{"id":173366,"date":"2016-08-02T09:45:34","date_gmt":"2016-08-02T15:45:34","guid":{"rendered":"http:\/\/nmpolitics.net\/index\/?p=173366"},"modified":"2016-08-02T09:45:34","modified_gmt":"2016-08-02T15:45:34","slug":"democrats-want-reform-but-court-big-money-in-the-meantime","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2016\/08\/democrats-want-reform-but-court-big-money-in-the-meantime\/","title":{"rendered":"Democrats want reform \u2014 but court big money in the meantime"},"content":{"rendered":"<p>PHILADELPHIA \u2014 Political candidates should not \u201cdepend on large contributions from the wealthy and the powerful,\u201d Democrats <a href=\"https:\/\/www.demconvention.com\/wp-content\/uploads\/2016\/07\/Democratic-Party-Platform-7.21.16-no-lines.pdf\" target=\"_blank\">declared<\/a>\u00a0last Monday while kicking off their national convention.<\/p>\n<p>But the rest of the week made this clear: Democrats have a light year to go before ever reaching that goal.<\/p>\n<div id=\"attachment_173369\"  class=\"wp-caption module image alignleft\" style=\"max-width: 336px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-173369\" src=\"http:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2016\/08\/DemConvention-336x448.jpeg\" alt=\"Democratic National Convention\" width=\"336\" height=\"448\" srcset=\"https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2016\/08\/DemConvention-336x448.jpeg 336w, https:\/\/nmpolitics.net\/index\/wp-content\/uploads\/2016\/08\/DemConvention.jpeg 380w\" sizes=\"auto, (max-width: 336px) 100vw, 336px\" \/><p class=\"wp-media-credit\">Michael Beckel \/ The Center for Public Integrity<\/p><p class=\"wp-caption-text\">A banner promoting the Democratic National Convention, adorned with the corporate logo of insurance company Independence Blue Cross, hangs on a streetlight in Philadelphia.<\/p><\/div>\n<p>Banners <a href=\"https:\/\/twitter.com\/mjbeckel\/status\/758427558702682112\" target=\"_blank\">decorating lampposts<\/a> along major thoroughfares carried the names of top convention sponsors, such as Comcast, AT&amp;T and Amalgamated Bank.<\/p>\n<p>Corporations such as oil giant Chevron sponsored state delegation lunches.<\/p>\n<p>And the swank lobby of the Ritz-Carlton, with its marble columns and soaring, domed ceiling, was packed all week with the Democrats\u2019 most stalwart bankrollers.<\/p>\n<p>The irony wasn\u2019t lost on anyone.<\/p>\n<p>At the Ritz, which housed elite contributors, donors mingled with lawmakers, shaking hands and greeting their benefactors and other acquaintances.<\/p>\n<p>A long line of dark SUVs lined the sidewalk outside the Ritz, waiting to ferry deep-pocketed contributors from luncheons to cocktail hours to special briefings with top officials.<\/p>\n<p>Democratic U.S. Sen. <a href=\"https:\/\/en.wikipedia.org\/wiki\/Ron_Wyden\" target=\"_blank\">Ron Wyden<\/a> of Oregon, while surveying the Ritz lobby, said he and many other lawmakers live a \u201cdual existence.\u201d<\/p>\n<p>By day, Wyden said, he crafts and fights for legislation that would require more disclosure and transparency in campaign finance and reduce the influence of big donors.<\/p>\n<p>And then, he said, \u201cmy staff sends me home at 7 or 8 o\u2019clock at night with a bunch of call sheets to call people on the West Coast \u2026 and I\u2019m calling with my little tin cup out.\u201d<\/p>\n<p>\u201cAfter you\u2019ve done that for a couple of hours you want to drown yourself in the bathtub.