Gov. <a href=\"http:\/\/www.ltgovernor.state.nm.us\/\" target=\"_blank\">Diane Denish<\/a> is a strong supporter not only of <a href=\"http:\/\/www.spaceportamerica.com\/\" target=\"_blank\">Spaceport America<\/a> but also of using local gross receipts tax increases to help fund it.  <\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI think the state has done its part by putting in its big chunks of money,\u201d Denish said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">She made her comments during a visit to <st1:city st=\"on\">Las  Cruces<\/st1:city> on Thursday hours before the tallying of ballots in <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename>  <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> revealed that the tax increase here had passed. Denish said such a victory would \u201cgive the spaceport some legs with the other counties.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Otero and Sierra counties have also been asked to approve tax increases, but their commissions were waiting for the results from <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename>  <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> before deciding whether to take the question to voters.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Denish agreed with tax supporters who said the vote in <st1:place st=\"on\"><st1:placename st=\"on\">Do\u00f1a<\/st1:placename> <st1:placename st=\"on\">Ana<\/st1:placename>  <st1:placename st=\"on\">County<\/st1:placename><\/st1:place> was critical to the project\u2019s future. Now the spaceport will be built, she said, and once its economic benefits are felt, there will be \u201csmoother sailing\u201d through the Legislature, which has reluctantly agreed to give almost $125 million to the project in the last two years.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI certainly will push for support to continue,\u201d Denish said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">2010 looms<br \/><\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Denish is already raising money and has stated her intent to run for governor in 2010. Her comments on the spaceport are relevant to that race because it is scheduled to begin operating in late 2009 or early 2010. With the number of delays that have already occurred, it\u2019s not unlikely that the spaceport could open for business shortly before the election, or even that it could be mired in construction delays by the time November 2010 rolls around.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">One could mean the success of launching the spaceport is fresh in the minds of voters. The other could have voters frustrated with the money their leaders have invested in the project.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Though she\u2019s a supporter, Denish said isn\u2019t hanging her hat on the spaceport. She is focused on a number of other issues that include affordable housing, education and health care.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Her candidacy, which began four years before the election, is an anomaly in <st1:place st=\"on\"><st1:state st=\"on\">New Mexico<\/st1:state><\/st1:place> that has some skipping over 2008 and focusing on what happens when Gov. <a href=\"http:\/\/governor.state.nm.us\/\" target=\"_blank\">Bill Richardson<\/a> leaves office. Though about a dozen Democrats have approached Denish to express interest in running with her as the lieutenant governor candidate, Denish said she isn\u2019t committing to anyone.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">Electing Democrats in 2008<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Denish said she is focused on defeating U.S. Reps. <a href=\"http:\/\/pearce.house.gov\/\" target=\"_blank\">Steve Pearce<\/a> and <a href=\"http:\/\/wilson.house.gov\/\" target=\"_blank\">Heather Wilson<\/a> and Sen. <a href=\"http:\/\/domenici.senate.gov\/\" target=\"_blank\">Pete Domenici<\/a>, R-N.M., and also ensuring that <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state>\u2019s five electoral votes go to the Democratic candidate for president in 2008.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">She had especially kind words for Do\u00f1a Ana County Commissioner <a href=\"http:\/\/www.billmccamley.com\/\" target=\"_blank\">Bill McCamley<\/a>, who announced earlier this week that he will challenge Pearce. To those who say he has no shot at victory, Denish compared the 29-year-old McCamley to another Bill \u2013 <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city>, who challenged Republican incumbent Manuel Lujan for Congress in 1980. People and polls said <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> had no chance of winning, but he surprised everyone by losing by less than 1 percent.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> was 32 at the time.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cHe\u2019s young. He\u2019s energetic. He\u2019s got the enthusiasm to jump into a race,\u201d Denish said of McCamley. \u201cI think it took some courage for him to step in at this early date.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Democrat <a href=\"http:\/\/www.kisslingforcongress.com\/\" target=\"_blank\">Al Kissling<\/a>, who lost to Pearce in 2006, is also seeking the Democratic nomination.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\"><st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city> has asked Denish to consider running against Domenici in 2008. Though she didn\u2019t completely discount the possibility, Denish said she is focused on running for governor. She hasn\u2019t even allowed a national Democratic group to test her popularity against Domenici in a poll.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Denish said she loves this state and doesn\u2019t want to leave.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cMy feet are pretty firmly planted here in <st1:state st=\"on\"><st1:place st=\"on\">New Mexico<\/st1:place><\/st1:state>,\u201d Denish said. \u201cI want to be the governor.\u201d<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p style=\"font-weight: bold;\" class=\"MsoNormal\"><span style=\"font-size:130%;\">Ethics reform<\/span><\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Denish and I also discussed the controversy surrounding ethics reform. As the person who presides over the Senate, Denish has seen firsthand the resistance to the proposals made by <st1:city st=\"on\"><st1:place st=\"on\">Richardson<\/st1:place><\/st1:city>.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">After many of his ethics proposals died in the regular and special sessions this year, Richardson announced that he will reconvene his ethics task force to examine the reasons for the resistance, and may call another special session later this year.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Denish doesn\u2019t think he should. She said the few reforms that were passed this year are \u201ca good first step\u201d and said she believes the Legislature will pass a bill placing limits on campaign contributions next year.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">\u201cI think we need ethics reform, but I think it needs to be done during a regular session,\u201d Denish said.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Noting the recent indictments of former Senate President Manny Aragon and others in the Bernalillo County Metro Courthouse scandal, Denish said an ethics commission, more than the other ethics reform proposals, would help combat such wrongdoing.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Aragon and the others are accused of taking part in an elaborate plot to steal taxpayer dollars by skimming them off the top of invoices for work done on construction of the courthouse.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">The exposing of such incidents, Denish said, is helping create a public push for ethics reform that will, in time, lead to legislative action.<\/p>\n<p class=\"MsoNormal\"><o:p> <\/o:p><\/p>\n<p class=\"MsoNormal\">Denish added that she is interested in the possibility of a special session later this year to deal with health care reform.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Lt.
