In addition, Carruthers wrote, the university plans to use &#8220;carry forward balances and other non-recurring funds such as salary savings from the hiring moratorium and the use of equipment budgets&#8221; to make it through the current, 2017 fiscal year, which ends June 30.<\/p>\n<p>&#8220;I know there has been a lot of anxiety around campus regarding the special session and the budget reductions that accompanied it,&#8221; Carruthers wrote. &#8220;This is especially understandable in the wake of the other budget cuts we\u2019ve seen at the university.&#8221;<\/p>\n<p>The university\u2019s cuts have been <a href=\"http:\/\/nmpolitics.net\/index\/2016\/09\/hours-after-learning-of-job-cuts-nmsu-medical-staff-saved-a-life\/\" target=\"_blank\">deep and widely-felt<\/a>.\u00a0Because of a 2 percent\u00a0state funding reduction already made <a href=\"http:\/\/nmpolitics.net\/index\/2016\/02\/senate-committee-takes-hatchet-to-state-budget-plan\/\" target=\"_blank\">earlier this year<\/a>, declining enrollment, and other issues, NMSU\u00a0<a href=\"http:\/\/nmpolitics.net\/index\/2016\/07\/nmsu-releases-list-of-jobs-being-eliminated\/\" target=\"_blank\">eliminated jobs<\/a>, <a href=\"http:\/\/nmpolitics.net\/index\/2016\/06\/nmsu-regents-ok-employee-benefit-cuts-more-may-be-needed\/\" target=\"_blank\">reduced<\/a>\u00a0<a href=\"http:\/\/nmpolitics.net\/index\/2016\/07\/nmsu-cuts-on-campus-employee-health-services-equestrian-team-surveying-engineering-program\/\" target=\"_blank\">employee benefits<\/a>, and cut pay\u00a0for <a href=\"http:\/\/nmpolitics.net\/index\/2016\/06\/carruthers-other-high-paid-nmsu-employees-taking-pay-cuts\/\" target=\"_blank\">some top administrators<\/a>\u00a0to trim\u00a0$12.1 million from its budget. Overall, NMSU has cut its budget by <a href=\"http:\/\/nmpolitics.net\/index\/2016\/09\/nmsu-asks-state-to-consider-32-million-in-cuts-its-already-made\/\" target=\"_blank\">about $32 million<\/a> in the last three fiscal years.<\/p>\n<p>The 5 percent cut approved by the Legislature last week is\u00a0another\u00a0$10 million. Gov. Susana Martinez has not yet signed the legislation to make that cut.<!--more--><\/p>\n<p>But assuming Martinez does sign the bill,\u00a0using one-time funds to deal with the new deficit in the current fiscal year doesn&#8217;t address the long-term situation at NMSU. Carruthers wrote that\u00a0steps NMSU took earlier this year to reduce costs in the future\u00a0&#8212; including <a href=\"http:\/\/nmpolitics.net\/index\/2016\/06\/nmsu-regents-ok-employee-benefit-cuts-more-may-be-needed\/\" target=\"_blank\">cutting employee benefits<\/a> &#8212; will &#8220;begin to generate recurring savings to the university and help us with the 2018 budget and budget years beyond.&#8221;<\/p>\n<p>Even that may not be enough. The state&#8217;s fiscal outlook remains dim and additional cuts may be on the table when the Legislature meets in January.
