Susana Martinez on Wednesday signed two bills from the recent special session of the Legislature aimed at balancing\u00a0the state budget.<\/p>\n<div id=\"attachment_60345\"  class=\"wp-caption module image alignleft\" style=\"max-width: 336px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-60345\" src=\"http:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/06\/Martinez-Susana-336x196.jpg\" alt=\"Susana Martinez\" width=\"336\" height=\"196\" srcset=\"https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/06\/Martinez-Susana-336x196.jpg 336w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/06\/Martinez-Susana.jpg 600w\" sizes=\"auto, (max-width: 336px) 100vw, 336px\" \/><p class=\"wp-media-credit\">Heath Haussamen \/ NMPolitics.net<\/p><p class=\"wp-caption-text\">Gov. Susana Martinez<\/p><\/div>\n<p>She also made her first line-item veto from the session, cutting the words &#8220;to support home visiting services&#8221; from an amendment that provided $1.5 million to the state&#8217;s Children, Youth and Families Department &#8220;to\u00a0support home visiting services for the prevention of child abuse.&#8221;<\/p>\n<p>In other words, Martinez left the new $1.5 million appropriation\u00a0for CYFD in place, and the requirement that it be spent to prevent child abuse, but she wiped out the Legislature&#8217;s intent that the money\u00a0be spent specifically on home-visiting services,\u00a0which teach parenting skills and provide other support for pregnant mothers and new parents and guardians.<\/p>\n<p>The language Martinez vetoed &#8220;is too narrowly drafted as it excludes all child abuse prevention initiatives except home visiting services,&#8221; she wrote in <a href=\"http:\/\/www.governor.state.nm.us\/uploads\/PressRelease\/0250ea7e68a24450b2aa0ba1c7354b84\/SEM_004_SB6_TaxPackage.pdf\" target=\"_blank\">her message<\/a> to the Legislature explaining the decision.<\/p>\n<p>The sponsor of the\u00a0amendment to <a href=\"https:\/\/www.nmlegis.gov\/Sessions\/16%20Special\/bills\/house\/Amendments_In_Context\/SB0006.pdf\" target=\"_blank\">Senate Bill 6<\/a> that designed the funding for home visiting, Rep. Javier Mart\u00ednez, D-Albuquerque, wasn&#8217;t pleased. He wrote in <a href=\"https:\/\/www.facebook.com\/javierfornewmexico\/posts\/10210792928083047\" target=\"_blank\">a Facebook post<\/a> that home visiting is &#8220;the best child abuse prevention tool available.&#8221;<\/p>\n<p>&#8220;The amendment was unanimously supported by ALL members of the Legislature, Rep. Mart\u00ednez wrote. &#8220;This Governor&#8217;s petty politics are disappointing, to say the least.&#8221;<!--more--><\/p>\n<p>Rep. Mart\u00ednez has <a href=\"http:\/\/nmindepth.com\/2015\/03\/19\/home-visiting-reduces-potential-for-child-abuse-experts-say\/\" target=\"_blank\">championed an expansion of home-visiting services<\/a>, which his family has utilized, for years. Experts say such services help prevent child abuse and neglect.<\/p>\n<p>SB 6, the rest\u00a0of which Gov. Martinez signed into law on Wednesday, was aimed primarily at closing several tax loopholes to save the state millions each year.<\/p>\n<p>Martinez also <a href=\"http:\/\/www.governor.state.nm.us\/uploads\/PressRelease\/0250ea7e68a24450b2aa0ba1c7354b84\/SEM_005_SB2_TobaccoSettlementFund.pdf\" target=\"_blank\">signed<\/a> Senate Bill 2, which takes $220 million in settlement money from tobacco companies to help balance the budget.<\/p>\n<p>The governor has <a href=\"http:\/\/nmpolitics.net\/index\/2016\/10\/martinez-signs-two-special-session-budget-bills\/\" target=\"_blank\">already signed<\/a> two special-session bills &#8212;\u00a0<a href=\"https:\/\/nmlegis.gov\/Legislation\/Legislation?Chamber=S&amp;LegType=B&amp;LegNo=4&amp;year=16s\" target=\"_blank\">Senate Bill 4<\/a>, which directs\u00a0$25 million in severance tax bonds school costs, and\u00a0<a href=\"https:\/\/nmlegis.gov\/Legislation\/Legislation?Chamber=S&amp;LegType=B&amp;LegNo=7&amp;year=16s\" target=\"_blank\">Senate Bill 7<\/a>, which halts transfers from the state&#8217;s general fund to two other accounts.<\/p>\n<p>Martinez has yet to act on three bills:<\/p>\n<ul>\n<li><a href=\"https:\/\/nmlegis.gov\/Legislation\/Legislation?Chamber=S&amp;LegType=B&amp;LegNo=9&amp;year=16s\" target=\"_blank\">Senate Bill 9<\/a>, which would cut funding for most state agencies and higher education by 5 percent.<\/li>\n<li><a href=\"https:\/\/nmlegis.gov\/Legislation\/Legislation?Chamber=S&amp;LegType=B&amp;LegNo=8&amp;year=16s\" target=\"_blank\">Senate Bill 8<\/a>, which would transfer almost $90 million in capital outlay funding away from already-designated\u00a0projects to help plug the budget hole.<\/li>\n<li><a href=\"https:\/\/nmlegis.gov\/Legislation\/Legislation?chamber=S&amp;legType=B&amp;legNo=12&amp;year=16s\" target=\"_blank\">Senate Bill 12<\/a>, which would appropriate $157,400 to pay for the seven-day special session.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Martinez left a new $1.5 million appropriation for preventing child abuse in place, but she wiped out the Legislature&#8217;s intent that the money be spent specifically on home-visiting services.<\/p>\n","protected":false},"author":1,"featured_media":60345,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[11],"tags":[3305,196,3304,234,118,107],"class_list":["post-199564","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news-and-analysis","tag-2016-special-session","tag-budget","tag-child-abuse","tag-children","tag-economy","tag-roundhouse"],"_links":{"self":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/posts\/199564","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/comments?post=199564"}],"version-history":[{"count":0,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/posts\/199564\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/media\/60345"}],"wp:attachment":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/media?parent=199564"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/categories?post=199564"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/tags?post=199564"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
