces.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Public disclosure and the resulting action by the attorney general would not have happened without Bob Johnson, the head of the <a href=\"http:\/\/www.nmfog.org\/\" target=\"_blank\">New Mexico Foundation for Open Government<\/a> who <a href=\"http:\/\/www.abqjournal.com\/news\/state\/apjohnson08-26-07.htm\" target=\"_blank\">died on Saturday<\/a> following a stroke. He was 84.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">I was a rookie reporter in 2001 covering my first full-time beat \u2013 education \u2013 when I received a tip that the superintendent, who decided to leave anyway, was being paid a bonus of $55,000 on his way out the door. It caught my attention because it wasn\u2019t in his contract.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">It was Bob who taught me the ins and outs of the Open Meetings Act and <a href=\"http:\/\/www.ago.state.nm.us\/divs\/civil\/ipra_fourth_edition_final07.pdf\" target=\"_blank\">Inspection of Public Records Act<\/a> and helped me through the investigation. My articles came at a time when middle-school science teachers were unable to assign homework because of a textbook shortage, and the community was outraged. In addition to the convictions, the two who were still members of the school board were overwhelmingly recalled.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:state st=\"on\"><st1:place st=\"on\">Madrid<\/st1:place><\/st1:state> later thanked me for my reporting, saying it got her attention on the topic, but it\u2019s Bob who should get the credit. I wouldn\u2019t have known how to proceed without his help.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In 2004, Bob helped me identify dozens of Open Meetings Act violations by the Do\u00f1a Ana County Board of Commissioners and obtain public records that revealed other, widespread problems. The resulting articles led to a special audit that confirmed the violations and other problems and forced county government to make a number of changes for the better.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Bob was a mentor to me and a tireless supporter of open government.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">He helped start the Foundation for Open Government in 1998 after a long career with the Associated Press. It was Bob who wrote the news service\u2019s first bulletin on the assassination of President Kennedy. He later went on to become a top executive in the organization.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">When he retired to <st1:state st=\"on\"><st1:place st=\"on\">New   Mexico<\/st1:place><\/st1:state>, Bob also taught college courses. That\u2019s how he met Julie March, an AP executive who got her start in journalism as a student at NMSU.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cHe was tough and brought a level of demanding professionalism to the class that we needed,\u201d March told the news service for an article. \u201cThere\u2019s no doubt that I, along with many other young journalists inside and outside the AP, owe at least the start of our careers to Bob.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Bob was working to increase government transparency in <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state> up until his death, giving trainings along with the attorney general\u2019s office on open government laws and working with the attorney general on new proposals. And he never gave up the fight to open legislative conference committees to the public. The proposal twice came within one Senate vote of approval this year and will come up for another vote in the near future.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Bob never backed down, even in the face of intimidation from a powerful senator during this year\u2019s deliberations on the conference committee proposal. While senators who opposed the proposal had to resort to bullying and changing the subject, Bob stood firmly on a simple truth \u2013 that the public should have access to the business of its government.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cReal journalism \u2013 its goal \u2013 should be to enlighten the public about issues and enlighten them factually so they\u2019ll know what\u2019s going on,\u201d he told the <a href=\"http:\/\/www.abqjournal.com\/news\/state\/apbobon08-27-07.htm\" target=\"_blank\">Associated Press<\/a> in 2005. \u201cThat\u2019s what I do as an open government advocate, making sure that people have access to public records. They\u2019re called public records because they belong to the public.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Bob, you inspired me and countless others.
