Membership includes leaders from both parties and both chambers.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The committee will be co-chaired by House Majority Leader <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=210\" target=\"_blank\">Ken Martinez<\/a>, D-Grants, and Senate Majority Leader <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=286\" target=\"_blank\">Michael Sanchez<\/a>, D-Belen. <st1:place st=\"on\"><st1:city st=\"on\">Martinez<\/st1:city><\/st1:place> is a member of the <a href=\"http:\/\/www.nmsbof.state.nm.us\/reform\/\" target=\"_blank\">governor\u2019s ethics task force<\/a> and authored much of the ethics legislation that passed the House earlier last year. Sanchez is one lawmaker often blamed for torpedoing many of those proposals in the Senate.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/RrNTBUuF34I\/AAAAAAAADBo\/6Oq-5fcTdeE\/s1600-h\/Sanchez,+Michael.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/RrNTBUuF34I\/AAAAAAAADBo\/6Oq-5fcTdeE\/s200\/Sanchez,+Michael.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5094506885693169538\" border=\"0\" \/><\/a>Their co-leadership of the subcommittee creates an interesting dynamic. The task force\u2019s other members are House Minority Whip <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=190&#038;Submit=Search\" target=\"_blank\">Dan Foley<\/a>, R-Roswell; Senate Majority Whip <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=261&#038;Submit=Search\" target=\"_blank\">Mary Jane Garcia<\/a>, D-Do\u00f1a Ana; Senate Minority Leader <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=266\" target=\"_blank\">Stuart Ingle<\/a>, R-Portales; Senate Minority Whip <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=281\" target=\"_blank\">Leonard Lee Rawson<\/a>, R-Las Cruces; House Majority Whip <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=227\" target=\"_blank\">Sheryl Williams Stapleton<\/a>, D-Albuquerque; and House Minority Leader <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=233\" target=\"_blank\">Tom Taylor<\/a>, R-Farmington.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Martinez<\/st1:place><\/st1:city> works closely with Republicans in the House, and he was able to secure overwhelming support in that chamber for the reform proposals he authored and the governor backed during this year\u2019s legislative session.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The Senate, on the other hand, approved gift limitations, amendments to the Governmental Conduct Act and an expansion of the public financing system, but torpedoed a number of other reform proposals. But the Senate doesn\u2019t get all the credit \u2013 or blame \u2013 for killing many of the reform proposals. Though the House approved creation of a state ethics commission, it didn\u2019t fund it. The Senate didn\u2019t approve it at all.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">And the Senate, after much debate, agreed to campaign contribution limits, if the limits applied to individuals and political action committees, but the legislation died because the House would only agree to place limits on contributions from individuals.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">This subcommittee\u2019s meetings are where members of the governor\u2019s task force and other reform advocates must sell their proposals if they have any chance of approval next year.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The subcommittee will meet Sept. 14, Oct. 10, Nov. 7 and Dec. 13 at the Roundhouse in <st1:place st=\"on\"><st1:city st=\"on\">Santa Fe<\/st1:city><\/st1:place>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The subcommittee will consider whether there are any problems with implementing the reforms approved this year, re-examine the legislation proposed this year and consider whether any additional reform is needed. It will also consider the proposals that will be made next month by the governor\u2019s task force.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The governor\u2019s task force will hold its next meeting Tuesday in <st1:city st=\"on\"><st1:place st=\"on\">Santa Fe<\/st1:place><\/st1:city>. The meeting begins at 9 a.m. in Room 307 at the Roundhouse.