\u201d<\/p>\n<h3>Reform the system, just not tonight<\/h3>\n<p>Both U.S. Sen. <a href=\"https:\/\/www.publicintegrity.org\/2015\/04\/30\/17261\/12-things-know-about-bernie-sanders\" target=\"_blank\">Bernie Sanders<\/a> of Vermont and former Secretary of State <a href=\"https:\/\/www.publicintegrity.org\/2015\/04\/12\/17107\/12-things-know-about-hillary-clinton\" target=\"_blank\">Hillary Clinton<\/a> agitated during the Democratic presidential primaries against the unbridled influence of money on the political process.<\/p>\n<p>Sanders and Clinton have, for example, both called for the overturning of the U.S. Supreme Court\u2019s 2010 decision in <a href=\"https:\/\/www.publicintegrity.org\/2012\/10\/18\/11527\/citizens-united-decision-and-why-it-matters\" target=\"_blank\"><em>Citizens United v. Freed from restriction, professional political influencers may fully participate in a parade of perks, parties and access opportunities.<\/p>\n<p>Lobbyist <a href=\"https:\/\/www.publicintegrity.org\/news\/Tony-Podesta\" target=\"_blank\">Tony Podesta<\/a>, whose brother, <a href=\"https:\/\/www.publicintegrity.org\/news\/John-Podesta\" target=\"_blank\">John Podesta<\/a>, is Clinton\u2019s campaign chairman, hosted brunches on Monday and Tuesday for clients and friends at Barbuzzo\u2019s, a chic Mediterranean restaurant downtown. The bar was laden with marcona almonds, prosciutto and other goodies. Attendants passed pan-seared gnocchi and meatballs in polenta.<\/p>\n<p>Guests included representatives from the Japanese and Indian embassies and at least two Democratic members of Congress, U.S. Rep.\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Dina_Titus\" target=\"_blank\">Dina Titus<\/a> of Nevada and U.S. Sen. <a href=\"https:\/\/en.wikipedia.org\/wiki\/Al_Franken\" target=\"_blank\">Al Franken<\/a> of Minnesota.<\/p>\n<p>On Tuesday night, law and lobbying firm <a href=\"http:\/\/www.dentons.com\/\" target=\"_blank\">Dentons<\/a> welcomed guests to a reception at the Kimmel Center for the Performing Arts, the home of the Philadelphia Orchestra. Two former heads of the Democratic National Committee, <a href=\"http:\/\/www.dentons.com\/en\/howard-dean\" target=\"_blank\">Howard Dean<\/a> and <a href=\"http:\/\/www.dentons.com\/en\/joe-andrew\" target=\"_blank\">Joe Andrew<\/a>, held court as guests noshed on sliders and sipped drinks from the open bar.<\/p>\n<p>Hillary Action Fund, a joint fundraising committee that raises money for Clinton\u2019s campaign and for the Democratic National Committee, <a href=\"http:\/\/www.huffingtonpost.com\/entry\/democratic-convention-lobbyists-corporations_us_579a54d5e4b0693164c05860\" target=\"_blank\">feted donors<\/a>\u00a0at a Tuesday night reception at Reading Terminal Market, a trendy, bustling food hall next to the Pennsylvania Convention Center offering everything from Chinese food to chocolate-covered pretzels and \u2014 for that particular event \u2014 former President <a href=\"https:\/\/en.wikipedia.org\/wiki\/Bill_Clinton\" target=\"_blank\">Bill Clinton<\/a>.<\/p>\n<p>On Wednesday night, law and lobbying firm <a href=\"https:\/\/www.dlapiper.com\/en\/us\/\" target=\"_blank\">DLA Piper<\/a> hosted an intimate dinner at Del Frisco\u2019s, a tony steakhouse downtown that boasts interior balconies and a three-story wine tower.<\/p>\n<p>On Thursday morning, big donors to the Democratic Party\u2019s Senate campaign arm trickled into the same Del Frisco\u2019s, this time for a brunch celebrating retiring Senate Minority Leader <a href=\"https:\/\/en.wikipedia.org\/wiki\/Harry_Reid\" target=\"_blank\">Harry Reid<\/a> of Nevada.<\/p>\n<p>The brunch itself was up a short flight of stairs that were framed by enlarged black-and-white photographs of Reid as a young boxer.<\/p>\n<p>Dozens of exclusive events played out in high-end venues all over the city: a tea at the Ritz-Carlton, featuring Broadway\u2019s <a href=\"http:\/\/idinamenzel.com\/\" target=\"_blank\">Idina Menzel<\/a> and <a href=\"http:\/\/cyndilauper.com\/\" target=\"_blank\">Cyndi Lauper<\/a>. A cocktail party at the Barnes Foundation.