\"\"<\/a>Gov. Bill Richardson<\/a> said today that it will take $100 billion give every American health insurance, but said he would offset the cost as president by expanding preventative coverage and reducing administrative costs. <\/p>\n

<\/o:p><\/p>\n

\u201cWe need universal health care now,\u201d Richardson<\/st1:city> said during a speech in Iowa<\/st1:place><\/st1:state>. \u201cNow is the time. For every American who wants to look a suffering loved one in the eye and tell them that tomorrow will be better than today \u2013 now is the time. For the good of our nation, now must be the time.\u201d<\/p>\n

\u2022 Coverage \u2013 Richardson<\/st1:place><\/st1:city>\u2019s plan would guarantee coverage for all Americans though the same plan provided to members of Congress, Medicare for those 55-64, Medicaid and SCHIP for low-income families, existing family coverage for adults up to age 25 and a \u201cHeroes Health Card\u201d for veterans. His plan would also require that insurance companies not deny coverage for pre-existing conditions.<\/p>\n

<\/o:p><\/p>\n

\u2022 Cost \u2013 Richardson<\/st1:place><\/st1:city>\u2019s plan would require all Americans to have coverage, require employees to contribute to plans, institute a sliding-scale tax credit for those who need assistance and provide \u201crelief from high interest rates for medical debt placed on credit cards.\u201d He said streamlining administration and investing in prevention would save up to $110 billion per year, which would pay for the plan.<\/p>\n

\u2022 Care \u2013 Richardson says his plan would improve health care by \u201cpromoting evidence-based care and comparative effectiveness research,\u201d creating more transparency on price and quality of care, restructuring incentives for high-quality care, improving patient safety and ensuring an adequate health-care workforce.<\/p>\n

Richardson<\/st1:place><\/st1:city> said reform is necessary.<\/p>\n

\u201cWe spent over $2.2 trillion a year on health care in this country. We all know that we\u2019re not getting what we\u2019ve paid for,\u201d he said. \u201cWe need to require that all health plans cover a standard set of proven preventative services. If there\u2019s one thing better than a patient\u2019s being cured of disease, it\u2019s his never having had it at all.\u201d<\/p>\n
