In addition, a number of companies have relocated employees and opened new offices in the <st1:city st=\"on\">Albuquerque<\/st1:city> area, making that region a real threat to <st1:place st=\"on\"><st1:city st=\"on\">Hollywood<\/st1:city><\/st1:place>, the <a href=\"http:\/\/www.latimes.com\/business\/la-fi-newmexico2apr02,0,3788498.story?coll=la-home-headlines\" target=\"_blank\">Los Angeles Times<\/a> reported recently.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Though the state has invested millions to develop the <a href=\"http:\/\/distance.nmsu.edu\/externals\/creative_media\/cmi_present.html\" target=\"_blank\">Creative Media Institute<\/a> at <st1:placename st=\"on\">New Mexico<\/st1:placename> <st1:placetype st=\"on\">State<\/st1:placetype> <st1:placetype st=\"on\">University<\/st1:placetype>, that hasn\u2019t drawn films to <st1:place st=\"on\">Southern New Mexico<\/st1:place>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The university, in partnership with the <a href=\"http:\/\/www.las-cruces.org\/\" target=\"_blank\">City of Las Cruces<\/a> and <a href=\"http:\/\/www.donaanacounty.org\/\" target=\"_blank\">Do\u00f1a Ana County<\/a>, hopes to change that.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The city council has already approved an agreement to provide $25,000 each year to NMSU to help pay an employee whose job will be attracting films to <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place>. The county commission is set to vote Tuesday on a similar agreement and, if it\u2019s approved, will also provide $25,000 for the position.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In addition, the city has already agreed and the county is voting on whether to agree to provide other help to CMI, which would coordinate film shoots in the area. That help would include use of government facilities for filming scenes and police help to close roads when necessary.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The county\u2019s agreement states that it will use volunteer and reserve officers whenever possible.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Even if paid officers are used, such assistance is legal under the exemption to the <a href=\"http:\/\/www.conwaygreene.com\/nmsu\/lpext.dll\/nmsa2007feb\/1\/1f7\/22d?f=templates&#038;fn=document-frame.htm&amp;2.0\" target=\"_blank\">anti-donation clause<\/a> in the New Mexico Constitution that allows public assistance to private entities for economic development purposes.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The film industry is a great one to attract. It doesn\u2019t pollute. It aids local business and can create new jobs.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Since Gov.
