Tracking the candidates, political committees and nonprofits that are making this presidential election the most expensive in history.\u00a0<a href=\"https:\/\/www.publicintegrity.org\/politics\/buying-president-2016?utm_campaign=syndication&amp;utm_source=yahoo-news&amp;utm_medium=taxonomy-link\" target=\"_blank\">Click here<\/a> to read more stories in this investigation.\u00a0<em>This story was co-published with <\/em><a href=\"http:\/\/time.com\/4549510\/hillary-clinton-campaign-finance-super-pac-702-million\/\" target=\"_blank\">TIME<\/a><em>.<\/em><\/p>\n<\/aside>\n<p>In the last campaign finance filing before the election, Clinton and her super PAC allies have reported raising $702 million through Oct. 19, compared to Trump and his supportive groups, who have raised $312 million.<\/p>\n<p>It is a startling rebuke to the no-longer-so-true truism that Republicans are the primary beneficiary of big political money.<\/p>\n<p>Clinton\u2019s advantage will likely to hold to the end, as she and her super PAC allies reported $79 million in the bank as of Oct. 19, according to a <a href=\"https:\/\/www.publicintegrity.org\/politics\" target=\"_blank\">Center for Public Integrity<\/a> analysis of new campaign finance reports. Compare that to Trump and his super PAC supporters, who have about $32 million in reserve.<\/p>\n<p>Clinton\u2019s campaign committee alone has raised more than twice as much money as Trump\u2019s: $513 million versus $255 million.<\/p>\n<p>Her $62.4 million cash on hand as of Oct. 19 is nearly four times Trump\u2019s $16 million.<\/p>\n<p>And, in a reverse of four years ago when Republicans more quickly embraced super PACs and their ability to raise and spend unlimited amounts of money, Clinton\u2019s cadre of supportive super PACs have outraised comparable pro-Trump groups by a more than three-to-one margin: $189 million to $57 million.<\/p>\n<p>Trump-backing super PACs filed anemic reports showing few big contributions in October, a sign donors are shifting money elsewhere as Trump falters.<\/p>\n<p>Clinton has also utilized \u201cjoint fundraising committees\u201d to a far greater extent than Trump. These political groups collect six-figure checks from donors and then split the proceeds among the candidate\u2019s own campaign and national and state parties.<\/p>\n<p>Clinton\u2019s financial might, buoyed by <a href=\"https:\/\/www.publicintegrity.org\/2016\/04\/07\/19521\/how-citizens-united-helping-hillary-clinton-win-white-house\" target=\"_blank\">her campaign\u2019s embrace<\/a> of the Supreme Court\u2019s 2010 decision in <a href=\"https:\/\/www.publicintegrity.org\/2016\/03\/11\/19418\/citizens-united-explained\" target=\"_blank\"><em>Citizens United v. Federal Election Commission<\/em><\/a>, has helped her play offense and defense against a billionaire who <a href=\"http:\/\/abcnewsradioonline.com\/politics-news\/exclusive-trump-would-spend-600-million-of-his-money-on-pres.html\" target=\"_blank\">once pledged to invest<\/a> $600 million of his own money on a presidential run.<!--more--><\/p>\n<p>Trump appears poised to actually spend just a fraction of that sum.<\/p>\n<p>It\u2019s a special sort of indignity for Trump. He predicated his presidential run on his business <a href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/332308211321425920\" target=\"_blank\">brilliance<\/a> and cunning. \u201cWe need a leader that wrote \u2018<a href=\"https:\/\/www.amazon.com\/Trump-Deal-Donald-Market-Paperback\/dp\/B00LLP59X6\/ref=pd_sbs_14_t_1\/157-0737629-6994105?