A year later, the state changed courses and switched to paper ballots.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The machines, which are sitting in a warehouse, have never been and will never be used. A similar situation played out in counties across the state.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename>  <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> made one payment of $50,000 for purchase of the new machines in 2005 before the state <a href=\"http:\/\/nmsbof.state.nm.us\/\" target=\"_blank\">Board of Finance<\/a> declared a moratorium on payments pending proposed legislation that would have the state, instead of counties, foot the bill.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Lawmakers failed to approve the legislation in 2006 and earlier this year. The state informed <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> recently that the moratorium is about the end, and it has to make its next payment of more than $50,000 for the machines by Dec. 31.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:place st=\"on\"><st1:placetype st=\"on\">County<\/st1:placetype>  <st1:placename st=\"on\">Elections<\/st1:placename><\/st1:place> Supervisor <a href=\"http:\/\/www.donaanacounty.org\/elections\/precinct\/\" target=\"_blank\">Lynn Ellins<\/a> informed commissioners about the situation at today\u2019s meeting. The <a href=\"http:\/\/www.nmcounties.org\/\" target=\"_blank\">New Mexico Association of Counties<\/a> is urging the Legislature to appropriate more than $3 million to foot the bill for the counties, which would save <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename>  <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> more than $450,000.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Commissioner <a href=\"http:\/\/www.donaanacounty.org\/commissioners\/district5\" target=\"_blank\">Bill McCamley<\/a> said he not only supports such a resolution, but doesn\u2019t thin the county should make the Dec. 31 payment.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIf the state is going to force us to buy machines and then say a year later that we\u2019re not going to use them, then they should pay the bill,\u201d he said at the meeting.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI absolutely, 100 percent agree,\u201d said Commission Chairwoman <a href=\"http:\/\/www.donaanacounty.org\/commissioners\/district3\" target=\"_blank\">Karen Perez<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In 2005, Do\u00f1a Ana County was required by the state to spend more than $500,000 to purchase new electronic voting machines.
