{"id":1611,"date":"2007-04-19T14:51:00","date_gmt":"2007-04-19T20:51:00","guid":{"rendered":"http:\/\/www.nmpolitics.net\/index\/2007\/04\/homans-changes-jobs-to-direct-spaceport-construction\/"},"modified":"2007-04-19T14:51:00","modified_gmt":"2007-04-19T20:51:00","slug":"homans-changes-jobs-to-direct-spaceport-construction","status":"publish","type":"post","link":"https:\/\/nmpolitics.net\/index\/2007\/04\/homans-changes-jobs-to-direct-spaceport-construction\/","title":{"rendered":"Homans changes jobs to direct spaceport construction"},"content":{"rendered":"<p><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/3.bp.blogspot.com\/_IabUCQmoheQ\/RifZ4D3FSsI\/AAAAAAAACEY\/38SNguJ26Sw\/s1600-h\/Spaceport+america.gif\"><img decoding=\"async\" style=\"margin: 0pt 0pt 10px 10px; float: right; cursor: pointer;\" src=\"http:\/\/3.bp.blogspot.com\/_IabUCQmoheQ\/RifZ4D3FSsI\/AAAAAAAACEY\/38SNguJ26Sw\/s200\/Spaceport+america.gif\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5055248663878912706\" border=\"0\" \/><\/a>New Mexico Economic Development Secretary <a href=\"http:\/\/www.edd.state.nm.us\/index.php?\/about\/category\/Cabinet%20Secretary%20Rick%20Homans\" target=\"_blank\">Rick Homans<\/a> will step down from that position at the end of the month to become executive director of the <st1:place st=\"on\"><st1:state st=\"on\">New Mexico<\/st1:state><\/st1:place> <a href=\"http:\/\/www.spaceportamerica.com\/\" target=\"_blank\">Spaceport Authority<\/a>.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The announcement, made this afternoon by Gov. <a href=\"http:\/\/governor.state.nm.us\/\" target=\"_blank\">Bill Richardson<\/a>, comes the same day Homans announced that, for \u201cpersonal and logistical\u201d reasons, he would not run against U.S. Rep. <a href=\"http:\/\/wilson.house.gov\/\" target=\"_blank\">Heather Wilson<\/a>, R-N.M., next year, which he had been considering doing.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Homans will be responsible for overseeing the construction of Spaceport <st1:country-region st=\"on\"><st1:place st=\"on\">America<\/st1:place><\/st1:country-region>, which is on a tight timeline to become operational by late 2009 or early 2010.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><a onblur=\"try {parent.deselectBloggerImageGracefully();} catch(e) {}\" href=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/RifWgT3FSqI\/AAAAAAAACEI\/ry6KS1YoIeg\/s1600-h\/Homans,+Rick.jpg\"><img decoding=\"async\" style=\"margin: 0pt 10px 10px 0pt; float: left; cursor: pointer;\" src=\"http:\/\/4.bp.blogspot.com\/_IabUCQmoheQ\/RifWgT3FSqI\/AAAAAAAACEI\/ry6KS1YoIeg\/s200\/Homans,+Rick.jpg\" alt=\"\" id=\"BLOGGER_PHOTO_ID_5055244957322136226\" border=\"0\" \/><\/a>Homans requested the change, according to a news release, so he can focus on final design and engineering of the spaceport in preparation for groundbreaking in early 2008, the securing of a commercial spaceport license and the overseeing of a national search for a permanent executive director \u201cwho has the necessary engineering and space-related qualifications to manage the complex operations of the spaceport when it becomes operational.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The position has been vacant since <a href=\"http:\/\/haussamen.blogspot.com\/2007\/02\/spaceport-pioneer-dead-at-58_14.html\">Lonnie Sumpter<\/a> died in February following a brief and sudden illness.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The move comes two weeks after voters in <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> narrowly approved a 1\/4 percent gross receipts tax increase that will provide about 25 percent of the spaceport\u2019s funding. That vote was critical to the project, and the tax\u2019s approval left the securing of a license to operate a commercial spaceport as the last major hurdle. Officials are optimistic that, at this point, approval by the Federal Aviation Administration is a formality and expect to have the license by early 2008.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWith the positive vote from <st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename> voters, the spaceport has a green light to move forward,\u201d <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said in a news release. \u201cSecretary Homans is the right person to transition this project from concept to reality because he has driven this project from day one. I thank him for taking on this very demanding and very necessary assignment.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"> <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> is already interviewing possible replacements and expects to make an announcement \u201csoon,\u201d the news release states.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">As economic development secretary, Homans has worked to bring a number of new companies to <st1:state st=\"on\"><st1:place st=\"on\">New   Mexico<\/st1:place><\/st1:state> and the expansion of economic-development initiatives, but a large amount of his time has been spent on development of the spaceport.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state> is attempting to build the world\u2019s first commercial spaceport specifically designed for that purpose. As secretary and chairman of the spaceport authority board, Homans has worked tirelessly to secure almost $125 million from the Legislature, develop an agreement with <a href=\"http:\/\/www.virgingalactic.com\/\" target=\"_blank\">Virgin Galactic<\/a> to be the facility\u2019s anchor tenant and secure approval of the spaceport tax in <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename>  <st1:placename st=\"on\">Ana<\/st1:placename> <st1:placename st=\"on\">County<\/st1:placename><\/st1:place>. He knows the project intimately.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> thanked Homans, who developed policy for his 2002 campaign for governor, for his years of service in the cabinet.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cSecretary Homans helped develop the core policies for my administration, and he has led the successful effort to turn around the state\u2019s economy,\u201d <st1:place st=\"on\"><st1:city st=\"on\">Richardson<\/st1:city><\/st1:place> said. \u201cI have admired his bold ideas, work ethic and personal integrity.
