{"id":187616,"date":"2016-09-20T12:04:22","date_gmt":"2016-09-20T18:04:22","guid":{"rendered":"http:\/\/nmpolitics.net\/index\/?p=187616"},"modified":"2016-09-20T20:23:16","modified_gmt":"2016-09-21T02:23:16","slug":"new-mexico-doesnt-have-to-stay-on-this-impoverished-path","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2016\/09\/new-mexico-doesnt-have-to-stay-on-this-impoverished-path\/","title":{"rendered":"New Mexico doesn\u2019t have to stay on this impoverished path"},"content":{"rendered":"<p><strong>COMMENTARY:<\/strong>\u00a0\u201cIf we don&#8217;t do something different than we have done for the last several decades, the New Mexico economy in the year 2050 will substantially look like the New Mexico economy in the year 2015.\u201d<\/p>\n<p>That\u2019s what New Mexico State University economist Jim Peach <a href=\"http:\/\/nmpolitics.net\/index\/2016\/09\/nmsu-wont-seek-tuition-hike-this-year-even-if-the-state-cuts-funding\/\" target=\"_blank\">told regents<\/a> governing the state\u2019s two largest universities recently. \u201cWe will have\u00a0fallen further behind in terms of per capita income, employment growth,\u201d he warned.<\/p>\n<div id=\"attachment_55852\"  class=\"wp-caption module image alignleft\" style=\"max-width: 336px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-55852\" src=\"http:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Haussamen-Heath1-336x222.jpg\" alt=\"Heath Haussamen\" width=\"336\" height=\"222\" srcset=\"https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Haussamen-Heath1-336x222.jpg 336w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Haussamen-Heath1-768x508.jpg 768w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Haussamen-Heath1-771x510.jpg 771w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Haussamen-Heath1-1170x773.jpg 1170w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2015\/05\/Haussamen-Heath1.jpg 1262w\" sizes=\"auto, (max-width: 336px) 100vw, 336px\" \/><p class=\"wp-caption-text\">Heath Haussamen<\/p><\/div>\n<p>Peach was speaking about, among other things, our state\u2019s reliance on fluctuating oil and gas revenues to fund government. We cycle between years with surpluses and years with less money.<\/p>\n<p>When we have money, we spend like it\u2019s Christmas. When we don\u2019t, we cut back to the bone.<\/p>\n<p>At the same time, we put billions of dollars away for a rainy day \u2013 which could be good, except that we don\u2019t spend it even when it\u2019s raining.<\/p>\n<p>We also hand out $1 billion in annual tax exemptions to corporations and people without any real mechanism to determine if those exemptions are helping grow our economy.<\/p>\n<p>These are among the most prominent items on a long list of things New Mexico is doing wrong. They contribute to us being one of the poorest states in the nation and consistently near the bottom of the most important lists. Too many of our children are <a href=\"http:\/\/nmpolitics.net\/index\/2016\/02\/its-a-crisis-our-children-are-hungry\/\" target=\"_blank\">hungry<\/a> and <a href=\"http:\/\/nmpolitics.net\/index\/2016\/09\/grieving-then-moving-into-action-after-victorias-death\/\" target=\"_blank\">dying<\/a>. Others <a href=\"http:\/\/www.santafenewmexican.com\/news\/local_news\/researchers-find-exodus-of-young-educated-is-stunting-state-s\/article_71faa018-2756-5361-be23-1358e2daeeaf.html\" target=\"_blank\">leave for opportunities elsewhere<\/a>.