The PAC gave most of it to <st1:place st=\"on\"><st1:city st=\"on\">Lyons<\/st1:city><\/st1:place>\u2019 re-election campaign, and the lobbyists gave another $3,600. Then <st1:city st=\"on\">Lyons<\/st1:city> bypassed his own bidding process and leased thousands of acres of land in <st1:place st=\"on\"><st1:city st=\"on\">Las   Cruces<\/st1:city><\/st1:place> to Philippou before the announced deadline for developers to submit proposals.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Since then, Philippou has given another $6,000 to Lyons, who also flew at Philippou\u2019s expense in March to a New Mexico State Aggies\u2019 basketball game in <st1:place st=\"on\"><st1:state st=\"on\">Washington<\/st1:state><\/st1:place> state.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:place st=\"on\"><st1:city st=\"on\">Lyons<\/st1:city><\/st1:place> says he didn\u2019t know until afterward that Philippou paid for the flight and contributed the money the PAC gave him. That may be true, but such after-the-fact excuses for taking massive contributions from those who want to influence public policy further jade a skeptical electorate.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Lyons, a Republican, isn\u2019t alone in perpetuating such cynicism. Some actions of Gov. <a href=\"http:\/\/governor.state.nm.us\/\" target=\"_blank\">Bill Richardson<\/a> and former Attorney General <a href=\"http:\/\/en.wikipedia.org\/wiki\/Patricia_Madrid\" target=\"_blank\">Patricia Madrid<\/a>, both Democrats, have had the same smell.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/3.bp.blogspot.com\/_IabUCQmoheQ\/RlR-j4rd26I\/AAAAAAAACZ4\/LU7YWafKZHc\/s1600-h\/Madrid,+Patricia.jpg\"><img decoding=\"async\" style=\"margin: 0pt 10px 10px 0pt; float: left; cursor: pointer;\" src=\"http:\/\/3.bp.blogspot.com\/_IabUCQmoheQ\/RlR-j4rd26I\/AAAAAAAACZ4\/LU7YWafKZHc\/s200\/Madrid,+Patricia.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5067814635673869218\" border=\"0\" \/><\/a><st1:place st=\"on\"><st1:state st=\"on\">Madrid<\/st1:state><\/st1:place> admitted last year that she gave access beyond that enjoyed by average citizens to Sunland Park Racetrack and Casino owner Stan Fulton because he gave money to her political action committee.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Fulton told me in 2004, when I was a reporter at the <a href=\"http:\/\/www.lcsun-news.com\/\" target=\"_blank\">Las Cruces Sun-News<\/a>, that he was handing out large donations in an attempt to buy opposition to the proposal by Gerald Peters and the Jemez Pueblo to build a casino in Anthony.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">In 2005, <st1:state st=\"on\">Madrid<\/st1:state> was asked to consider the legality of a services agreement between <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> and the Jemez. Weeks after a $25,000 contribution from <st1:place st=\"on\"><st1:city st=\"on\">Fulton<\/st1:city><\/st1:place>, she said it was illegal. Then <st1:place st=\"on\"><st1:city st=\"on\">Fulton<\/st1:city><\/st1:place> gave her PAC another $100,000.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/RlR-jord25I\/AAAAAAAACZw\/xD8ZBLHyGlo\/s1600-h\/Richardson,+Bill.jpg\"><img decoding=\"async\" style=\"margin: 0pt 10px 10px 0pt; float: left; cursor: pointer;\" src=\"http:\/\/2.bp.blogspot.com\/_IabUCQmoheQ\/RlR-jord25I\/AAAAAAAACZw\/xD8ZBLHyGlo\/s200\/Richardson,+Bill.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5067814631378901906\" border=\"0\" \/><\/a><st1:place st=\"on\"><st1:city st=\"on\">Richardson<\/st1:city><\/st1:place>\u2019s actions have repeatedly created the appearance of pay-to-play politics. For example, the health-care industry gave him $131,000 in 2002, <a href=\"http:\/\/www.commoncause.org\/atf\/cf\/%7BFB3C17E2-CDD1-4DF6-92BE-BD4429893665%7D\/Final%20HC%20Industry%20PDF.pdf\" target=\"_blank\">Common Cause<\/a> recently reported. When <st1:place st=\"on\"><st1:city st=\"on\">Richardson<\/st1:city><\/st1:place> formed a council the next year to recommend improvements to the health-care system, it was so stacked with industry executives that legislators on the council said its recommendations had to be pro-industry.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">All three politicians say contributions don\u2019t affect their decisions. <st1:place st=\"on\"><st1:city st=\"on\">Lyons<\/st1:city><\/st1:place> said last week that he\u2019s \u201cnot for sale.\u201d <st1:place st=\"on\"><st1:state st=\"on\">Madrid<\/st1:state><\/st1:place> said last year that large contributions are \u201conly to give them access&#8230; not to have you vote or rule in any certain way or obligate you in any way.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Richardson and his staffers have said repeatedly that he isn\u2019t influenced by massive campaign contributions, but he argues \u2013 now that he\u2019s run in his last state race \u2013 that <st1:place st=\"on\"><st1:state st=\"on\">New   Mexico<\/st1:state><\/st1:place> needs reforms that include contribution limits.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:place st=\"on\"><st1:city st=\"on\">Richardson<\/st1:city><\/st1:place>\u2019s assertion that he\u2019s above the influence of contributions is disingenuous. He and other officials from both parties have proven the need for additional checks on their power.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The governor\u2019s reconvened ethics task force began work Tuesday. It will try to overcome resistance in the Legislature that stalled many reform proposals earlier this year.
