It\u2019s going to be a marathon meeting.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The meeting, which begins at 5 p.m. at <a href=\"http:\/\/maps.google.com\/maps?f=q&#038;hl=en&amp;q=city+hall,+las+cruces,+new+mexico&#038;ie=UTF8&amp;amp;amp;amp;amp;amp;amp;om=1&#038;ll=32.31238,-106.777797&amp;spn=0.008342,0.014462&#038;z=16&amp;iwloc=A\" target=\"_blank\">City Hall<\/a>, will be televised on <a href=\"http:\/\/www.clctv.com\/\" target=\"_blank\">Comcast Cable channel 20<\/a>. Click <a href=\"http:\/\/haussamen.blogspot.com\/search\/label\/The%20Vistas%20at%20Presidio\">here<\/a> to read past articles on this site, <a href=\"http:\/\/www.lcsun-news.com\/ci_5939613\" target=\"_blank\">here<\/a> to read a weekend article summarizing the issue from the Las Cruces Sun-News, and <a href=\"http:\/\/www.abqjournal.com\/news\/state\/564380nm05-20-07.htm\" target=\"_blank\">here<\/a> to read the Albuquerque Journal\u2019s weekend article profiling the developer of the project, Philip Philippou.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/3.bp.blogspot.com\/_IabUCQmoheQ\/RlGrnord2mI\/AAAAAAAACXM\/RnrdPQGaXcI\/s1600-h\/Powell,+Ray.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/3.bp.blogspot.com\/_IabUCQmoheQ\/RlGrnord2mI\/AAAAAAAACXM\/RnrdPQGaXcI\/s200\/Powell,+Ray.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5067019753191496290\" border=\"0\" \/><\/a>There was one significant development this weekend: Former state Land Commissioner Ray Powell is trying to rearrange his schedule so he can travel to <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city> and attend the meeting.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">He sent me a letter stating that he worked hard during his tenure, from 1993-2002, to \u201censure that the community\u2019s vision for the future of Las Cruces was a critical part of any project,\u201d and said the council \u201cneeds to hold out for a mater plan that\u2019s good.\u201d Though Philippou\u2019s plan includes some land set aside for schools, parks, open space and other infrastructure, the public wasn\u2019t involved in discussions about the placement of such land and the amount set aside.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Powell wrote that an \u201chonest and appropriate developer isn\u2019t going to walk away from this project,\u201d and said the council \u201cneeds to do its duty in negotiating the master plan and zoning so that it is of<span style=\"\">  <\/span>mutual benefit.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Powell also expressed concern that the project \u201cgives the perception that it is based on pay-to-play,\u201d which he wrote \u201cwill severely compromise the ability of <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city> to attract high-quality developers and businesses in the future.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Before last year\u2019s election, Philippou gave $20,500 to a political action committee run by lobbyists he employs. The PAC gave most of it to current Land Commissioner <a href=\"http:\/\/www.nmstatelands.org\/\" target=\"_blank\">Pat Lyons\u2019<\/a> re-election campaign, and the lobbyists gave another $3,600. Then <st1:city st=\"on\"><st1:place st=\"on\">Lyons<\/st1:place><\/st1:city> bypassed his own bidding process and leased the land to Philippou before the announced deadline for developers to submit proposals.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Since then, Philippou has given another $6,000 to Lyons, who also flew at Philippou\u2019s expense in March to a New Mexico State Aggies\u2019 basketball game in <st1:place st=\"on\"><st1:state st=\"on\">Washington<\/st1:state><\/st1:place> state.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:place st=\"on\"><st1:city st=\"on\">Lyons<\/st1:city><\/st1:place> says he didn\u2019t know until afterward that Philippou paid for the flight and contributed the money the PAC gave him.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Expect that controversy to be discussed tonight. Expect also that Councilor <a href=\"http:\/\/www.las-cruces.org\/council\/district6.shtm\" target=\"_blank\">Ken Miyagishima<\/a> will ask Councilor <a href=\"http:\/\/www.las-cruces.org\/council\/district5.shtm\" target=\"_blank\">Gil Jones<\/a> to recuse himself because Philippou and Jones\u2019 brother are married to sisters. The pro-growth Jones has disclosed the relationship publicly but said it doesn\u2019t hinder his ability to be objective. Still, opponents of the development discussed the Jones situation via e-mail this weekend, and may try to pressure him to abstain from voting.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The controversy and the potential length of the meeting could make the situation testy. Let\u2019s hope councilors can stay professional and have an honest discussion.
