{"id":191445,"date":"2016-09-30T11:54:39","date_gmt":"2016-09-30T17:54:39","guid":{"rendered":"http:\/\/nmpolitics.net\/index\/?p=191445"},"modified":"2016-09-30T21:13:01","modified_gmt":"2016-10-01T03:13:01","slug":"nmsu-asks-state-to-consider-32-million-in-cuts-its-already-made","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2016\/09\/nmsu-asks-state-to-consider-32-million-in-cuts-its-already-made\/","title":{"rendered":"NMSU asks state to consider $32 million in cuts it&#8217;s already made"},"content":{"rendered":"<p>Having already cut $32.1 million from its annual budget during the past three fiscal years, New Mexico State University on Thursday made a plea for mercy to\u00a0state lawmakers and the governor.<\/p>\n<div id=\"attachment_172601\"  class=\"wp-caption module image alignleft\" style=\"max-width: 336px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-172601\" src=\"http:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2016\/07\/NMSU-sign-336x225.jpg\" alt=\"NMSU sign\" width=\"336\" height=\"225\" srcset=\"https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2016\/07\/NMSU-sign-336x225.jpg 336w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2016\/07\/NMSU-sign.jpg 591w\" sizes=\"auto, (max-width: 336px) 100vw, 336px\" \/><p class=\"wp-media-credit\">Heath Haussamen \/ NMPolitics.net<\/p><p class=\"wp-caption-text\">The New Mexico State University sign at the corner of Union Avenue and Sam Steele Way in Las Cruces.<\/p><\/div>\n<p>&#8220;&#8230;\u00a0we formally request our legislators and state administrators to consider New Mexico State University\u2019s proactive cost saving measures as state appropriations for each higher education institution are individually formalized,&#8221; states <a href=\"http:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2016\/09\/9.30.16-NMSU-resolution.pdf\" target=\"_blank\">a resolution<\/a> the university&#8217;s Board of Regents unanimously approved.<\/p>\n<p>The university&#8217;s cuts have been <a href=\"http:\/\/nmpolitics.net\/index\/2016\/09\/hours-after-learning-of-job-cuts-nmsu-medical-staff-saved-a-life\/\" target=\"_blank\">deep and widely-felt<\/a>.\u00a0Because of a 2 percent\u00a0state funding reduction already made <a href=\"http:\/\/nmpolitics.net\/index\/2016\/02\/senate-committee-takes-hatchet-to-state-budget-plan\/\" target=\"_blank\">earlier this year<\/a>, declining enrollment, and other issues, NMSU\u00a0<a href=\"http:\/\/nmpolitics.net\/index\/2016\/07\/nmsu-releases-list-of-jobs-being-eliminated\/\" target=\"_blank\">eliminated jobs<\/a>, <a href=\"http:\/\/nmpolitics.net\/index\/2016\/06\/nmsu-regents-ok-employee-benefit-cuts-more-may-be-needed\/\" target=\"_blank\">reduced<\/a>\u00a0<a href=\"http:\/\/nmpolitics.net\/index\/2016\/07\/nmsu-cuts-on-campus-employee-health-services-equestrian-team-surveying-engineering-program\/\" target=\"_blank\">employee benefits<\/a>, and cut pay\u00a0for <a href=\"http:\/\/nmpolitics.net\/index\/2016\/06\/carruthers-other-high-paid-nmsu-employees-taking-pay-cuts\/\" target=\"_blank\">some top administrators<\/a>\u00a0to trim\u00a0$12.1 million from its budget.<\/p>\n<p>The state&#8217;s other public colleges and universities haven&#8217;t been as quick to make such cuts. The others, <a href=\"https:\/\/www.abqjournal.com\/744766\/unm-regents-ok-25-tuition-hike.html\" target=\"_blank\">including the University of New Mexico<\/a>, raised tuition earlier this year. NMSU&#8217;s regents rejected a proposed tuition increase,\u00a0with\u00a0Student Regent Amanda L\u00f3pez Askin calling that action\u00a0\u201ca very deliberate breaking of a cycle.\u201d<\/p>\n<p>Earlier this month, NMSU spokesman Justin Bannister said the university <a href=\"http:\/\/nmpolitics.net\/index\/2016\/09\/nmsu-wont-seek-tuition-hike-this-year-even-if-the-state-cuts-funding\/\" target=\"_blank\">won&#8217;t raise tuition mid-year<\/a> even if lawmakers and the governor make additional cuts in the legislative session that begins at noon today. The university padded its earlier cuts with an extra $1.5 million in anticipation of a possible further state funding reduction.<\/p>\n<p>\u201cWe feel pretty confident that we\u2019ll be able to make it through this fiscal year,&#8221; Bannister said at the time.<\/p>\n<p>At <a href=\"https:\/\/panopto.nmsu.edu\/Panopto\/Pages\/Viewer.aspx?id=c24c67f5-e807-4757-8999-197f5d5671cb\" target=\"_blank\">Thursday&#8217;s meeting<\/a>, however, Regents Chairwoman Debra Hicks warned against\u00a0across-the-board cuts that don&#8217;t take into consideration NMSU&#8217;s efforts.<!--more--><\/p>\n<p class=\"p1\"><span class=\"s1\">&#8220;We knew these reductions were important, and we did the right thing,&#8221; she said. &#8220;But it does not incentivize anyone to take those difficult measures in advance of cuts&#8221; if the state further reduces funding.<\/span><\/p>\n<p class=\"p1\">The governor&#8217;s office and several lawmakers didn&#8217;t immediately respond to emails seeking comment on NMSU&#8217;s request Friday morning.<\/p>\n<p class=\"p1\">Each additional cut of 1 percent in state funding to the NMSU system amounts to about $2 million, Bannister said Friday. So the money\u00a0NMSU set aside earlier this year could vanish quickly.<\/p>\n<p class=\"p1\">The public has seen no legislation\u00a0at this point to balance the state&#8217;s budget, which is several hundred million dollars in the red.