<\/p>\n<p>We want to do better. We\u2019ve tried spending more, growing the state budget from about $4 billion 15 years ago to more than $6 billion today. We\u2019ve <a href=\"http:\/\/www.demingheadlight.com\/ci_11411054\" target=\"_blank\">increased teacher pay<\/a> and invested in public infrastructure like the <a href=\"http:\/\/spaceportamerica.com\/\" target=\"_blank\">spaceport<\/a> and <a href=\"http:\/\/www.nmrailrunner.com\/\" target=\"_blank\">commuter rail<\/a>.<\/p>\n<p>We\u2019ve tried attracting business by <a href=\"http:\/\/www.weeklystandard.com\/a-tax-cutting-democrat\/article\/14457\" target=\"_blank\">cutting taxes<\/a>, <a href=\"https:\/\/www.abqjournal.com\/179469\/11thhour-tax-deal-ends-session.html\" target=\"_blank\">cutting more taxes<\/a>, and building <a href=\"http:\/\/nmbia.org\/bi-national-community\/\" target=\"_blank\">an industrial hub in Santa Teresa<\/a>.<\/p>\n<p>We\u2019ve <a href=\"http:\/\/www.nmgcb.org\/history.aspx\" target=\"_blank\">allowed Indian gaming<\/a>, <a href=\"http:\/\/nmindepth.com\/2013\/01\/09\/martinez-agrees-to-expand-medicaid\/\">expanded Medicaid<\/a>, and implemented <a href=\"https:\/\/www.newmexicoprek.org\/\" target=\"_blank\">voluntary pre-kindergarten<\/a>.<!--more--><\/p>\n<p>The bottom line is that we\u2019re stuck \u2013 and we\u2019ve remained stuck through leadership from Democrats and leadership from Republicans and leadership from bipartisan coalitions. The roots of our problems are deeper than any ideology can solve.<\/p>\n<p>We don\u2019t have to be stuck.<\/p>\n<p>\u201cNew Mexico\u2019s economic problems can be overcome,\u201d Peach told the university regents. \u201cIt will take substantial investments in both human and physical capital, some changes in the law and regulations.\u201d<\/p>\n<p>I think it will take that and so much more. Our problems aren\u2019t just economic. They\u2019re built into our <a href=\"http:\/\/nmpolitics.net\/index\/2016\/01\/the-case-for-paying-new-mexicos-state-legislators\/\" target=\"_blank\">flawed<\/a> legislative <a href=\"http:\/\/nmpolitics.net\/index\/2015\/09\/we-shouldnt-accept-conflicts-in-our-legislative-system\/\" target=\"_blank\">structure<\/a> and <a href=\"http:\/\/nmpolitics.net\/index\/2016\/02\/the-charade-is-over-its-time-to-create-an-ethics-commission\/\" target=\"_blank\">other areas of government<\/a>. We need systemic reform that includes <a href=\"http:\/\/nmpolitics.net\/index\/2015\/10\/its-time-to-pay-our-state-legislators\/\" target=\"_blank\">paying our state lawmakers<\/a>.<\/p>\n<p>Our problems are also cultural and relational. This year\u2019s celebration of Spanish conquistador Don Diego de Vargas\u2019 reconquest of Santa Fe in 1692 revealed <a href=\"http:\/\/www.santafenewmexican.com\/news\/local_news\/protesters-turn-up-volume-at-entrada\/article_571ce07b-2a80-59eb-8590-23129975921b.html\" target=\"_blank\">deep-seeded pain<\/a> that divides us today. Joe Mier, president of the nonprofit that runs the celebration, rejected the grievances of one of the lead protesters this year, <a href=\"http:\/\/www.santafenewmexican.com\/news\/local_news\/on-eve-of-entrada-director-doesn-t-see-what-all\/article_b8f52143-a1ca-5a49-aead-4581e805095e.html\" target=\"_blank\">saying<\/a>, \u201cMaybe she\u2019s aggravated because she didn\u2019t win as queen.\u201d<\/p>\n<p>I grew up in Santa Fe. I\u2019ve lived in New Mexico my entire life. Too often I\u2019ve witnessed and experienced people rejecting each others\u2019 pain in cold and public ways. These barriers prevent understanding and healing.<\/p>\n<p>We need to hear each other. And we need to honestly examine how our history impacts us to this day.<\/p>\n<p>On policy issues and other matters we need deeper, more honest, and better-inclusive conversations about how to improve our state.<\/p>\n<p>I agree with Peach that we can overcome our state\u2019s problems.