_encoding=UTF8&amp;psc=1&amp;refRID=GFRX0HETKR7CB1APRA53\" target=\"_blank\">The Art of the Deal<\/a>,\u2019\u201d he <a href=\"http:\/\/time.com\/3923128\/donald-trump-announcement-speech\/\" target=\"_blank\">said<\/a> during his June 2015 announcement speech, referencing his 1987 best-selling book. His wealth, Trump reasoned, would both propel his presidential ambitions and inoculate him from politics\u2019 seedier side, populated by super PACs, professional lobbyists and partisan hangers-on.<\/p>\n<p>&#8220;I&#8217;m self-funding my own campaign. It&#8217;s my money,\u201d Trump <a href=\"https:\/\/www.publicintegrity.org\/2016\/06\/17\/19762\/donald-trumps-big-money-bait-and-switch\" target=\"_blank\">declared<\/a> earlier this year.<\/p>\n<p>\u201cI don\u2019t need anybody\u2019s money,\u201d he said another time.<\/p>\n<p>But as Trump vanquished his remaining Republican primary opponents and turned toward the general election, his tenor changed.<\/p>\n<p>No longer did he <a href=\"https:\/\/www.publicintegrity.org\/2016\/06\/17\/19762\/donald-trumps-big-money-bait-and-switch\" target=\"_blank\">disavow<\/a> political groups that sought to raise huge amounts of money to support him. Nor did Trump maintain he\u2019d be the overwhelming source of his campaign\u2019s cash. Instead, his campaign launched aggressive fundraising efforts aimed at filling his coffers, and quickly.<\/p>\n<p>When Trump\u2019s campaign called Republican ad guru Fred Davis last year and reiterated that Trump would spend up to half a billion dollars of his own money to fuel a presidential campaign, Davis listened \u2014 but \u201cnever found it credible,\u201d he told the Center for Public Integrity.<\/p>\n<p>Davis\u2019 instincts proved correct: Trump has only invested about $56 million into his effort overall, and just $10 million since June 1, when Trump had all but secured the Republican nomination. (If Trump changes his mind and gives his campaign more than $1,000 between now and the election, he must, by law, report the cash to the Federal Election Commission within 48 hours of making the donation.)<\/p>\n<p>Perhaps only the political gods could ever divine whether an additional $100 million \u2014 or $500 million \u2014 could have helped Trump assuage the damage done to his campaign this autumn, much self-inflicted.<\/p>\n<p>First came Trump\u2019s <a href=\"http:\/\/www.cbsnews.com\/news\/elections-2016-hillary-clinton-capitalizes-on-donald-trump-miss-universe-alicia-machado-fight-fat-shaming\/\" target=\"_blank\">fat-shaming<\/a> of a former Miss Universe.<\/p>\n<p>The <a href=\"https:\/\/www.washingtonpost.com\/politics\/trump-recorded-having-extremely-lewd-conversation-about-women-in-2005\/2016\/10\/07\/3b9ce776-8cb4-11e6-bf8a-3d26847eeed4_story.html\">revelation<\/a> of a lewd 2005 recording from \u201cAccess Hollywood,\u201d in which Trump boasted of assaulting women, rocked his campaign \u2014 and <a href=\"http:\/\/www.cbsnews.com\/news\/donald-trump-oreilly-factor-the-polls-are-absolutely-rigged\/\" target=\"_blank\">poll<\/a>\u00a0<a href=\"http:\/\/www.realclearpolitics.com\/epolls\/2016\/president\/us\/general_election_trump_vs_clinton-5491.html\" target=\"_blank\">numbers<\/a> \u2014 soon thereafter.<\/p>\n<p>Then, Trump\u2019s talk of <a href=\"https:\/\/www.youtube.com\/watch?v=8wM248Wo54U\" target=\"_blank\">genital grabbing<\/a> on the tape prompted <a href=\"http:\/\/www.nytimes.com\/2016\/10\/13\/us\/politics\/donald-trump-women.html?