It requires that public officials disclose, in cases of contracts and other business with the state, not only their own business but also that of spouses, children, parents and siblings. It also makes the act apply to judges, who are currently exempt from its provision that prohibits bribery.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt makes sure that the public knows that the people serving them are there for the highest reasons,\u201d Cervantes said during the bill-signing ceremony, which was held at <st1:place st=\"on\"><st1:placename st=\"on\">New   Mexico<\/st1:placename> <st1:placetype st=\"on\">State<\/st1:placetype> <st1:placetype st=\"on\">University<\/st1:placetype><\/st1:place>. \u201cGovernor, thank you for signing this bill in <st1:city st=\"on\"><st1:place st=\"on\">Las Cruces<\/st1:place><\/st1:city>, because ethics is what this community is all about.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Cervantes\u2019 bill was approved unanimously by the House and Senate during the regular session. Two other bills in the ethics reform package passed \u2013 one during the regular and one during the special session \u2013 but faced tough opposition. Four others died.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">At the ceremony, <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> also signed a proclamation reconvening his ethics task force. Though he had previously announced he would call the group back to work, today\u2019s action made it official.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city>, with five members of the House standing behind him, said he will continue to push for the creation of a state ethics commission that has subpoena power.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt passed the House. I love the House guys. It didn\u2019t pass the Senate,\u201d <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">He asked the task force to examine why ethics proposals had such a rough time this year, explore whether additional legislation is needed, and make a recommendation on whether he should call a special session for ethics reform.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">NMSU Business Dean and former Gov. <a href=\"http:\/\/business.nmsu.edu\/facultystaff\/dean\/carruthers.html\" target=\"_blank\">Garrey Carruthers<\/a>, co-chair of the task force, said he is pleased to continue the group\u2019s work.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cIt\u2019s a big task. I think we have a lot of work to do in the Senate,\u201d he said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Rep. <a href=\"http:\/\/legis.state.nm.us\/lcs\/legdetails.asp?Name=191&amp;Submit=Search\" target=\"_blank\">Mary Helen Garcia<\/a>, D-Las Cruces and the sponsor of the ethics commission bill in this year\u2019s regular session, said she\u2019s ready for another special session.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cWhatever it takes for us to pass that one, I\u2019ll be happy to do it,\u201d she told <st1:place st=\"on\"><st1:city st=\"on\">Richardson<\/st1:city><\/st1:place>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Today was the last day for <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> to sign legislation from the regular session.
