The consequences of what we saw in Dallas is due to their efforts.\u201d<\/p>\n<p>Late Saturday, several state officials and local groups issued a letter\u00a0calling for El Paso Mayor Oscar Leeser and the city council representatives to &#8220;publicly repudiate the statement, forcefully and unequivocally.&#8221;<\/p>\n<p>&#8220;This statement, in the chief\u2019s official capacity and in uniform, sends exactly the wrong message at a time when good people are working to address a crisis of violence and distrust that disproportionately affects minority communities,&#8221; the letter read in part.<\/p>\n<p>Signees\u00a0included local Democratic lawmakers U.S. Rep. <a href=\"http:\/\/www.texastribune.org\/directory\/beto-orourke\/\" target=\"_blank\">Beto O&#8217;Rourke<\/a>;\u00a0state Sen. <a href=\"https:\/\/www.texastribune.org\/directory\/jose-rodriguez\/\" target=\"_blank\">Jos\u00e9 Rodr\u00edguez<\/a>;\u00a0state Reps. <a href=\"https:\/\/www.texastribune.org\/directory\/cesar-blanco\/\" target=\"_blank\">C\u00e9sar Blanco<\/a>, <a href=\"http:\/\/www.texastribune.org\/directory\/joseph-moody\/\" target=\"_blank\">Joe Moody<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.texastribune.org\/directory\/mary-gonzalez\/\" target=\"_blank\">Mary Gonz\u00e1lez<\/a>;\u00a0County Judge Veronica Escobar;\u00a0representatives for the NAACP and ACLU; and Evelina Ortega, who is expected to win the Texas House District 77 seat in November.<\/p>\n<p>The Tribune could not reach Allen or\u00a0Leeser for comment.<\/p>\n<aside class=\"module align-left half type-aside\">\n<h3>About this article<\/h3>\n<p>This article originally appeared in <a href=\"https:\/\/www.texastribune.org\/2016\/07\/10\/el-paso-chief-calls-black-lives-matter-radical-hat\/\" target=\"_blank\">The Texas Tribune<\/a>,\u00a0a nonpartisan, nonprofit media organization that informs Texans and engages with them about public policy, politics, government and statewide issues.<\/p>\n<\/aside>\n<p>In an interview with <a href=\"http:\/\/www.elpasotimes.com\/story\/news\/local\/el-paso\/2016\/07\/09\/mayor-council-urged-repudiate-police-chief\/86902514\/\" target=\"_blank\">the El Paso Times<\/a>, O&#8217;Rourke said Allen&#8217;s comments maligned the organizers of Sunday evening&#8217;s planned vigil, which is set to be hosted by the Black Student Union at the University of Texas at El Paso and the El Paso chapter of Parents, Families and Friends of Lesbians and Gays.<\/p>\n<p>&#8220;One thing that causes me concern is that the chief of police in our community has identified a group of El Pasoans \u2014 who want to peacefully protest at San Jacinto Plaza on Sunday \u2014 in part responsible for the death of the officers in Dallas,&#8221; O&#8217;Rourke said. &#8220;I think that sets up a very troubling and unnecessary dynamic between the police and some of the people in this community.\u201d<\/p>\n<p>Allen, El Paso&#8217;s first African-American police chief, has led the force since 2007 and has previously criticized what he sees as undue scrutiny of police officers. In 2008, he removed the department&#8217;s requirement that officers involved in a shooting take a polygraph test afterwards. In a 2011 <a href=\"http:\/\/www.elpasoinc.com\/news\/q_and_a\/article_d0aaa204-8cd8-5688-b3a0-87ba7b53b78e.html\" target=\"_blank\">interview<\/a>\u00a0with the newspaper the El Paso Inc, he said that &#8220;mistrust of the officer&#8221; could cause police to hesitate in high-stakes situations.<\/p>\n<p>In 2013, officer Jose Flores shot and killed a handcuffed man, Daniel Saenz, at the El Paso County Jail. A grand jury <a href=\"http:\/\/www.kvia.com\/news\/el-paso-grand-jury-declines-to-indict-police-officer-in-deadly-shooting-of-body-builder\/24551956\" target=\"_blank\">declined to indict<\/a> Flores. He was later <a href=\"http:\/\/cbs4local.com\/news\/local\/new-report-el-paso-police-officer-didn39t-tell-the-truth-about-deadly-shooting\" target=\"_blank\">fired<\/a> from the force. Saenz&#8217;s family filed suit against the city for violating constitutional rights, but the U.S. 5th Circuit Court of Appeals <a href=\"http:\/\/www.ca5.uscourts.gov\/opinions%5Cunpub%5C15\/15-50467.0.pdf\" target=\"_blank\">dismissed the case<\/a> in February.<!--more--><\/p>\n<p>Allen was not the only law enforcement official to blame the Black Lives Matter movement for the Dallas shooting. On Sunday afternoon, the Fort Worth Police Officers Association \u2014 the city&#8217;s police union \u2014 took to social media to condemn Pandora Radio for a\u00a0Facebook post that said in part, &#8220;Our hearts ache for all those who unfairly lost their lies. We stand with marginalized communities&#8221; and included the hashtag #BlackLivesMatter.<\/p>\n<p>&#8220;We urge law enforcement supporters around the world to DELETE the Pandora Radio app from their devices,&#8221; the <a href=\"https:\/\/www.facebook.com\/FWPOA\/posts\/10153799868553367:0\" target=\"_blank\">police union&#8217;s post read<\/a>. &#8220;Pandora Radio openly supports an organization that chooses to MURDER American law enforcement officers.&#8221;<\/p>\n<p>The president of the Dallas Police Association, Ron Pinkston, <a href=\"http:\/\/www.chron.com\/news\/houston-texas\/article\/Dallas-police-union-blame-rests-with-shooter-8349732.php\" target=\"_blank\">has said<\/a> protestors are not to blame for the violence that unfolded Thursday night.<\/p>\n<p>&#8220;All those people weren&#8217;t out there shooting police. It was a few,&#8221; Pinkston said, according to the Houston Chronicle. &#8220;And we can&#8217;t label those people like those few.