<\/p>\n<p>Super PACs and outside political groups also made Philadelphia their playground.<\/p>\n<p>For example, a constellation of groups tied to Clinton ally <a href=\"https:\/\/en.wikipedia.org\/wiki\/David_Brock\" target=\"_blank\">David Brock<\/a>\u00a0hosted a party near the convention arena featuring superstar DJ and producer <a href=\"http:\/\/diplo.com\/\" target=\"_blank\">Diplo<\/a>.<\/p>\n<p>Corporate sponsors also courted convention delegates at every turn \u2014 although not always with the luxurious touches afforded to lawmakers or prominent influence peddlers.<\/p>\n<p>\u201cYesterday, I ate a lunch at a Pennsylvania delegation lunch that was sponsored by Chevron,\u201d said <a href=\"https:\/\/www.linkedin.com\/in\/daniel-doubet-b2a84a42\" target=\"_blank\">Daniel Doubet<\/a>, a Pennsylvania delegate from Erie.<\/p>\n<p>Doubet, who is an organizer for <a href=\"http:\/\/www.keystoneprogress.org\/\" target=\"_blank\">Keystone Progress<\/a>, an organization that campaigns for progressive policies in Pennsylvania, said he would like to see a system of public financing for campaigns and conventions.<\/p>\n<p>But on Tuesday, he ate the cheese steaks and pasta, because \u201cI\u2019ll do what I have to do to survive\u201d and attending the convention is expensive.<\/p>\n<h3>The &#8216;unilateral disarmament&#8217; argument<\/h3>\n<p>Campaign finance reform advocates, political donors and current and former members of Congress acknowledge the tension between the money-in-politics policies Democrats advocate for and how they conduct themselves at events like the Democratic National Convention.<\/p>\n<p>But most chalk it up to political necessity. Several of them parroted liberals\u2019 favorite campaign finance trope \u2014 Democrats can\u2019t be expected to unilaterally disarm in a world of super PACs and secret money \u2014 and insisted Democrats must play by existing rules until those rules change.<!--more--><\/p>\n<p>\u201cAs it is now, you operate by one set of rules that incentivizes behavior that involves getting large gifts from donors,\u201d said <a href=\"http:\/\/www.everyvoicecenter.org\/staff\/\" target=\"_blank\">Nick Nyhart<\/a>, the president and CEO of <a href=\"http:\/\/www.everyvoicecenter.org\/\" target=\"_blank\">Every Voice<\/a>, a group that advocates for campaign finance reform.<\/p>\n<p>The answer, he said, is to make sure candidates publicly commit to changing it.<\/p>\n<p><a href=\"http:\/\/voicesforprogress.org\/staff-advisors\/\" target=\"_blank\">Sandy Newman<\/a>, head of <a href=\"http:\/\/voicesforprogress.org\/\" target=\"_blank\">Voices for Progress<\/a>, another group that advocates for money in politics reform, said, \u201cNo one should expect Democrats supporting reform to fight with one hand tied behind their backs by restricting their own fundraising while the other side is fighting a no-holds barred attack with big guns.\u201d<\/p>\n<p>Democrats \u201cwill continue to fight for campaign reform and citizen-funded elections while Republicans will work to further erode our campaign finance laws,\u201d said millionaire investor <a href=\"https:\/\/en.wikipedia.org\/wiki\/Sean_Eldridge\" target=\"_blank\">Sean Eldridge<\/a>, who himself ran for Congress in New York in 2014.<\/p>\n<p>Former Democratic U.S. Rep. <a href=\"https:\/\/en.wikipedia.org\/wiki\/Barney_Frank\" target=\"_blank\">Barney Frank<\/a> of Massachusetts said it was important to elect Clinton because, as president, she could nominate a Supreme Court justice who would \u201coverturn <em>Citizens United<\/em> and all the other bad decisions that freed up money from any restriction.