The country was insisting it would do so only after $25 million in frozen funds were released.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The money in dispute was in a Chinese bank and was frozen in 2005 after the <st1:country-region st=\"on\">United States<\/st1:country-region> accused the bank of helping <st1:country-region st=\"on\">North Korea<\/st1:country-region> launder money and handle counterfeit <st1:country-region st=\"on\"><st1:place st=\"on\">U.S.<\/st1:place><\/st1:country-region> money.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Richardson, who was in <st1:country-region st=\"on\">North  Korea<\/st1:country-region> to secure the release of remains of American soldiers killed during the Korean war, helped smooth the way for the deal to be reached by easing tensions and opening a dialogue while the <st1:country-region st=\"on\"><st1:place st=\"on\">United States<\/st1:place><\/st1:country-region> worked to free the funds.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The <st1:country-region st=\"on\"><st1:place st=\"on\">United   States<\/st1:place><\/st1:country-region> government said on Tuesday that the funds would be released. Tuesday evening, <a href=\"http:\/\/video.msn.com\/v\/us\/msnbc.htm?g=e42bcb7d-a47c-45f3-831b-aa3b6e4f01f3&#038;f=00&amp;fg=copy\" target=\"_blank\">NBC<\/a> was the first to report that, when <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> took the news to the North Koreans, they agreed to begin shutting down their program within a day of receiving the funds.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The first step will be to let in U.N. inspectors and begin drafting terms for shutting down North Korea\u2019s nuclear reactor, which Richardson expects to happen as soon as the money is released.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cThe North Korean government told us that, with that issue resolved, (it) would move promptly, within a day after receiving the funds,\u201d <st1:city st=\"on\">Richardson<\/st1:city> said at a news conference today in <st1:country-region st=\"on\"><st1:place st=\"on\">South Korea<\/st1:place><\/st1:country-region>, according to <a href=\"http:\/\/news.yahoo.com\/s\/afp\/20070411\/wl_asia_afp\/nkoreanuclearweapons_070411141718;_ylt=Am7Bvjt_8UUOuWz2VWEjvOfMWM0F\" target=\"_blank\">AFP<\/a>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Though the agreement was result of a bipartisan effort in the <st1:country-region st=\"on\">United States<\/st1:country-region> and cooperation with other nations, <st1:city st=\"on\">Richardson<\/st1:city> has been instrumental in smoothing relations that opened a dialogue between the <st1:country-region st=\"on\">United States<\/st1:country-region> and <st1:country-region st=\"on\"><st1:place st=\"on\">North Korea<\/st1:place><\/st1:country-region>. He has visited the nation several times since his days as a congressman, and a delegation from the nation has visited <st1:city st=\"on\">Santa Fe<\/st1:city> twice to meet with <st1:place st=\"on\"><st1:city st=\"on\">Richardson<\/st1:city><\/st1:place> since he became governor.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">When the North Koreans want to talk with an American, they call on <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">It\u2019s no accident that Richardson and the North Koreans wanted to get together to talk days before a deadline arrived on fragile agreement that could have easily fallen apart.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cThis is one of the most important reasons Bill Richardson is the best qualified to be the next president of the <st1:country-region st=\"on\">United States<\/st1:country-region>,\u201d <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> spokesman Pahl Shipley said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Gov.