_r=0\" target=\"_blank\">numerous<\/a>\u00a0<a href=\"http:\/\/www.theatlantic.com\/liveblogs\/2016\/10\/donald-trump-sexual-assault-allegations\/503969\/\" target=\"_blank\">women<\/a> <a href=\"http:\/\/nymag.com\/thecut\/2016\/10\/all-the-women-accusing-trump-of-rape-sexual-assault.html\" target=\"_blank\">to<\/a> <a href=\"http:\/\/www.cnn.com\/2016\/10\/12\/politics\/donald-trump-women-new-york-times-report\/\" target=\"_blank\">accuse<\/a> him of something far more sobering than \u201c<a href=\"http:\/\/www.cnn.com\/2016\/10\/11\/health\/trump-locker-room-talk-reaction\/\" target=\"_blank\">locker room talk<\/a>\u201d \u00a0\u2014 <a href=\"http:\/\/people.com\/politics\/donald-trump-attacked-people-writer\/\" target=\"_blank\">attacking<\/a>, <a href=\"http:\/\/www.thedailybeast.com\/cheats\/2016\/10\/27\/ninni-laaksonen-ex-miss-finland-accuses-trump-of-groping-her-in-2006.html?via=desktop&amp;source=copyurl\" target=\"_blank\">groping<\/a> or otherwise <a href=\"https:\/\/www.washingtonpost.com\/politics\/the-growing-list-of-women-who-have-stepped-forward-to-accuse-trump-of-touching-them-inappropriately\/2016\/10\/15\/a65ddf1c-92df-11e6-9c85-ac42097b8cc0_story.html\" target=\"_blank\">inappropriately touching<\/a> them. Trump has denied the accusations as \u201c<a href=\"http:\/\/www.usatoday.com\/story\/news\/politics\/elections\/2016\/10\/13\/donald-trump-accusations-groping-new-york-times\/91988390\/\" target=\"_blank\">pure fiction<\/a>.\u201d<\/p>\n<p>One might almost forget about Trump\u2019s other problems. New York state is <a href=\"https:\/\/www.washingtonpost.com\/politics\/trump-foundation-ordered-to-stop-fundraising-by-ny-attorney-generals-office\/2016\/10\/03\/1d4d295a-8987-11e6-bff0-d53f592f176e_story.html\" target=\"_blank\">hammering<\/a> his nonprofit Trump Foundation for \u201c<a href=\"http:\/\/www.reuters.com\/article\/us-usa-election-trump-idUSKCN1231V5\" target=\"_blank\">fraud<\/a>.\u201d Former clients of Trump University are <a href=\"http:\/\/www.bloomberg.com\/politics\/articles\/2016-10-21\/trump-wants-to-exclude-campaign-statements-from-fraud-trial\" target=\"_blank\">arguing<\/a> in federal court that Trump cheated them of their money. And Trump, as the Center for Public Integrity and the International Consortium of Investigative Journalists <a href=\"https:\/\/www.publicintegrity.org\/2016\/10\/03\/20280\/trump-s-organization-did-business-iranian-bank-later-linked-terrorism\" target=\"_blank\">reported<\/a>, once rented space in one of his Manhattan skyscrapers to an Iranian bank that U.S. authorities have linked to terrorism.<\/p>\n<p>So while Trump for months benefited from the outsized \u2014 and cost-free \u2014 attention news outlets showered on his candidacy, it \u201call has turned into horrific, negative Trump free press\u201d made worse by Trump\u2019s limited ability to push back through paid advertisements, Davis said.<\/p>\n<p>\u201cHe gave Clinton so much ammo,\u201d said Davis, whose presidential campaign client list includes George W. Bush, John McCain and, most recently, a pro-John Kasich super PAC.<\/p>\n<p>Team Clinton has gleefully spun Trump\u2019s scandals into <a href=\"https:\/\/www.youtube.com\/watch?v=C0l3L35FIWM\" target=\"_blank\">attack<\/a> <a href=\"https:\/\/www.youtube.com\/watch?v=tVwa3i6lMHE\" target=\"_blank\">ad<\/a> <a href=\"https:\/\/www.youtube.com\/watch?v=ytNoixEC8QA\" target=\"_blank\">gold<\/a> <a href=\"https:\/\/www.youtube.com\/watch?v=vHGPbl-werw\" target=\"_blank\">bricks<\/a>, using its massive cash machine to pummel Trump with them at his every tawdry turn.