\u201d<\/p>\n<p>The Democrats\u2019 official party platform endorses a \u201csmall donor matching public financing system.\u201d It also calls for\u00a0<em>Citizens United<\/em> to be overturned, as well as a 1976 Supreme Court case called <a href=\"https:\/\/en.wikipedia.org\/wiki\/Buckley_v._Valeo\" target=\"_blank\"><em>Buckley v. Valeo<\/em><\/a> that voided some campaign spending limits enacted following Watergate on First Amendment grounds.<\/p>\n<p>In contrast, the Republican Party\u2019s main campaign finance reform-related platform plank calls for <a href=\"https:\/\/www.publicintegrity.org\/2016\/07\/16\/19924\/influence-diaries-dispatches-republican-national-convention#platform\" target=\"_blank\">raising or eliminating political contribution limits<\/a> altogether.<\/p>\n<p>&#8220;Overturning <em>Citizens United<\/em> is not going to solve the problem of money in politics,&#8221; said <a href=\"http:\/\/rooseveltinstitute.org\/jonathan-soros\/\" target=\"_blank\">Jonathan Soros<\/a>, son of billionaire financier <a href=\"https:\/\/www.publicintegrity.org\/2012\/12\/21\/11975\/donor-profile-george-soros\" target=\"_blank\">George Soros<\/a>, a top Democratic funder who has so far given $7 million to the main pro-Clinton super PAC this election, but <a href=\"http:\/\/www.politico.com\/story\/2016\/07\/george-soros-democratic-convention-226267\" target=\"_blank\">reportedly<\/a> plans to spend upward of $25 million aiding her and other Democratic candidates and groups.<\/p>\n<p><em>(The Center for Public Integrity receives funding from the <a href=\"http:\/\/www.opensocietyfoundations.org\/about\" target=\"_blank\">Open Society Foundations<\/a>, which George Soros funds. A complete list of Center for Public Integrity funders is <a href=\"https:\/\/www.publicintegrity.org\/about\/our-work\/supporters\" target=\"_blank\">found here<\/a>.)<\/em><\/p>\n<p>A major Democratic donor in his own right, Jonathan Soros in 2012 <a href=\"https:\/\/www.washingtonpost.com\/politics\/son-of-liberal-financier-george-soros-launches-anti-super-pac-super-pac\/2012\/07\/12\/gJQABQlufW_story.html\" target=\"_blank\">helped create<\/a> the <a href=\"http:\/\/www.friendsofdemocracypac.org\/\" target=\"_blank\">Friends of Democracy<\/a> super PAC, which aimed to \u201cstop the power of big money.\u201d He has also called for the adoption of public funding systems based on the government matching people\u2019s small-dollar contributions to political candidates.<\/p>\n<h3>Raising money \u2018at every level possible\u2019<\/h3>\n<p>Other left-leaning donors say they, too, are supporting candidates who they believe will change the current system for the better.<\/p>\n<p>For now, said donor <a href=\"https:\/\/en.wikipedia.org\/wiki\/Laetitia_Garriott_de_Cayeux\" target=\"_blank\">Laetitia Garriott de Cayeux<\/a>, the founder of <a href=\"http:\/\/entrepreneursforhillary.com\/\" target=\"_blank\">Entrepreneurs for Hillary<\/a> and a member of the campaign\u2019s national finance committee, \u201cwe do what we can to raise at every level possible.\u201d She highlighted the campaign\u2019s efforts to give donors who raise as little as $45 access to events.<\/p>\n<p>Billionaire environmentalist <a href=\"https:\/\/www.publicintegrity.org\/news\/Tom-Steyer\" target=\"_blank\">Tom Steyer<\/a>, with his wife, is the <a href=\"https:\/\/www.opensecrets.org\/overview\/topindivs.php\" target=\"_blank\">top individual donor<\/a> at the federal level this cycle, according to campaign finance data tracked by the <a href=\"http:\/\/www.opensecrets.org\/\" target=\"_blank\">Center for Responsive Politics<\/a>. They\u2019ve together given more than $31 million, <a href=\"https:\/\/www.opensecrets.org\/outsidespending\/donor_detail.php?cycle=2016&amp;id=U0000003652&amp;type=I&amp;super=N&amp;name=Steyer%2C+Thomas\" target=\"_blank\">nearly all<\/a> of it to NextGen Climate Action Fund, the super PAC Steyer founded.