{"id":1680,"date":"2007-05-04T13:30:00","date_gmt":"2007-05-04T19:30:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2007\/05\/clinton-takes-up-guvs-proposal-to-de-authorize-war\/"},"modified":"2007-05-04T13:30:00","modified_gmt":"2007-05-04T19:30:00","slug":"clinton-takes-up-guvs-proposal-to-de-authorize-war","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2007\/05\/clinton-takes-up-guvs-proposal-to-de-authorize-war\/","title":{"rendered":"Clinton takes up guv&#8217;s proposal to de-authorize war"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/RjuKLcC6zFI\/AAAAAAAACOo\/aPmBZs8mhm0\/s1600-h\/Richardsonforpresident.jpg\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/1.bp.blogspot.com\/_IabUCQmoheQ\/RjuKLcC6zFI\/AAAAAAAACOo\/aPmBZs8mhm0\/s200\/Richardsonforpresident.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5060790535392513106\" border=\"0\" \/><\/a>Now that <a href=\"http:\/\/www.whitehouse.gov\/\" target=\"_blank\">President Bush<\/a> has vetoed a funding bill that would have set a timetable for the withdrawal of troops from <st1:country-region st=\"on\">Iraq<\/st1:country-region>, Sen. <a href=\"http:\/\/www.hillaryclinton.com\/\" target=\"_blank\">Hillary Clinton<\/a> proposed Thursday that Congress repeal the authority it gave Bush to invade <st1:place st=\"on\"><st1:country-region st=\"on\">Iraq<\/st1:country-region><\/st1:place>.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">It\u2019s not a new idea. In fact, <st1:city st=\"on\"><st1:place st=\"on\">Clinton<\/st1:place><\/st1:city>\u2019s opponent in the Democratic presidential primary, Gov. <a href=\"http:\/\/www.richardsonforpresident.com\/\" target=\"_blank\">Bill Richardson<\/a>, has been saying for quite some time that\u2019s what should be done.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The New York Times gave <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> credit, too. In <a href=\"http:\/\/www.nytimes.com\/2007\/05\/04\/washington\/04cong.html?_r=1&#038;th&amp;amp;amp;emc=th&#038;oref=slogin\" target=\"_blank\">today\u2019s article<\/a> about Clinton\u2019s proposal, the Times notes that Richardson, \u201cbeating Mrs. Clinton to the punch,\u201d sent out a news release Tuesday calling for the de-authorization of the war and a schedule for a rapid withdrawal of troops.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Score one for the underdog.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">But the Times didn\u2019t go back far enough. When Congressional Democrats began developing the proposal several weeks ago to tie war funding to a timeline for withdrawal, <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> criticized the approach, saying Congress, instead of dancing around the issue, should clearly de-authorize the war and force Bush to bring the troops home. He was among the first to call for such an approach.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> made sure to point that out in a news release from his presidential campaign sent late Thursday:<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cAs I said in my February speech to the (Democratic National Committee) and have repeated many times since, this is the best course of action,\u201d he said. \u201c\u2026 I welcome Senator Clinton\u2019s endorsement of my approach, and I urge Congress to embrace this course of action and show the president that his defiance of the will of the American people and a vote of Congress will not stand.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Clinton<\/st1:place><\/st1:city> and Sen. <a href=\"http:\/\/byrd.senate.gov\/\" target=\"_blank\">Robert Byrd<\/a>, D-Va., propose introducing a resolution that would de-authorize the war in October. <st1:place st=\"on\"><st1:city st=\"on\">Richardson<\/st1:city><\/st1:place> said in his release that it should be done immediately.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">It is sort of odd that <st1:city st=\"on\"><st1:place st=\"on\">Clinton<\/st1:place><\/st1:city>, according to the Times, said she wants to \u201cend this war as soon as possible,\u201d and yet she wants to wait on a vote to de-authorize the war until Oct. 11 so the vote can coincide with the fifth anniversary of the original vote authorizing the war.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Either way, approval of such a resolution would set up quite a fight. It\u2019s not clear whether de-authorization would mean Bush would have to withdraw the troops, the Times reports. Bush could claim that Congress can\u2019t withdraw an earlier authorization and can only end the war by denying funding.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Knowing this president\u2019s resolve \u2013 some would call it stubbornness \u2013 that\u2019s exactly what he would do.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Such a fight could end up in court.<\/p>\n<p class=\"MsoNormal\">\n<p style=\"font-style: italic; font-weight: bold;\" class=\"MsoNormal\">Update, 3:40 p.m.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">I neglected to tell you earlier that Democratic presidential candidate <a href=\"http:\/\/www.joebiden.com\/\" target=\"_blank\">Joe Biden<\/a> began calling for a de-authorization and a new resolution that comes with limitations about the same time <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:City> began calling for de-authorization.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Now that President Bush has vetoed a funding bill that would have set a timetable for the withdrawal of troops from Iraq, Sen.