<\/p>\n<p>Particularly in swing states, where the presidential campaign will be won and lost, Team Clinton has overwhelmed Team Trump in TV advertising, thanks in large part to Clinton\u2019s campaign cash advantage.<\/p>\n<p>Since the primaries ended in June, Clinton and her supporters have aired about 292,000 broadcast and national cable TV ads, compared to about 87,000 aired by Trump and his allies, according to a Center for Public Integrity analysis of data provided by ad tracking firm Kantar Media\/CMAG.<\/p>\n<p>Most TV ads have targeted traditional battleground states such as Florida and Ohio. Clinton and her allies have dramatically outgunned Trump in all of them.<\/p>\n<p>Since mid-June, Team Clinton has aired more than five times as many TV ads as Team Trump in both Iowa and Nevada, according to Kantar Media\/CMAG. In North Carolina, that ratio is nearly four-to-one.<\/p>\n<p>In Florida and Ohio, Team Clinton has aired more than three times as many TV ads as Team Trump since mid-June. And in Pennsylvania, likewise, it\u2019s nearly three-to-one as well, according to Kantar Media\/CMAG.<\/p>\n<p>And during the third week of October alone, the most recent week for which data is available from Kantar Media\/CMAG, Team Clinton is even investing modest advertising dollars into several historically Republican-leaning states, such as Arizona, Georgia and Texas, where Democrats have a small, but growing chance of winning.<\/p>\n<p>Trump\u2019s comparatively small advertising budget means his campaign isn\u2019t amplifying Clinton\u2019s own set of troubles \u2014 her <a href=\"http:\/\/www.washingtontimes.com\/news\/2016\/oct\/27\/john-podesta-says-hillary-clinton-private-email-se\/\" target=\"_blank\">State Department<\/a> <a href=\"http:\/\/www.nytimes.com\/interactive\/2016\/05\/27\/us\/politics\/what-we-know-about-hillary-clintons-private-email-server.html\" target=\"_blank\">email server scandal<\/a>, <a href=\"https:\/\/www.washingtonpost.com\/politics\/foreign-governments-gave-millions-to-foundation-while-clinton-was-at-state-dept\/2015\/02\/25\/31937c1e-bc3f-11e4-8668-4e7ba8439ca6_story.html\" target=\"_blank\">foreign influence peddling<\/a> within the Clinton Foundation, Wikileaks\u2019 <a href=\"https:\/\/wikileaks.org\/podesta-emails\/?q=&amp;mfrom=&amp;mto=&amp;title=&amp;notitle=&amp;date_from=&amp;date_to=&amp;nofrom=&amp;noto=&amp;count=50&amp;sort=6\" target=\"_blank\">revelations<\/a> of potential pay-to-play politicking, the <a href=\"https:\/\/theintercept.com\/2016\/10\/07\/excerpts-of-hillary-clintons-paid-speeches-to-goldman-sachs-finally-leaked\/\" target=\"_blank\">for-hire private speeches<\/a> she gave to Wall Street banks \u2014 nearly as much as it could be.<\/p>\n<p>Consider that at comparable times in their campaigns, Bush in 2000 ($22.3 million), Bush again in 2004 ($22.4 million), McCain in 2008 ($21.3 million), Mitt Romney in 2012 ($52.7 million), all had more money on hand than Trump\u2019s campaign committee alone ($16 million) has in its account.<\/p>\n<p>And although super PACs may theoretically raise as much money as they want, including from corporations, unions, certain nonprofits and individuals, Trump\u2019s collection of supportive super PACs are underperforming compared to those that aid Clinton. That\u2019s particularly true in recent weeks.<\/p>\n<p>Take the <a href=\"https:\/\/www.publicintegrity.org\/2016\/10\/07\/20307\/reclusive-mega-donor-fueling-donald-trumps-white-house-hopes\" target=\"_blank\">Robert Mercer-backed<\/a> Make America Number 1 PAC. The Mercer family has ranked among Trump\u2019s staunchest supporters. Nonetheless, it reported raising nothing from Oct. 1 to Oct. 19 \u2014 a departure for the group, which has reported raising seven-figure amounts every month since the Mercer family threw their support behind Trump at the end of June.