<\/p>\n<p>Steyer, in an interview with the Center for Public Integrity after a panel event sponsored by NextGen Climate on Wednesday in Philadelphia, said big money in politics is \u201ca huge problem.\u201d<\/p>\n<p>&#8220;But we also understand that these are the rules right now,\u201d he said. \u201cAnd so we\u2019re participating in a system, and we\u2019re trying to do it in a very transparent way, not hiding anything that we\u2019re doing.\u201d<\/p>\n<p><a href=\"http:\/\/voicesforprogress.org\/staff-advisors\/\" target=\"_blank\">Daniel Simon<\/a>, a New York City-based donor who advises Voices for Progress, said Democrats have attempted to sponsor legislation calling for campaign finance disclosure and reform. Meanwhile, Republicans have done everything they can in an attempt to block it, Simon said.<\/p>\n<p>Simon, who took the train from New York to Philadelphia to attend party events for donors held during the convention, said lawmakers often bring up how much they dislike having to spend so much time fundraising.<\/p>\n<p>\u201cI believe this is a bad system, but I also think that this is the system we have until we have the votes to change it,\u201d he said.<\/p>\n<p>Until then, the high-dollar hobnobbing among those in power and those who seek access to it continues.<\/p>\n<p>On Thursday night, after Clinton ceremonially accepted the Democratic presidential nomination, three super PACs \u2014 <a href=\"https:\/\/www.opensecrets.org\/pacs\/lookup2.php?strID=C00484642\" target=\"_blank\">Senate Majority PAC<\/a>, which works to win a Democratic Senate majority; <a href=\"https:\/\/www.opensecrets.org\/pacs\/lookup2.php?strID=C00495028\" target=\"_blank\">House Majority PAC<\/a>, which does the same for Democratic House candidates; and <a href=\"https:\/\/www.opensecrets.org\/pacs\/lookup2.php?strID=C00495861\" target=\"_blank\">Priorities USA Action<\/a>, which supports Clinton\u2019s presidential bid \u2014 co-hosted a \u201cunity concert\u201d featuring rapper and <a href=\"https:\/\/twitter.com\/guycecil\/status\/758882379339411456\" target=\"_blank\">event headliner<\/a> <a href=\"http:\/\/snoopdogg.com\/\" target=\"_blank\">Snoop Dogg<\/a>.<\/p>\n<p>Together, the super PACs have already raised money into the nine-figure range.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Philadelphia convention showcased how politicos and special interests schmooze.<\/p>\n","protected":false},"author":1,"featured_media":173370,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[11],"tags":[708,705,226,116],"class_list":["post-173366","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news-and-analysis","tag-2016-election","tag-money-in-politics","tag-presidential-race","tag-washington"],"_links":{"self":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/posts\/173366","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/comments?post=173366"}],"version-history":[{"count":0,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/posts\/173366\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/media\/173370"}],"wp:attachment":[{"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/media?parent=173366"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/categories?post=173366"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/nmpolitics.net\/index\/wp-json\/wp\/v2\/tags?post=173366"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
