The governors of <st1:city st=\"on\">Santa Ana<\/st1:city> and Laguna pueblos plan to sign the agreement but couldn\u2019t attend today\u2019s ceremony in <st1:city st=\"on\"><st1:place st=\"on\">Santa Fe<\/st1:place><\/st1:city>, the news service reported.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The Pojoaque and <st1:place st=\"on\">Acoma<\/st1:place> pueblos and the Mescalero and Jicarilla Apaches don\u2019t have plans to sign the agreements, the news service reported, but they have eight months to change their minds.