<\/p>\n<p>The super PAC spent about $2.1 million during early- and mid-October, mainly on ads and other media opposing Clinton. It had less than <a href=\"http:\/\/docquery.fec.gov\/cgi-bin\/forms\/C00575373\/1117798\/\" target=\"_blank\">$2 million<\/a> on hand for the final run-up to Election Day.<\/p>\n<p>In contrast, Priorities USA Action, the flagship pro-Clinton super PAC, had <a href=\"http:\/\/docquery.fec.gov\/pdf\/235\/201610279036666235\/201610279036666235.pdf\" target=\"_blank\">more than seven times<\/a> the available cash. Priorities USA Action has raised more than $175 million this election cycle, including <a href=\"http:\/\/docquery.fec.gov\/cgi-bin\/forms\/C00495861\/1118756\/\" target=\"_blank\">$18 million<\/a>\u00a0between Oct. 1 and Oct. 19 alone.<\/p>\n<p>Justin Barasky, a spokesman for Priorities USA Action, said the big numbers reflect steady support from major donors. \u201cDonors have understood what\u2019s at stake and are invested in seeing Hillary win and Trump lose,\u201d he said.<\/p>\n<p>Hillary for America Campaign Manager Robby Mook likewise struck a confident pose.<\/p>\n<p>\u201cWe are able to close out the final days of this campaign by running an unprecedented coordinated campaign to mobilize voters who will help elect Democratic candidates up and down the ballot,&#8221; Mook said in a statement Thursday night.<\/p>\n<p>A key indication of how primed Clinton is to help her partisan brethren down-ballot are her joint fundraising groups, particularly the \u201cHillary Victory Fund.\u201d<\/p>\n<p>They\u2019ve raised about $516 million during the election cycle, while Trump\u2019s comparable joint fundraising committees with national and state Republican party affiliates have only raised about $292 million.<\/p>\n<p>Clinton and Trump each transferred about 30 percent of those hauls back into their own campaign war chests, while the rest was spent by their respective parties on efforts that aided them and other candidates on their tickets.<\/p>\n<p>Prior to the U.S. Supreme Court\u2019s 2014 decision in <a href=\"https:\/\/www.publicintegrity.org\/2014\/04\/22\/14611\/mccutcheon-decision-explained-more-money-pour-political-process\" target=\"_blank\"><em>McCutcheon<\/em> <em>v. Federal Election Commission<\/em><\/a>, individual donors were prohibited from donating more than about $123,000 to joint fundraising committees. However, because of the <em>McCutcheon<\/em> ruling, that aggregate limit on individuals is gone.<\/p>\n<p>Clinton\u2019s joint fundraising group now collects money for <a href=\"http:\/\/docquery.fec.gov\/cgi-bin\/forms\/C00586537\/1080677\/\" target=\"_blank\">40 different beneficiaries<\/a> and routinely brings in checks of more than $400,000. Meanwhile, Trump\u2019s raises money for <a href=\"http:\/\/docquery.fec.gov\/cgi-bin\/forms\/C00618389\/1100963\/\" target=\"_blank\">about two-dozen groups<\/a>.<\/p>\n<p>Shaun McCutcheon, a Republican-backing Alabama businessman who successfully petitioned the Supreme Court in the <em>McCutcheon<\/em> case, says Trump and the Republicans only have themselves to blame for their financial lot.<\/p>\n<p>\u201cGive it to the Democrats \u2014 they\u2019ve done a great job fundraising,\u201d McCutcheon said. \u201cAnd they\u2019ve taken advantage of the <em>McCutcheon<\/em> and <em>Citizens United<\/em> decisions.
